MINUTES

Determine Proper Notice:
Although an agenda is not required for an annual meeting, one was
presented for conduct of an orderly meeting.  It was determined that
proper notice had been provided, having been published in the Door
County Advocate and properly posted.

Welcome:
Chairman Leo Zipperer welcomed those attending and made the following
introductions: 
Supervisor Tom Girman, Supervisor Tom Olsen, Supervisor Jo Ann Schley,
Supervisor Dan Woelfel, and Clerk/Treasurer Linda Wait.  Town
residents and other guests introduced themselves, stating their name
and address.

Call to Order:
Chairman Leo Zipperer called the 2004 Annual Town Meeting to order at
7:30 p.m.  There were twenty-six (26) residents in attendance.

Minutes of Annual Meeting - April 8, 2003:
Motion by Tom Girman and seconded by Bruce Richardson to accept the
April 8, 2003 Annual Town Meeting Minutes.  Motion carried
unanimously.

Matters for Review and Status Updates:
  Olde Stone Quarry Park.  At the March 15, 2004 Board of
Supervisors¡¦ meeting, George Pinney, Door County Parks Director,
presented a rough drawing and brief summary on proposals to expand the
safe boating facilities located at 4879 Bay Shore Drive/County B.  The
proposals would expand the harbor and shore fishing capacity, increase
launch lanes to 6, and provide for additional vehicle-trailer parking
(including parking area on east side of Bay Shore Drive).  The State
of Wisconsin will retain ownership of the property which it leases to
the County and, with State and Federal funding, the County will not
need to contribute to the cost of the project.  Chairman Zipperer and
several other Town residents also attended a public informational
meeting was held on Wednesday, April 7th.  There was some discussion
on lighting and parking, diving groups and benefits to the community.
      Fire Protection.  Chairman Zipperer stated this continues to be
an item as we pay more and more from year to year.  He has asked
Supervisor Tom Girman to chair a new Fire Committee in the future and
to solicit quotes from Egg Harbor and Jacksonport or negotiate with
the City of Sturgeon Bay on an alternative system for fire protection
fees.  Our fire protection costs are currently based on equalized
assessed valuation.


       Cable Channel.  Tom Girman stated that cable and Channel 19
runs to approximately 250 homes in Sevastopol.  The Ad Hoc Community
Access Cable Committee was formed in November 2002 and the Town Board,
in January 2003, accepted its recommendations to create, develop and
administer a Sevastopol PEG channel.  An intergovernmental agreement
(Letter of Understanding) was subsequently entered into with the City
of Sturgeon Bay for access to broadcast material for an annual fee of
$1,500.   Channel 19 was up and running in June 2003.  Sevastopol
Schools graciously allows the cable channel to be operated from a room
at the high school and Jerry Sheehan (computer technician at
Sevastopol School) is currently program director, with assistance from
students and Administrator Joe McMahon.  The Committee would welcome
more participation and feedback. 
Tom Girman also gave a brief explanation of the "ultra high
broadband" project. The intent of UHB is to place high-speed fiber
optic cable throughout Door County which will handle your telephone,
PC and TV needs.  There followed some discussion on the costs involved
and the likelihood of expanding the areas served by cable.

New Business:
Proposed Property Maintenance Ordinance-discussion.  On March 30,
2004 Chairman Zipperer received a copy of the Sturgeon Bay Property
Maintenance Code.  The City has just recently began the enforcement of
their maintenance code and Attorney Nesbitt will keep us posted on
those efforts.  You may request a copy of the ordinance from the Clerk
and relay your comments to the Chairman or any of the Supervisors on
this proposal.
Road Construction/Maintenance.   Chairman Zipperer reminded us of the
ever-increasing price of oil and its effect on the costs of
maintaining and constructing our Town roads.   The 2004 road
inspection will be done in May and anyone with concerns should make
the Board aware of those areas.
Disposal of Brush/Leaves and Burning Permits.      There are many
requests from residents wanting to know where they can dispose of
their brush and leaves, if they don't want to burn them at home.
Chairman Zipperer contacted the City of Sturgeon Bay and they will
send a copy of an agreement for our review.  Chairman Zipperer also
reminded that permits are required for outside burning (recreational
fires can go without a permit, burning barrels are still allowed) and
to be sure to contain your fires, lest a citation be issued.  Burning
permits are available from the Chairman, Supervisors, Tom Jung, Rick
Shappell, Hugh Daubner, Margi Zipperer and the Clerk.  Fire Chief Tim
Herlache will be at the May 17 Board of Supervisors' meeting to
demonstrate the "new trailer" and to give us an annual report.

Elector Concerns:
Cheryl Pfister, on behalf of Sevastopol First Responders, thanked the
Clerk for all her assistance and efficiency throughout the year.
Rev. Don Stannard expressed his concern for the amount of garbage
showing up this spring and what appears to be intentional damage
(vandalism) to mailboxes along Bay Shore Drive.  Chairman Zipperer
recently received a letter from Sheriff Terry Vogel to let us know
that deputies will be visiting each of the Town and Village Board
meetings and concerns such as these can be called to their attention
and brought back to the Sheriff's Department.  Our summer town
employees on occasion are sent out to pick up large items during the
summer months.  Community participation is appreciated.

Special Report  8:39 p.m. Audit 2003:
Mike Konecny of Schenck S.C. explained and summarized the Annual
Financial Report and the Report on Compliance and Internal Control for
year ending December 31, 2003.  His firm audited the general-purpose
financial statements which fairly represent the financial position of
the Town as of December 31, 2003 and the results of its operations for
the year which conform with generally accepted accounting principles.
Mike encouraged the Town to consider completing a formal long-range
capital expenditure plan.  This would allow us to provide adequate
funds for necessary construction and disbursements in a consistent
manner.   2004 will be the first year requiring reporting under GASB
34 and the Town continues work on the implementation of those
requirements.   In comparing budget to actual dollars, this again
resulted in a favorable variance in that the Town spent less than
budgeted.  The Town has no long term debt, no lawsuits and no
contingent liabilities. 
The Report on Compliance and Internal Control discloses no instances
of noncompliance.  The undesignated fund balance is adequate to
maintain current operations and allows for a reserve should any
unplanned contingencies occur.
Motion by Tom Olsen and seconded by Dan Woelfel to accept and approve
the 2003 annual financial report as presented by Schenck S.C.   Motion
carried unanimously.

Resolutions:   None submitted.

Adjournment:
Motion by Victoria Cornich and seconded by Tom Girman to adjourn the
Annual Meeting to Tuesday, April 12, 2005.  Motion carried.  Meeting
adjourned at 9:00 p.m.   Refreshments and snacks were served--thanks
to Betty Kiehnau for the cookies.
