BOARD OF SUPERVISORS’ MEETING MINUTES
Monday, April 19, 2004
Town Meeting Room behind Sevastopol Schools

Call to Order:
Chairman Leo Zipperer called the meeting to order at 7:01 p.m. and
introduced and welcomed recently elected Supervisor Dan Woelfel and
returning Supervisor Jo Ann Schley.

Establish Quorum/Roll Call:
Roll call was taken.  Chairman Leo Zipperer, Supervisors Tom Girman,
Tom Olsen,  Jo Ann Schley, Dan Woelfel and Clerk/Treasurer Linda Wait
were in attendance. 

Citizen Concerns:   
  Zipperer announced that he had recently received
correspondence from Door County Sheriff Terry Vogel indicating that,
in an effort to remain involved with communities, deputies will be
visiting Town and Village monthly board meetings whenever possible to
address any concerns we may have.  Deputy Bob Lauder was present and
reiterated that the lines of communication and doors to the Sheriff’s
Department are always open to questions or concerns of our citizens. 
Items mentioned were the unusual amount of large-item debris along
roadways, underage drinking and vandalism to mailboxes.  Deputy Lauder
would check into the possibility of extra patrol to certain areas.  
  Pat Miller questioned the procedure to fill the vacancy on
the Board. Zipperer responded that the procedure will be established
for the May meeting.

Presentation of Agenda/Properly Noticed:
The Clerk stated that the agenda was properly noticed.  Motion by
Schley and seconded by Girman to adopt the agenda.  Motion carried.

New Business:
6)  Trillium Lane.  On behalf of 21 residents living along Trillium
Lane, Tad Harvey presented a petition for the blacktopping of Trillium
Lane during the summer of 2004. Zipperer responded that this road had
been identified as in need of work as it was matted and patched over
the years. The Board will take a closer look at Trillium during the
annual Road Inspection Tour next month.  

Correspondence:
1)  Notice from Door County Soil & Water Conservation Department that
beach monitoring and pollution source identification will be done at
Clark Lake from May 17 to August 27, 2004.
2)  Letter from Door County Sheriff Terry Vogel advising that deputies
will be visiting Town and Village meetings to address concerns.
3)  Notice from Door County Highway Department of household waste
hazardous waste collection program on Saturday, May 22 from 8 am to
noon at John Miles Fair Park.
 
4)  Notice from Rural Insurance regarding Businessowner’s Policy as to
underinsured/uninsured motorist coverage changes and coverage for acts
of terrorism.
5)  WTA memo regarding April/May educational seminars on the New Town
Highway Act,  New Managed Forest Act; Livestock Facility Siting Act
and Town Liability Exposure and Coverage.
6)  Wis Department of Administration Local Government Report providing
information on resources to serve municipal officials.
7)  2003 Homeland Security Assistance Funding and Grant Program
Report.
8)  Wis Department of Transportation regarding proposed subdivisions
and their access to state trunk highways, drainage, temporary
connections, setbacks, bonds and fees.
9)  Wis Department of Natural Resources printouts of land enrolled in
Forest Crop Law (FCL) or Managed Forest Law (MFL) as of 1/1/04 and tax
rates for open and closed acreage.
10)  Door County quarterly notification of Farmland Preservation
relinquishments 1/1/04-3/31/04.
11)  Door County Planning Department updated pages to Door County
Zoning Ordinance reflecting changes to parking area landscape
requirements, campgrounds and personal airstrips.
12)  Door County Zoning Text Amendments regarding “Open House” real
estate signs and “Site Plan Review Procedure.”
The correspondence was accepted and will be placed on file, without
any specific item referred to committee.  

Minutes:
Motion by Olsen and seconded by Woelfel to approve the minutes of the
March 15, 2004 Board of Supervisors’ meeting and place on file. 
Motion carried.

Clerk/Treasurer Monthly Reports:
The treasurer’s report for March 2004 was accepted and will be placed
on file.  Following discussion on website access to events and games
at the Town Park, motion by Girman and seconded by Woelfel to add a
“calendar” feature at a cost of $150.00.  Motion carried.  Motion by
Olsen and seconded by Schley to approve the treasurer’s report and
vouchers for March 2004.  Motion carried.

Oral Committee Reports:  None.

Committee/Board Minutes:  
Motion by Schley and seconded by Olsen to accept and place on file the
Sevastopol Dam, Park & Rec Committee minutes of March 8, 2004.  Motion
carried.

Continued/Pending Business:
1)  Sturgeon Bay Fire Department – February/March 2004 monthly reports
were received.
2)  Municipal Taxpayer Commission – minutes of February 12, 2004. 
Zipperer also reported that Diane Van Riper, resident of Sevastopol,
was recently appointed as the Door County representative to the
Northeast Wisconsin Technical College District Board for a 3-year
term.
 New Business:
1)   Door County Planning Department-Construction permits for March
2004
2)   Independent Inspections, Ltd. - Building recaps for March 2004
3)  Town Planning & Zoning Committee:
      i)  Hansen – Minutes from March 23, 2004 Door County Board of
Adjustment granting the
petition for variance to encroach into setback from town road.
      ii) West Jorns Lane rezoning – March 18, 2004 Resource Planning
Committee
recommendation to deny petition for zoning amendment 140 acres from
Estate (ES)
to Small Estate Residential (SE).
      iii) Klussendorf petition for zoning amendment – no action taken
on petition for zoning
	amendment to allow “Assembly Halls” in Estate (ES) zoning district.
      iv) Felhofer petition for variance on lot size – will be heard
by Door County Board of
	Adjustment on April 27, 2004 – no action taken.
4)  6-Month Renewal Alcohol Beverage License Application.  Motion by
Woelfel and seconded by Schley to approve the alcohol beverage license
applications for the Institute & Valmy Athletic Club and the
Sevastopol Dam, Park & Rec Committee the period May 1, 2004–October
31, 2004.  Motion carried.
5)  Olde Stone Quarry County Park. Following discussion, motion by
Olsen and seconded by Woelfel that the Town of Sevastopol forward a
letter to the Door County Board of Supervisor in support of the
proposal to expand the facilities at Olde Stone Quarry County Park. 
Motion carried. 
6)  Trillium Lane – action as previously stated.
7)  Property Maintenance.  Passed out for review were copies of the
Sturgeon Bay Property Maintenance Code, standards and enforcement. 
This matter will continue to be on the agenda for future meetings.
 8) Clark Lake Perch Stocking.  The sum of $1,781.66 (one-third share)
will be assessed to the Town in September 2004 when stocking is
completed. 
9)  Tom Olsen – Letter of resignation.  Supervisor Olsen submitted his
letter of resignation from the Town Board effective May 1, 2004. 
Zipperer thanked Tom for his years of service on the Board and various
committees.  Following discussion, the election/appointment of a
replacement supervisor will be placed on the May agenda.

Resolutions:
03-2004TB – Collection of Sturgeon Bay Utility bills in arrears on
property tax roll.  Mike Kumm, General Manager for Sturgeon Bay
Utilities, forwarded a sample resolution that would authorize the Town
of Sevastopol to collect special delinquent utility charges of
customers located in the Town.  Following discussion, motion by Olsen
and seconded by Schley to deny Resolution 03-2004TB.  Motion carried.

Special Reports/Announcements:
  Road Inspection – rescheduled to Friday, May 21 at 12 noon
  Board of Review – Monday, May 17 at 6:45 pm (adjourn to
August session)
  Next Board of Supervisors’ Meeting – May 17 at 7:00 pm
  Household Hazardous Waste Collection – Saturday, May 22, 8
am-12 noon at
John Miles Fair Park
  Door County Unit of Wisconsin Towns Association – Thursday,
April 29 at 7 pm-KC Hall
  Zipperer also announced the Sturgeon Bay Fire Department
will have its HAZMAT smoke unit here at the Town office/meeting room
prior to the May 17th meeting and will give a presentation to the
Board at 7:15 that evening.
  The RPC will conduct a public hearing on May 6 at 7 pm at
the Courthouse regarding the proposed revised Land Division
Ordinance.
