Call to Order:
Chairman Leo W. Zipperer called the meeting to order at 8:25 p.m.,
immediately following the Special Town (Budget) Meeting.
Pledge of Allegiance: The Chairman asked all to rise and join in
reciting the Pledge of Allegiance.
Establish Quorum/Roll Call:
Roll call was taken, with Chairman and Supervisors John Staveness,
Chuck Tice, Dan Woelfel and Tom Girman, along with Clerk/Treasurer
Linda Wait, in attendance.
Also in Attendance:
Betty Kiehnau, Pat Miller, Biz Virlee, Dick Weidman, Bob Stracka,
Lawrie Kull, Laddie Chapman and Carl Scholz.

Citizen Concerns:
• Pat Miller mentioned that the League of Women Voters is sponsoring
an A.O.D.A. public forum on November 19th at the Sturgeon Bay High
School beginning at 7:00 p.m.
Agenda/Proper Notice/Adopt:
Clerk stated that the agenda has been properly noticed. Motion by
Tice and second by Girman to adopt the agenda, as posted. Motion
carried, unanimously.
Minutes:
• Motion by Staveness and second by Tice to approve the Board of
Supervisors’ meeting minutes of October 19, 2009. Motion carried,
unanimously.
Clerk/Treasurer Monthly Report:
Motion by Woelfel and second by Girman to accept the treasurer’s
report with account balances, budget vs. actual and transactions list
for period ending October 31, 2009. Motion carried. Clerk reported a
“thank you” received from the Door County Public Health Department for
the use of our wonderful facility on November 5th to conduct the H1N1
clinic; also thanks to the Door County Sheriff’s Department and
Sturgeon Bay Fire Chief for their assistance.
Vouchers/Bills/Claims:
The vouchers, bills and claims for the period October/November 2009
were presented for review and payment, with motion by Tice and second
by Girman to approve. Motion carried, unanimously.
Oral Committee Reports & Committee Minutes: The Plan Commission
minutes of August 13, 2009 were accepted and placed on file.
Pending Business/Status:
Tourism Zone Commission. Tice urged local businesses to take
advantage of the Sturgeon Bay Visitor Bureau membership—it is a
benefit and will help your business get onboard. The Holiday Parade
will be held Saturday, December 5th, at 10 am; if you have an entry,
call the SBVB at 743-8230 (no artificial Santa’s allowed). There will
be lots of events leading up to the parade with local restaurants,
shops and museums participating.
PEG Cable Channel Update. Program Director Laddie Chapman reported
that our cable channel station was officially moved to the Town Hall
on October 20th with the assistance of Tom Girman and Pat Judy.
There are more program offerings than in the past because we are able
to obtain shows from other channels, including items of world-wide
interest and music, plus continue to feature our local items of
interest and artists. The channel operates from 8 am to at least
midnight daily, available to Charter subscribers on channels 986 / 97.

Tom Soik sent a letter of thanks to the Board for the pleasure of
serving our public access channel 97 over the years and wished Laddie
the best in his new position.
Speed Reduction in Institute. Awaiting report from engineer, promised
by end of November.
Clark Lake Dam Inspection Report & Repairs. On November 2, 2009,
Wisconsin DNR issued its findings and outlined the conditions on the
embankment and spillway repairs to Clark Lake Dam. The area was
inspected by the DNR representative, permission obtained from the
adjacent property owners, and permit issued to do the work necessary
as outlined in the construction plans submitted by Richard Nebel of
Engineers/Constructors, Inc. Repairs were last made in 1982. The
project is nearly complete at a cost of $18,976 to date.
Sevastopol School – Contribution toward Demolition Costs. No action
taken, as no final proposal available at this time.
South Cave Point Drive Paving. Despite correspondence and telephone
messages, no response received from William Thornton as to the paving
requested at 5086/5125 South Cave Point Drive in September 2008. The
clerk indicates that $1,875 shall be placed as a special assessment on
the 2009 tax bill.
New Business:
Application for Conditional Use Permit – Thomas Bauer. Mr. Bauer
proposes to establish a private grass airstrip at 4697 Town Line Road.
This property is owned by Dennis Schopf. Following discussion and
taking into consideration the recommendation of the Plan Commission,
motion by Staveness and second by Girman to recommend approval of the
conditional use permit, subject to a letter of approval and consent to
the proposed 1300’ private airstrip and landing field from the actual
property owner, Dennis Schopf. Motion carried, unanimously.
Snow Removal at Town Hall. Due to layout and landscaping, it appears
that snow blowing would be less likely to cause damage, with salting
of pavement and sidewalks as needed. There was discussion on
purchasing a blower attachment for our tractor or hiring on private
contract. Estimates will be accepted and the matter may be further
discussed at the Park Board level.
Christmas Tree Trimming. Those interested in trimming inside and
outside are asked to set aside Saturday, November 28th, at 9 am.
Tentative Meeting Schedule 2010. Regular Board meetings will be held
the 3rd Monday of each month, with no meeting anticipated for March.
Tentative dates include: road inspection on May 14th; budget work
session on October 14th and budget/special meetings on November 15th;
Open Book and Board of Review to be determined.
Clark Lake Dam Repair Schedule. See Old Business, above. Proposal
from Engineers/Constructors, Inc. reflects a total cost of $19,965
which includes repairs to existing dam, access restoration, topsoil,
seed, mulch and DNR vegetative restoration.
Resolutions:
No. 07-2009 TB “Establish Tax Rate 2009.” Motion by Girman and second
by Woelfel to approve
Resolution No. 07-2009 TB to establish the tax (mill) rate at
$.00079032 for the year 2009 (to be paid in 2010). The 2010 projected
total expenditure of $949,952 with a general tax levy of $562,702 was
adopted at the Special Town meeting held earlier in the evening.
