PLANNING & ZONING COMMITTEE
MINUTES of AUGUST 22, 2005

Call to Order:
Chairman Dan Woelfel called the meeting to order at 5:30 p.m. in the
Town meeting room, modular building at Sevastopol Schools.

Establish Quorum/Roll Call:
Roll call was taken.  Tom Girman, Jo Ann Schley, John Staveness, Dan
Woelfel and Leo Zipperer were in attendance.  Also present were Gail
Zahn, Jan Zahn, Jay Zahn, Dave Neuville, Tom Hansen, Ruth Hansen,
Betty Parsons, Barbara Bunning, Jim Bunning, Charles Jarman and Linda
Wait.

Selection of Officers:
Motion by Schley and seconded to nominate John Staveness as Vice
Chairman.  Motion carried.  Wait volunteered to serve as acting
secretary.

Minutes of Previous Meeting:  None.

Pending Business:   None.

New Business:

   a) Application for Conditional Use Permit:
Thomas and Ruth Hansen, 5433 Bay Shore Drive.  The Hansens recently
received approval from the Door County Board of Adjustment on their
request for a variance as to setback and have now applied for a
Conditional Use Permit for expansion of a nonconforming use—multiple
occupancy development.  They propose an addition (2-story) to an
existing main residence.  A public hearing before the Resource
Planning Committee will be held at a later date.  Mr. Hansen explained
his application and drawings to the Committee and answered questions.
It is the Hansens’ intent to continue use as a single-family
residence.  Following discussion, motion by Schley and seconded by
Staveness that the Committee support and recommend approval of the
Conditional Use Permit for Tom and Ruth Hansen to the Town Board.
Motion carried.

   b) Petition for Zoning Amendment-Map:
Gail Zahn, Trustee, 5590 Gordon Road.  The Zahns are petitioning to
change the zoning classification of the portion of this property which
is currently zoned Countryside (CS) to Commercial Center (CC).  The
triangular parcel is located Hwy 42/57 and Old Highway Road and
consists of 8.47 acres.  That portion at the intersection of Hwy 42/57
and Gordon Road is currently zoned CC.  Gail Zahn and Dave Neuville
stated that the predominant use in that area was commercial and that
the parcel is contiguous on two sides with other commercial sites.
Woelfel questioned the wetland portion and Neuville stated that Kay
Miller (Door County Planning Department) will look at elevation and
vegetation and then make a determination.  Betty Parsons, representing
the Bay Shore Property Owners Association, submitted a letter listing
multiple reasons for which they urge denial of the rezoning. 
Following further discussion on sensible and controlled development,
recent rezoning in that area, annexation and tax base, motion by
Schley and seconded by Girman to support the Petition for Zoning
Amendment for the Zahn property, consisting of approximately 8.47
acres, from Countryside (CS) to Commercial Center (CC) and forward
that recommendation to the Town Board. Motion carried.

Motion by Zipperer and seconded by Girman to adjourn.  Motion carried.
