BOARD OF SUPERVISORS' MEETING MINUTES
Monday, November 27, 2006 - Meeting Room, Modular Building at
Sevastopol Schools
4550 STH 57, Sturgeon Bay, Wisconsin

Call to Order:
Chairman Leo W. Zipperer called the meeting to order at 7:02 p.m.

Pledge of Allegiance:  Chairman asked all to rise and join in the
Pledge of Allegiance.

Establish Quorum/Roll Call:
Roll call was taken.  Chairman Leo Zipperer, Supervisors Chuck Tice,
Dan Woelfel, John Staveness and Tom Girman, along with Clerk/Treasurer
Linda Wait were in attendance. 

Also In Attendance:
Laddie Chapman, Bob Stracka, Dick Shappell, Jim Bunning, Richard
Virlee and Frank Keller.

Meet the Deputy Program of the Door County Sheriff's Department: 
Deputy Brad Shortreed was present to answer questions and address
concerns.  There were some questions on the number of patrol units at
any given time and response time to complaints on fireworks.

Citizens Concerns:   none.

Presentation of Agenda/Properly Noticed:
The Clerk stated that the agenda was properly noticed.   Motion by
Girman and seconded by Tice to adopt the agenda, as proposed.  Motion
carried unanimously.

Correspondence:
1)  Door County Board of Realtors-Notice of Dick Sandretti as Local
Government Affairs Analyst, replacing Mariah Goode.
2)  Memo and agenda for November 29, 2006 meeting regarding Plan
Commission roles and responsibilities, sponsored by Door County
Planning Department and UW-Extension.
3)  City of Sturgeon Bay Fire Department-October 2006 Fire Report,
with Special Report.  Sturgeon Bay Firefighters presented fire
prevention/safety programs in all schools.  The "Firefighter for a
Day" winners are:  Nathan Stenzel and Demitra Ploor from St. Peter &
Paul School, Dylon Iverson and Jacob Brehmer from Sevastopol School;
and Savanna Birnschein, Sevastopol School, was the winner of the
bicycle--congratulations!
4)  Independent Inspections, Ltd.,  billing recap of permits issued
for October 2006.
5)  Door County Planning Department, zoning permits issued for October
2006.
6)  Final 2006 Statement of Assessments and Manufacturing Equated Roll
from Wisconsin Department of Revenue.
7)  Wisconsin Department of Revenue notice of findings and
certification as to sec. 74.41 chargeback (Trent & Jennifer Olsen 2005
assessment).
8)  Memo regarding "Phosphate Elimination Campaign" from Door Property
Owners, Inc. and Door County Environmental Council encouraging
municipalities to create an awareness of the problem in an effort to
reduce levels in our waters.
9)  Informational memo from Robert Kufrin on Door County's updating of
aerial photography and use of Pictometry, with description of its
advantages and capabilities.
10)  UW-Extension-Door County 4-H Adult Leaders Board contracts for
upcoming 2008 Door County Plat Book production.  (Plat books are
published every three years.)
11)  Charter Communications-notice of price adjustments effective
December 27, 2006 and promotional discounted offers.
All correspondence was accepted and placed on file, without any
referral to a specific committee for further review or action.

Minutes:
Motion by Girman and seconded by Staveness to approve the Board of
Supervisors' meeting minutes of October 30, 2006.  Motion carried
unanimously.
Motion by Staveness and seconded by Woelfel to approve, with
correction on page 4 as to roll call vote, the minutes of the Board of
Review held on November 3, 2006.  Motion carried unanimously.

Clerk/Treasurer Monthly Reports:
Motion by Woelfel and seconded by Staveness to accept the treasurer's
report for October 2006 and approve the vouchers, bills and claims
submitted for the month of November 2006.  Motion carried
unanimously.

Oral Committee Reports:   none.

Committee Minutes:  none.

Pending Business:
1) Comprehensive Plan.   Staveness reported that the Comprehensive
Plan Committee will meet on December 13, 2006 at 6:15 p.m. with Jeff
Sanders of Omnni Associates.  It was noted that their project website
for Sevastopol has not been updated and that we still do not have a
rough draft of any plan, although a substantial sum has already been
paid to Omnni.
2)  Sturgeon Bay Fire Department-Charge for False Alarms.  In follow
up to a question posed last month, Zipperer reported that the Fire
Chief would rather have people call in when there is suspicion of a
fire than be hesitant to call because of a possible service charge.
In other words, an ounce of prevention is worth than a pound of cure.

3) Interim Control Ordinance (Moratorium).   As a result of this
matter being carried over from the October meeting, there was
additional discussion on the previous request to enact an Interim
Control Ordinance that would suspend all zoning changes within the
Town of Sevastopol and draft ordinance language as provided by Door
County Corporation Counsel Grant Thomas.  A moratorium was considered
to preserve existing zoning and uses while the Town completes its
comprehensive planning process, for an initial period of one year.
Mariah Goode, Director of the Door County Planning Department,
indicated that our request constitutes a petition to enact a zoning
ordinance text amendment and that the proper application would need to
be completed and filed, along with a $300 fee.  Concerns were raised
as to our ability to enforce our recommendations, whether the process
could be accomplished within a year, legal ramifications and the
timeframe of the process.   Following discussion, motion by Woelfel
and seconded by Girman to move forward and file the petition and
submit the fee of $300.  Motion carried (4-1, aye-Zipperer, Girman,
Woelfel, Staveness; nay-Tice).
4)  Newsletter-Woelfel indicated that the next newsletter issue was
getting close to completion, with most articles having been
submitted.
5)  Door County Humane Society.  Woelfel handed out a recent article
that appeared in the Door Reminder which included a breakdown of the
number of stray animals brought in from municipalities for 2006 and
the cost for those animals during the required 8-day stay at DCHS.
Zipperer also indicated that dog license fees are being addressed by
the County Board.

New Business:
1)  Independent Inspections, Ltd.-approval of contract effective
December 1, 2006.  The draft contract has been revised to reflect the
deletion of the residential occupancy fee and the accessory structure
rate decreased to $.07 per square foot.  Motion by Staveness and
seconded by Girman to approve the Contract for Services.  Motion
carried unanimously.
2)  Sturgeon Bay Fire Department-Outdoor wood furnace permits and
enforcement.  Zipperer advised that the Fire Department, in accordance
with the Door County Burn Ordinance, will perform the onsite
inspections and issue permits for outdoor furnaces, and handle the
enforcement of that ordinance.

Resolutions:
No. 13-2006 TB "Establish Tax Rate 2006"  Motion by Girman and
seconded by Tice to approve Resolution No. 13-2006 TB.  Following
discussion on mill rates for previous years, the levy limit as imposed
upon municipalities for the past two years, and the need to tap into
unreserved funds in order to balance budgets, motion by Girman and
seconded by Staveness to table the matter to a Special Board meeting
to be held on Thursday, November 30, 2006 at 5:00 p.m.  Motion carried
unanimously. 
No. 14-2006 TB Appointment of "Election Inspectors" Republican Party.
Motion by Staveness and seconded by Woelfel to approve Resolution No.
14-2006.  Motion carried unanimously.

Announcements:
Comprehensive Plan Committee will meet on Wednesday, December 13th, at
6:15 p.m.
Planning/Zoning Issues meeting with Door County Planning on Wednesday,
November 29th, at 7:00 p.m.
Board of Supervisors' meeting on Monday, December 18th, at 7:00 p.m.

Adjourn:
Motion by Staveness and seconded by Girman to adjourn.  Motion carried
unanimously.  Adjourned at 8:55 p.m.
