Call to Order:  Chairman Leo W. Zipperer called the meeting to order
at 7:00 p.m.

Pledge of Allegiance:  The Chairman asked all to rise and join in the
Pledge of Allegiance.

Roll Call/Quorum:  Roll call was taken, with the Chairman and
Supervisors Chuck Tice, Tom Girman, Dan Woelfel and John Staveness,
along with Clerk/Treasurer Linda Wait, in attendance.

Meet the Deputy Program – Door County Sheriff’s Department:  No
attendee.

Citizen Concerns:  None.

Agenda/proper notice/adopt:  Following verification by the clerk that
the agenda had been properly noticed, motion by Tice and second by
Girman to adopt the agenda, as posted.  Motion carried, unanimously.

Approval of Minutes:
Motion by Staveness and second by Tice to approve the Board of
Supervisors’ meeting minutes of January 18, 2010.  Carried
Motion by Tice and second by Staveness to approve the Board Special
Meeting minutes of February 3, 2010.  Carried.

Financial Reports January 2010:  The treasurer’s report with account
balances, budget vs. actual and transactions list for the period
ending January 31, 2010, were accepted and placed on file.  The clerk
also reported that a reconditioned copier is in the office on a trial
basis; and that signage has been placed in the Town hall and election
signs will be ordered, with costs covered by previous awards of $200
from the State Elections/Government Accountability Board.

Approval of Vouchers / Bills / Claims:  Motion by Woelfel and second
by Girman to approved the payment of vouchers, bills and claims for
the period January-February 2010.  Carried.

Oral Committee Reports & Committee Minutes:  The Dam Park & Rec Board
minutes of November 17, 2009 were accepted and will be placed on
file.

Pending Business/Status:
Door County Tourism Zone Commission (DCTZC) – Tice referred to the
recent press release reflecting judgments awarded against two
properties for failure to comply with the room tax ordinance.  The
DCTZC is also requesting a change in its annual meeting date from May
to June due to lack of attendance.  Tice reported that Sevastopol’s
2009 share of the Community Marketing Fund (CMF) amounted to $19,410.
Our room tax collections for December amounted to $1,017.53.  It
appears Door County tourism faired better than the State overall, with
a decrease of only one-half percent from the previous year.

Wisconsin Department of Revenue County Assessment Proposal – Status
report.  Zipperer reported that recent information indicates the DOR’s
original proposal for a statewide country property assessment “is
dead” for this legislative season.  We will continue to monitor
through the Wisconsin Towns Associations’ updates.

2010 Meeting Schedule.  Zipperer indicated a change from the original
schedule—the Road Inspection has been rescheduled to Saturday, May
15th.  All meeting dates and times are available on the Town’s
website.

Door County Coastal Byway.  In that our Town is a participant in this
project, the Board receives agenda, minutes and updates on the
Wisconsin DOT Scenic Byway Program application. Motion by Woelfel and
second by Girman that the clerk shall attend future meetings and
report back to Board members.  Motion carried, unanimously. 

New Business:
Building Permits and Inspections.  Zipperer presented his “position
paper” on the recent designation of a new primary inspector for the
Town by Independent Inspections, Ltd. (IIL) and the comments solicited
from contractors regarding building inspections, resulting in the
Special Board meeting held on February 3rd.   At that meeting, it was
agreed that the Board should review the existing contract with IIL and
Zipperer has been in contact with Tom DeLacy, President.   The Town is
compelled to have inspectors and has worked with ILL for some time;
however, the opportunity is ripe to review the existing the contract.
Motion by Girman and second by Staveness that the Board forward
notice to IIL that the Town will be reviewing the existing contract
for services with the Company and that such memo will serve as the
official 60 days’ notice for the possibility of change/contract
cancellation to be in compliance with the current agreement. 
Brett Temme, building inspector and employee of IIL,  was present and
provided an overview of their services and the five inspectors that
live and work in Door County.  He suggested that the Board also
contact homeowners for their input, as the building inspector often
acts as the intermediary between the owner and the contractor.  The
inspector is the agent who assures that structures are built to code
and safe for the public.  Brett indicated he is always available to
answer questions and also reminded that IIL carries the appropriate
liability insurance.
Zipperer agreed that Brett brought forth valid points and commended
him for his comments and presence, indicating we would continue our
survey to include homeowners.  Following discussion, motion carried,
unanimously.

Clark Lake Dam petition for fixed structure.  Zipperer sent
correspondence Miles Winkler and to Carrie Webb at the Wis DNR for
information on changing to a “fixed” dam.  The response from Ms. Webb
indicates that the “DNR does not have the time or resources” and that
“studies are needed to ensure there won’t be any impacts to private
property and rights of the public.”  Girman will follow through on the
request.

Newsletter.  Woelfel suggested several topics and would like articles
submitted by mid-March so that an edition could be in the mail by
April 1st.

Private gravel road bordering Town Park in Institute.   Woelfel
expressed his concerns over the several auto accidents caused by
students leaving school and speeding along the gravel road that runs
adjacent to the Town Park.  This has resulted in the need to replace
sections of the fencing, damage to the culvert near the pavilion and a
near-miss on at least one other occasion.  The last accident caused
nearly $1,500 damage to the fence, with the vehicle ending up inside
the park—fortunately, no employees or park patrons were present.
Woelfel felt some action needed to be taken before someone is
seriously injured.  Although teachers attempt to monitor the parking
lot, Woelfel suggested revocation of parking privileges may cause them
to rethink their actions.  Woelfel will prepare a letter and send our
concerns to the School.

Door County Tourism Zone Commission.  Motion by Girman and second by
Tice to approve the Door County Tourism Zone’s request to change the
date of its annual meeting from May to June (June 17, 2010 for the
coming year) and to consolidate it with a regular Commission meeting.
Motion carried, unanimously. 

Town Hall loan payment.  The first payment on the Town hall building
project will be due March 15, 2010 in the amount of $119,400.92 to the
Board of Commissioner of Public Lands Trust Fund.

Door County Advocate – freelance submission.  The Board endorsed a
weekly article from community columnist Linda Wait--good luck.

Vouchers, Bills & Claims for March 2010.  In that there will not be a
March meeting unless called by the Chairman, motion by Staveness and
second by Tice to authorize timely payment of March 2010 bills and
claims as required.  Motion carried, unanimously.

Resolutions:
Resolution No. 01-2010 TB “Oppose Wisconsin Department of Revenue
County Assessment Proposal.”   Motion by Tice and second by Girman to
approve Resolution No. 01-2010 TB opposing the implementation of
statewide county property assessment and encourage the DOR and local
governments to study changes that would be beneficial to all parties.
Motion carried, unanimously.
