SPECIAL MEETING OF BOARD OF SUPERVISORS
Monday, June 30, 2008 – 7:00 p.m.
Meeting Room, Modular Building at Sevastopol Schools 
4550 STH 57, Sturgeon Bay, Wisconsin

Call to Order:
Chairman Leo W. Zipperer called the meeting to order at 7:00 p.m. 

Establish Quorum/Roll Call:
Roll call was taken.  Chairman Leo Zipperer, Supervisors Chuck Tice,
Dan Woelfel, John Staveness and Tom Girman, along with Clerk/Treasurer
Linda Wait were in attendance.  

Also In Attendance:
Amy Luckett.

Renewal of Outstanding Alcohol Beverage License Applications:
Chairman Zipperer recapped the action taken by the Board at its June
16, 2008 meeting, in that three (3) alcohol beverage license
applications were held in abeyance due to late arrival and/or
nonpayment of fees and shall be considered at this special meeting.  
The Clerk confirmed that all notice of applications have been
published prior to this meeting.

1)  JKGolf, LLC d/b/a Cherry Hills Golf Course and Lodge.  The
application for a combination Class B alcohol beverage license was
delivered to the Clerk on June 16, 2008 at her alternate place of
employment and considered timely.  Motion by Supervisor Girman and
seconded by Supervisor Tice to approve the application.  Motion
carried, unanimously.

2)  McClellan Holdings, LLC d/b/a The Hitching Post, Amy Luckett
present.  The application for a combination Class B alcohol beverage
license was received in the office of the Clerk on June 25, 2008. 
This filing does not meet the statutory 15-day filing requirement,
which cannot be waived as confirmed by the Wisconsin Department of
Revenue.  The Department also advised that if the license is not in
effect, there shall be no alcohol beverages on the premises.  The
Board was also informed the Delphine McClellan, the agent named in the
application, has not taken the responsible beverage server course.  A
check in the amount of $1,750 was received in payment of license fees,
player/sponsor softball fees totaling $900 and the balance of $850 to
be applied to the second half of 2007 real estate taxes (due on or
before July 31, 2008).   Following discussion, motion by Supervisor
Woelfel and seconded by Supervisor Staveness to approve, conditioned
upon the update of the agent authorization and acceptance forms, and
that the license will be back in effect at 12:01 a.m. on July 9, 2008,
because of the 15-day filing requirement.   Motion carried,
unanimously.

3)  Kirk Volkmann and Stacey Volkman d/b/a Valmy Happy Hour.  The
application for a combination Class B alcohol beverage license was
timely received in the office of the Clerk on June 16, 2008.  However,
fees remained outstanding.  Following discussion, motion by Supervisor
Staveness and seconded by Chairman Zipperer that upon payment in cash
of all license fees, delinquent personal property tax, delinquent real
estate taxes, and player/sponsor softball fees, the license will be
issued; payment shall be made and the license issued during regular
Town office hours.  Motion carried, unanimously.   The Clerk shall
notify the Volkmanns of the action taken by the Board.

The Chairman will notify the Door County Sheriff’s Department of the
action taken by the Board.

Motion by Supervisor Staveness and seconded by Supervisor Woelfel to
adjourn.  Motion carried unanimously.  Adjourned at 7:45 p.m.
