BOARD OF SUPERVISORS' MEETING MINUTES
Monday, July 21, 2003 
Town Meeting Room behind Sevastopol Schools

Call to Order:
Chairman Zipperer called the meeting to order at 7:00 p.m.

Establish Quorum/Roll Call:
Roll call was taken.  Chairman Leo Zipperer, Supervisors Don Haen, Tom
Olsen, Gerald Worrick and Clerk/Treasurer Linda Wait were in
attendance.  Supervisor Jo Ann Schley was absent.

Public Participation:
Laddie Chapman, resident on Glidden Drive, expressed his concerns on
the status of the Sevastopol PEG Channel 19, submitted his 2-page
statement and volunteered to serve as the Cable Access Coordinator
(CAC).  
Pat Miller introduced Marge Vis, newest member of Whitefish Bay
Association.
Joe Felhofer and several other local fishermen inquired as to why the
Whitefish Bay dock/launch had not been dredged so that boats could go
in and out of the area. Chairman Zipperer responded that the Town is
under DNR permit that allows for no more than 1,000 cubic yards to be
removed.   Following discussion and with no objection from the Dam,
Park & Rec Committee, Zipperer will contact Joe Parent and ask that
the launch area be dredged later this week.  Parent has offered to do
the work at no cost to the Town and he will compensate the DNR for the
sand removed at $.50 per cubic yard.

Presentation of Agenda/Properly Noticed:
On information provided by the Clerk that the agenda was properly
noticed, motion by Olsen and seconded by Haen to approve the agenda. 
Motion carried.

Correspondence:
1)  Ken Pollock/Door County Planning Department provided a list of
owners and some fire number changes on  Bluff Drive 
2)  Robert Florence/Door County Planning Department informational
Countywide multijurisdictional comprehensive planning process meeting
to be held on July 29, 2003 at 7:00 pm at Sevastopol High School.
3)  County Zoning Text Amendment regarding roadside stands -
regulations
4)  Wis DNR regarding designation of Managed Forest Lands and 
petition proof list
James/Jodie Anderson
5)  Wis DNR offering assistance with gypsy moth management
6)  Wis Dept. of Health & Family Services ¡V change in law re retail
tobacco sales license to specifyfor sales over the counter or by
vending machine, and
7)  Senator Alan Lasee - thank you for views on Wisconsin technical
college system.  
Correspondence was accepted and placed on file without referral to
specific committees.

Minutes:
Motion by Worrick and seconded by Haen to approve the minutes of the
June 16, 2003 Board of Supervisors' meeting and place on file.  Motion
carried.


Clerk/Treasurer Monthly Reports:
Motion by Haen and seconded by Worrick to accept the treasurer's
report for June 2003 and place on file.  Motion carried.

Oral Committee Reports:  
Worrick reported that the Cable Access Committee will meet on
Wednesday morning, July 23, 2003 to review guidelines and directions.

Committee/Board Minutes: 
Olsen submitted the Planning & Zoning Committee minutes of June 16,
2003.  Motion by Worrick and seconded by Haen to accept the minutes
and place on file.  Motion carried.

Continued/Pending Business:
Sturgeon Bay Fire Department. Acknowledged receipt of the June 2003
Fire Reports.
Municipal Taxpayer Commission.  Zipperer reported that several MTC
representatives attended Legislative Day in Madison and that MTC would
like to establish a task force to study the NWTC taxing issues.  Other
counties in the State have also expressed an interest in joining.  The
next meeting will be held on July 24, 2003.
Road Work 2003.  Zipperer notified Highway Commissioner John Kolodziej
of 2003 road work projects authorized by Town Board at the June 16,
2003 meeting and requested periodic updates of cost per road as
projects are completed.  Work has begun on Walker Road, as of this
date.

New Business:
1)  Door County Planning Department Construction Permits.  The
construction permits for June 2003 were accepted and placed on file.
2)  Independent Inspections Ltd. Town Building Permits.  The building
permits and recap for June 2003 were accepted and placed on file.  It
was noted that Building permit applications will be accepted at their
Sturgeon Bay office (835 North 14th).  Town office meetings upon
request.
3)  Town Zoning/Planning Committee Recommendations.  Olsen reported
that the Committee would have no objection to the granting of a
conditional use permit to James R. Williams for a room expansion to
his home on Carla Court.  The Committee also discussed large building
road setbacks.
4)  In recognition of Frank Schartner.  Motion by Worrick and seconded
by Olsen that the matter be referred to the Dam, Park & Recreation
Committee for discussion and decision.  Motion carried.

RESOLUTIONS.  None.

ORDINANCES:  
No. 2003-02:  Building Permits, Fees, Code and Commercial Inspection. 
 Motion by Worrick and seconded by Haen to approve Ordinance No.
2003-02, effective August 1, 2003.  Roll call vote:  Haen, Worrick,
Zipperer, Olsen-aye; Schley excused.  Motion carried.
No. 2003-04:  Speed limit on portions of Ripp Road and Brauer Road. 
Motion by Worrick and seconded by Zipperer to approve Ordinance No.
2003-04 reducing speed limit to 45 mph on Ripp Road from the
intersection of Weber Road to Brauer Road.  Roll call vote:  Worrick,
Zipperer, Haen-aye; Olsen-nay; Schley-excused.  Motion carried.

Special Reports:  
Five-Year Plan.  We will continue to accept suggestions. 

 
Announcements:
Open Book - Friday, August 1, 2003, 10:00 am to 12:00 noon.
Board of Review - Monday, August 18, 2003,  3:00-5:00 p.m.
Next Board of Supervisors' Meeting - Monday, August 18, 2003 at 7:00
p.m.

Agenda Items for Next Meeting:
1)  Zipperer stated there is a need for ordinance regarding traffic
control and stop regulations on Town roads.
2)  Ordinance on alcohol beverage license and operator/server
requirements.

Motion by Olsen and seconded by Haen to adjourn.  Motion carried.
