BOARD OF SUPERVISORS' MEETING MINUTES
Monday, November 21, 2005 - Meeting Room, Modular Building at
Sevastopol Schools
4550 STH 57, Sturgeon Bay, Wisconsin
Call to Order:
Chairman Leo Zipperer called the meeting to order at 7:00 p.m.
Pledge of Allegiance: Chairman asked all to rise and join in reciting
the Pledge of Allegiance.
Establish Quorum/Roll Call:
Roll call was taken. Chairman Leo Zipperer, Supervisors Tom Girman,
John Staveness, Dan Woelfel and Clerk/Treasurer Linda Wait were in
attendance. Supervisor Schley was excused.
Door County Sheriff's Department-Deputy Report: None.
Citizen In Attendance/Concerns:
In attendance were: Betty Kiehnau, Laddie Chapman, Bob Stracka,
Charlie Jarman, Pat Miller, Jim Parent, Pamela Lent and Emilie
Sawyer.
Bob Stracka reported there will be a meeting at the Jacksonport Town
Hall on December 10, 2005 for an update on the Clark Lake watershed
study. (The 2-year study is partnered by UW-Stevens Point Center, the
Clark Lake Advancement Association, Wisconsin DNR and The Ridges
Sanctuary.)
Presentation of Agenda/Properly Noticed:
The Clerk stated that the agenda was properly noticed. Motion by
Staveness and seconded by Woelfel to adopt the agenda. Motion
carried.
Correspondence:
1) Letter from Chairman Zipperer to Door County Highway Department
relative to the grading of the Sevastopol School "private road"
located to the east of the Town Park and south of the school bus
parking lot in Institute. It was subsequently learned that the
grading was not authorized and no one will be charged for the work.
2) Certification of the Apportionment of State and County Property
Taxes and Charges for the year 2005 (payable 2006). This is a
statement of all state and county taxes and charges to be levied to
the Town of Sevastopol: State taxes - $112,066.91 and County
taxes-$1,943,084.89.
3) Sevastopol School District- Tax Levy Certification for 2005-2006
school year - $2,682,651.00.
4) Sturgeon Bay School District-Tax Levy Certification for 2005-2006
school year - $843,882.32.
5) Northeast Wisconsin Technical College-Tax Levy Report -
$895,396.52.
6) From Governor Doyle, a complimentary copy of the 2005 Wisconsin
Great Lakes Chronicle, which includes an article on Door County beach
health by Conservationist Vinni Chomeau of the Door County Soil &
Water Conservation Department.
7) Notice of closure from Environmental Compliance Consultants, Inc.
relating to groundwater and soil impacts adjacent to former Valmy
Motors property at 4451 Whitefish Bay Road.
8) Farewell letter from Keith Baker, our former contact with auditor
Schenck Solutions in Green Bay.
9) Door County Planning Department-Zoning permits issued
September-October 2005.
10) Independent Inspections, Ltd.-Billing recap for building permits
issued October 2005.
11) Sturgeon Bay Fire Department-October 2005 Fire Report. Fire
prevention programs were presented to students at St. Peter & Paul and
Sevastopol Schools. Winners on the "Fire Safety" homework drawing
were: Isabelle Quigley, Brooke Hurth, Tiara Nell, Logan Krishka,
Michael Taylor and Lexi Lautenbach.
12) Annual report and organizational structure of the Door County
Planning Department (complete report on file).
By consensus, all correspondence was accepted and will be placed on
file, without any item being referred to a specific committee for
further review or action.
Minutes:
Motion by Girman and seconded by Staveness to approve the minutes of
Board of Supervisors' meeting held on October 24, 2005, with
recognition of doing an excellent job. Motion carried.
Clerk/Treasurer Monthly Reports/Vouchers/Bills/Claims:
Motion by Woelfel and seconded by Girman to accept the treasurer's
report for October 2005, vouchers, bills and claims. Motion carried.
Oral Committee Reports:
Fire/Rescue Services Committee. Girman indicated that a meeting with
City of Sturgeon Bay Administrator Jay Krauss was suggested for early
January 2006.
PEG-Cable Channel Committee. Girman submitted the Brilliant City
cable franchise agreement to Attorney Nesbitt for review and
comparison with the Charter franchise agreement. Laddie Chapman will
assist with the assembly, purge and merge of the Brilliant Cities
contract. Girman also received a quote from Camera Corner on upgrade
recording equipment.
Committee Minutes:
The Dam, Park and Rec Committee minutes of October 13, 2005 and the
Comprehensive Plan Committee minutes of September 28, 2005 were
accepted and placed on file.
Pending Business:
1) Municipal Taxpayer Commission. Zipperer reported that a meeting
is planned for December to review the status. No funds were allocated
in our 2006 budget and unused funds currently held by MTC may be
returned to the Commission municipality members.
2) Brilliant Cities. [See Girman's comments under Oral Committee
Reports, above.]
3) Newsletter. Woelfel will welcome any and all articles and hopes
to have an issue ready some time after the 1st of the year.
4) Comprehensive Planning. In Schley's absence, Charles Jarman and
Pat Miller shared their thoughts from the October meeting.
New Business:
1) Joseph Parent Enterprises Proposed Subdivision Presentation-Rock
Ridge Road. Jim Parent provided a brief history of the area and then
explained in detail the proposed subdivision of the area between Rock
Ridge Lane and County P in Institute. The proposal is in the
"conceptual" planning phase and will be submitted to the Door County
Planning Department Resource Planning Committee. Zipperer indicated
that private roads can be accepted as town roads later if constructed
to Town standards per ordinance.
2) Ann Smejkal, Administrator, Sevastopol School District. Although
Ann was unable to be present due to other commitments, she did
indicate that the School Building and Grounds Committee will be
looking at our present facility, and Chairman advised that our Town
"ad hoc" Building & Property Committee will participate in joint
meetings.
3) Tax Levy 2005 to be paid in 2006. At the Special Town meeting
held on November 14, 2005, a Town tax levy of $505,588 was adopted,
with a total expenditure of $911,300.
4) 2006 Meeting Schedule. A proposed schedule of Board, Annual,
Special, Budget, Open Book and Board of Review meetings is available.
Meeting dates are subject to change.
5) Notice of Spring Election. The Spring election will be held on
Tuesday, April 4, 2006. There are three School Board positions to be
filled, along with two Town Supervisor positions and two County
Supervisor positions. The incumbent Town Supervisors are Jo Ann Schley
and Dan Woelfel. The final day for filing nomination papers is
Tuesday, January 3, 2006.
6) Purchase of Property-Discussion. Woelfel indicated this matter
would be reviewed by the "ad hoc" Building & Property Committee.
7) National Incident Management System (NIMS)- Discussion.
Resolution entitled "Designation of the National Incident Management
System (NIMS) as the Basis for Incident Management in the County of
Door" will be submitted to the Door County Board of Supervisors on
November 29, 2005. This matter will be tabled until the December
meeting and considered in resolution form, if need be.
