BOARD OF SUPERVISORS' MEETING MINUTES
Monday, August 18, 2003
Town Meeting Room behind Sevastopol Schools

Call to Order:
Chairman Zipperer called the meeting to order at 7:02 p.m. and offered
a "Moment of Reflection" for Supervisor Don Haen who passed away on
August 5, 2003. Chairman Zipperer expressed our thanks to the family
for sharing Donny with us and our admiration for his dedicated service
to the community.
Establish Quorum/Roll Call:
Roll call was taken. Chairman Leo Zipperer, Supervisors Tom Olsen, Jo
Ann Schley and Gerald Worrick and Clerk/Treasurer Linda Wait were in
attendance.
Public Participation:
...Dan Woelfel thanked Zipperer for his words on Supervisor Haen.
...Pat Miller asked if the Town was awaiting the County's position on
Smart Growth and commented on the July 29, 2003 meeting. Olsen
replied that the County's position was on hold for now. Miller also
asked for the procedure in filling a vacancy on the Board. Zipperer
will explain later under next agenda items.
...Zipperer thanked Nancy Paulin (Advocate correspondent) for last
month's newspaper article and that a correction had been made to the
photo caption to state that Parent had donated his time and machinery
for the dredging project.
Presentation of Agenda/Properly Noticed:
The Clerk stated that the agenda was properly noticed. Motion by
Olsen and seconded by Schley to approve the agenda. Motion carried.
Correspondence:
1)Thank you received from Door County Tobacco Free Coalition for
adopting the Clean Indoor Air Policy.
2)WTA Educational Director Tom Harnisch will be available for Open
Meeting seminars at County Unit meeting.
3) Notice from Robert Florence/Door County Planning Department of next
Countywidecomprehensive planning meeting scheduled for July 29, 2003.
4)Door County Zoning Text Amendment: amendment to "one flag bearing
words."
5)U.S. Department of Interior - informational brochure on Hine's
emerald dragonfly.
6)Wis Department of Administration -Preliminary Estimate of 1/1/2003
population for Town of Sevastopol is 2,749.
7) Door County Department of Community Programs - invitation to
express recommendations at 8/13/03 Public Participation Process
meeting.
Correspondence was accepted and placed on file without referral to
specific committees.
Minutes:
Motion by Olsen and seconded by Worrick to approve the minutes of the
July 21, 2003 Board of Supervisors' meeting and place on file. Motion
carried.
Clerk/Treasurer Monthly Reports:
Motion by Schley and seconded by Worrick to accept the treasurer's
report for July 2003 and place on file. Motion carried.
Oral Committee Reports:
Tom Girman, Chairman of the Community Access Cable Committee, gave a
progress report on the Town's PEG channel 19. A letter of
understanding will be reviewed by Attorney Nesbitt for submission to
the City of Sturgeon Bay whereby the Town can gain access to
programming produced for the City. Startup equipment has been
received. Sevastopol students and teachers will be taking an active
role once school is back in session.
Committee/Board Minutes:
Sevastopol Dam, Park and Rec Committee minutes of June 11, 2003 and
Community Access Cable Committee minutes of April 16, 2003 were
accepted and will be placed on file.
Continued/Pending Business:
Sturgeon Bay Fire Department. Acknowledged receipt of the July 2003
Fire Reports. Correspondence received from Attorney Nesbitt
indicating that the Town should not be involved in the selection
process for Fire Chief.
Municipal Taxpayer Commission. No update at this time.
Road Work 2003. At the request of Zipperer, Highway Commissioner John
Kolodziej provided an update of the 2003 road construction projects
and estimated final cost.
County B/Bay Shore Drive. The Highway Commissioner agreed that there
could be additional passing areas and they may be properly marked in
the future.
New Business:
1)Door County Planning Department-Construction Permits. The
construction permits for July 2003 were accepted and placed on file.
2)Independent Inspections Ltd. - Town Building Permits. The building
permits and recap for July 2003 were accepted and placed on file.
3)Town Zoning/Planning Committee Recommendations. Olsen reported that
the Committee did not meet this month.
4)Development - Request for Town Road Name. Ken Pollock, Addressing
Specialist for Door County, requests that the Town come up with a new
road name north of Edwards Drive and south of West Townline Road
(formerly known as Holiday Acres). In reviewing minutes of September
1, 1970, the Town accepted title to approximately 1-2/3 miles of road
in that area from Campfire Land Company. Motion by Worrick and
seconded by Olsen to lay the matter over to next month. Motion
carried.
RESOLUTIONS. None.
ORDINANCES. None.
Special Reports:
...Five-Year Plan. Last opportunity to add items and we will then
work to reduce the list to 4 or 5 items.
Announcements:
... The Board of Review convened this afternoon and was in session
from 3:11 to 5:11 pm. Joe Griesbach and Tony Robley were present on
behalf of Associated Appraisal Consultants. No oral or written
objections were received.
... Next Board of Supervisors' Meeting - Monday, September 15, 2003 at
7:00 pm.
... Door County Unit meeting will be held in Egg Harbor on Thursday,
September 18 at 7:30 pm.
Agenda Items for Next Meeting:
... Replacement of Supervisor Haen. Zipperer shared Attorney
Nesbitt's letter of August 15, 2003 (received just prior to tonight's
meeting) which explained the procedure for filling vacancies in town
boards. Olsen suggested that anyone interested in the position should
contact a Board member.
