Sevastopol Town Hall
Call to Order: Chairman Leo W. Zipperer called the meeting to order
at 7:00 p.m.
Pledge of Allegiance: The Chairman asked all to rise and join in the
Pledge of Allegiance.
Roll Call/Quorum: Roll call was taken, with the Chairman and
Supervisors John Staveness, Dan Woelfel, Tom Girman and Chuck Tice in
attendance, along with Clerk/Treasurer Linda Wait.
Meet ‘n Greet - Door County Sheriff’s Deputy Program. No attendee.

Special Reports: Dick Burress, Director of Emergency Services of Door
County, recognized the valuable services that the Sevastopol
Emergency Medical Responders provide and expressed his appreciation to
the Town for aggressively supporting the First Responder program.
Dick presented a proclamation in recognition of the EMRs service to
the citizens and visitors of Door County and for their continued
excellence in care and compassion in assisting the sick and injured.
Public Participation: none
Agenda/Proper Notice/Adopt: Upon verification that the agenda had
been properly noticed, motion by Staveness and second by Tice to adopt
the agenda, as amended and posted. Carried.
Approval of Minutes: Motion by Tice and second by Girman to approve
the Board of Supervisors’ meeting minutes of February 15, 2010.
Carried.
Monthly Financial Reports and Approval of Vouchers, Bills and Claims:
Motion by Girman and second by Staveness to accept the monthly
financial reports for February and March 2010, and approve payment of
the vouchers, bills and claims for the period March-April 2010.
Motion carried, unanimously.

New Business:
Petition for Grant of Variance. Marc and Paula DeGroot petition for a
grant of variance (from required lot width and ordinary high water
mark) to add onto the second floor of their residence using the
current footprint, with no additional filling, grading, or impairment
of views. The residence is located at 5308 West Shore Drive.
Staveness reported that the Plan Commission recommended approval of
the request by the Town Board. Motion by Staveness and second by
Woelfel to recommend approval by the Door County Planning
Department/Board of Adjustment of the DeGroot petition. Motion
carried, unanimously.
Petition for Zoning Amendment-Map. Randy Schultz explained his
petition to rezone his 20-acre parcel at 4766 Hwy 57 from Prime
Agricultural (PA) to Countryside (CS) to allow a split into two
10-acre lots. The existing wetland areas would not be affected.
Staveness reported that the Plan Commission recommends approval of the
request by the Town Board. Motion by Staveness and second by Girman
to recommend approval by the Door County Planning Department/Resources
Planning Committee of the Schultz petition. Motion carried,
unanimously.
Oral Committee Reports & Committee Minutes: The following minutes
were accepted and will be placed on file: Dam, Park & Rec Board
minutes of February 9, 2010; and Plan Commission minutes of January
14, February 4 and March 10, 2010. In response to a resident question
to stream our cable programs on the internet, Girman indicated the
costs could be between $10,000 and $20,000 and may be considered for
the future.
Pending Business/Status:
Sevastopol School & gravel road concerns. Woelfel reported that
Superintendent Steve Cromell responded to our concerns about the
Institute park fence damage and risks to park employees. They are
actively working to improve the traffic control, but have not selected
a method as yet.
Door County Coastal Byway. On April 6, 2010, Wisconsin Department
of Transportation Secretary Frank Busalacchi approved the Door County
Coastal Byway Steering Committee’s request to designate State Highways
42/57 north of Sturgeon Bay as a scenic byway. Wait, who has
attended recent meetings, indicated the next step will be the
formation of a council to coordinate activities, with appointment of
delegates from each of the seven municipalities and the County of
Door.
Clark Lake Dam proposal for additional repair. Woelfel indicated
the contracted work was completed as of April 16th and that the access
road has been re-graveled.
New Business:
Renewal Alcohol Beverage License - Class B Seasonal. Motion by
Woelfel and second by Tice to approve the seasonal Class B (beer)
licenses for the Sevastopol Dam, Park & Rec Board and the Institute &
Valmy Athletic Club (Institute Cubs) for the period May 1 – October
31, 2010. Motion carried, unanimously.
Alcohol Beverage License Application – Class A . Motion by Tice
and second by Girman to approve the issuance of a Class A (beer)
license to the newly established Birmingham’s Quarry Stop Bait &
General Store, LLC, Brad Birmingham, Agent, located at 4710 Bay Shore
Drive. Motion carried, unanimously.
Wis DOT LRIP project agreement for Schauer Road. Zipperer reported
that Schauer Road (1.27 miles) will be resurfaced under funds secured
by the Wisconsin Local Roads Improvement Program (LRIP). All projects
under LRIP must be advertised for competitive bids. Motion by Girman
and second by Staveness to advertise for the purchase of asphalt hot
mix. Motion carried, unanimously.
American Transmission Company’s (ATC) request for permanent
easement on Old Highway Road. Ben Hock, representative from ATC
explained their intent to construct a new double-circuit transmission
line from the Canal substation to the Dunn Road substation. The
existing line would remain in service during construction and then
removed upon completion. ATC is proposing the placement of a pole
within the Old Highway right-of-way property which runs along the
westerly side of the current Hwy 42/57. A legal opinion on the
options available to the Town was provided by Attorney Randy Nesbitt.
Following discussion, Zipperer asked that ATC attempt a re-draw so
that a permanent easement or vacating of roadway would not be
necessary from the Town.
Wisconsin Towns Association. Motion by Staveness and second by
Girman to renew our membership with WTA and remit annual dues of $695.
Motion carried, unanimously.
2009 Annual Fire Report from Sturgeon Bay Fire Department. Girman
commented that the average response time is 10.44 minutes. He will
contact the Fire Chief for a breakdown of response times to different
sectors of the Town
Clark Lake Launch at Town Line. Woelfel reported on the
deterioration of the boat ramp and the shifting road bed.
Engineers/Constructors has been contracted to do repairs and the ramp
should be ready for installation on April 27th.
Resolutions:
Resolution No. 02 - 2010 TB “Committee Appointments 2010-2011.”
Zipperer said there were a few changes to committee structure. Newly
appointed Parks & Recreation Board members are Mark Haen and Nell
Schartner and Darrell von Berg will serve on the Plan Commission.
Hugh Daubner agreed to stay on as the dam operator. Motion by Tice
and second by Girman to approve Resolution No. 02-2010 TB. Motion
carried, unanimously.
Resolution No. 03 - 2010 TB “Support of National Travel and Tourism
Week.” Tice indicated that the Door County Visitors Bureau and the
Tourism Zone Commission would appreciate every municipality
recognizing National Travel and Tourism Week, May 8th through the
16th, to show support for tourism as an important part of our economy.
Motion by Tice and second by Woelfel to approve Resolution No.
03-2010 TB. Motion carried, unanimously.

Wait thanked Mary Ann Moeller for stitching the election booth privacy
curtains and Roger Opiella for his recent pruning of shrubs and plants
around the Town hall.
