BOARD OF SUPERVISORS - Minutes of October 18, 2010
Call to Order: Chairman Leo W. Zipperer called the meeting to order at 7:00 p.m.
Pledge of Allegiance: The Chairman asked all to rise and join in the Pledge of Allegiance.
Roll Call/Quorum: Present Chairman Zipperer, Supervisors John Staveness, Dan Woelfel, Tom Girman and Chuck Tice. Also in attendance: Clerk/Treasurer Linda Wait, Pat Miller and Laddie Chapman.
Meet ‘n Greet- Door County Sheriff’s Deputy Program: No one present.
Public Participation:
• Pat Miller would like to comment on “We All live on the Water” under New Business.
Agenda/proper notice/adopt: Upon verification by the clerk, motion by Staveness and second by Tice to adopt the agenda, as noticed. Motion carried.
Approval of Minutes: Motion by Tice and second by Girman to approve the Board of Supervisors’ meeting minutes of September 20, 2010, with correction to page 2, under Pending Business, Item 1), line 4, YTD 7.3% and total July collections are $765,289. Carried.
Financial Reportsfor September 2010 Budget vs. Actual/Account Balances/Transactions: Motion by Tice and second by Woelfel to accept the clerk/treasurer monthly reports on account balances reflecting unreserved and designated funds, the transaction list and the budget vs. actual for September 2010. Motion carried.
Approval of Vouchers / Bills / Claims– September/October 2010: Motion by Tice and second by Woelfel to approve the payment of vouchers, bills and claims for the period September/October 2010. Motion carried.
Oral Committee Reports & Committee Minutes: The Parks & Recreation Board minutes of July 15, 2010 were accepted and placed on file.
Pending Business/Status:
1) Tourism Zone Commission – Tice reported that the next meeting of the DCTZC will be on October 21st on Washington Island. Lodging establishments can now use their credit card for room tax payments. Total room tax collections through August YTD are $2,233,522, which represents a 4.8% increase over this same date last year. Sevastopol reported receipts of $159,461 YTD which is an 8% increase over last year. Sevastopol’s 30% share for August was $15,520 with nearly 7,000 room nights rented at an average of $197 and 66.53% fill rate.
2) Road Work 2010. Zipperer reported that all work is nearly complete. Rock Ridge and Nelson Lane (north and south) will be swept and chips picked up. Some shoulder washouts will be corrected. If you have any additional problems, please bring to our attention by calling the town office.
3) Property Management Committee Draft Ordinances. Tice reported that a meeting was held on October 3rd and public comments were invited. Zipperer complimented Tice on putting the ordinances together. A few more changes will be made to the draft ordinances and then submitted to the town attorney for review and comment.
4) Building Ordinance & Demolition provision. Zipperer spoke with Independent Inspections and expects to have a conference call with President Tom DeLacy on the importance of a demolition ordinance or provision. He also confirmed with IIL that they will continue to do our commercial electrical inspections.
5) Door County Coastal Byway. Tice reported that he and Frank Forkert are working on the intergovernmental agreement. The logo, trademarks and website will be in place soon, with assistance from the Door County Visitor Bureau and the Door County Economic Development Corp. The DCCB council would like our input as to: ( i) what makes your community special and why it stands out from neighboring communities and (ii) who do you feel are our target markets for the past, present and future. Each participating community needs to start identifying projects for their share of the route. Suggestions for Sevastopol include land for parks, kiosks/informational centers, cleanup of properties, restoration of historic building, waysides, overlooks, beautification of the entrance area at the 42/57 split, bike paths and improvements at Whitefish Bay launch. Grants are available to pay up to 80% of the projects. Board members were also provided with a handout, “Goals, Objective and Actions-Entity Involvement and Timeline” for the DCCB Core Management Plan. If you have a suggestion, please bring it to the attention of Chuck Tice.
6) Subdivision Ordinance. In follow up to last month’s presentation, Board members were provided with an informational brochure on overlay zoning.
New Business – Discussion & Action:
1) “We All Live on the Water” LNRP Signage. Last month, Pat Miller requested that the Board give consideration to purchasing “We All Live on the Water” signage, which includes the 1-800-TIP-WDNR to call in environmental violations. The cost is $150 per sign and is sponsored by the Lake Michigan Partners and the Lakeshore Natural Resource Partnership, Inc. Woelfel reported that the Parks & Recreation Board felt the cost was too high and that enough signage at Clark Lake and Whitefish Bay already existed. Zipperer suggested Pat contact the Door County Parks Department and Tice suggested the Bay Shore Property Owners, Whitefish Bay Association or Clark Lake Association. Motion by Staveness to deny expenditure for LNRP signage; motion failed for lack of second. Will lay over for a month and bring back with more particulars.
2) Door County Highway Department & Municipal Service Providers. Zipperer indicated that Jacksonport Chair Jeanne Majeski compiled a handout listing Door County businesses able to provide services such as snow removal, paving and road repair, sand and salt, and emergency response to storm damage. Also included for informational purposes was the response of Door County Administrator Serpe regarding the highway department’s policy on these services. If you are aware other local businesses that could be included, please contact a Board member.
3) Sturgeon Bay Visitor Center’s Annual Holiday Parade. Tice reported that the Sturgeon Bay Visitor Center’s Annual “Christmas by the Bay Parade” will be held at 10:00 a.m. on Saturday, November 20th, with line up starting at 9:15 a.m. The Town will have a float and if you wish to participate, help build or ride in the parade, please contact the Town office or Tice.
4) Town & Private Roads List. An updated road list with explanatory notes was received from Door County Addressing Specialist Audrey Forsland. The list includes all town and private roads.
