BOARD OF REVIEW 
Monday, August 22, 2005

Call to Order:
Chairman Leo W. Zipperer called the 2005 Board of Review to order at
3:00 p.m. 

Establish Quorum/Roll Call:
Roll call was taken.  In attendance were Chairman Leo Zipperer,
Supervisor Tom Girman, Supervisor Jo Ann Schley, Supervisor John
Staveness and Supervisor Dan Woelfel.  Also present were Attorney
Randall J. Nesbitt,  Assessors Joseph Griesbach and Tony Robley from
Associated Appraisal Consultants, Inc., Clerk/Treasurer Linda Wait,
Robert Olson and Carol Olson.  The Clerk confirmed that proper notice
has been provided.

Selection of Chairperson:
Motion by Schley and seconded by Woelfel that Zipperer act as
Chairperson for the 2005 Board of Review.  Motion carried.

Selection of Vice-Chairperson.
Motion by Schley and seconded by Woelfel that Girman serve as
Vice-Chairperson for the 2005 Board of Review.  Motion carried.

2005 Board of Review Assessor:
Tony Robley was sworn in by the Clerk as Assessor for the 2005 Board
of Review.

Assessment Roll Verification:
Tony verified the 2005 Assessment Roll and the 2005 Final Report.  He
stated that the original Assessor’s Final Report for 2005 has been
filed with the Wisconsin Department of Revenue and provided a copy for
our records.  Tony explained the report and the assessor’s worksheet
used to calculate values for real and personal property.  He indicated
that our overall assessed values were at 73% and that a complete
revaluation is planned for 2006 to come into compliance with State
requirements.

Objections:
There were no written or oral objections received.  Robert and Carol
Olson did question the procedure for detaching their property from one
school district (Sturgeon Bay) to a different school district. 
Attorney Nesbitt explained that the Town would not be involved in this
process; it is between the school district and the property owner. 
Attorney Nesbitt offered to send to the Olsons the relevant statute
and information from the Wisconsin Department of Public Instruction.

Adjournment:
Motion by Girman and seconded by Staveness that the 2005 Board of
Review be adjourned.  Motion carried.  Adjourned at 5: 00 p.m.
