BOARD OF SUPERVISORS’ MEETING MINUTES
October 21, 2002
Sevastopol Schools Modular Building Meeting Room
4550 STH 42, Sturgeon Bay, Wisconsin
Call to Order:
Chairman Zipperer called the meeting to order at 7:00 p.m.
Establish Quorum/Roll Call:
Roll call was taken. Chairman Leo Zipperer, Supervisors Don Haen, Tom
Olsen, Jo Ann Schley, Gerry Worrick and Clerk/Treasurer Linda Wait
were in attendance.
Announcement:
Chairman Zipperer welcomed and introduced Rob Burke, our new Community
Resource Agent for Door County through the UW-Extension. Rob briefly
explained his work, which will include Smart Growth issues, Economic
Development Corporation and its assistance to small business, and ways
local governments can cooperate, consolidate and collaborate on mutual
resources. He also explained a computer software package, “Community
Viz,” available to communities for land use planning.
Public Participation:
Dan Woelfel asked if there will be an opportunity to discuss
the PEG channel matter and Zipperer responded that the matter is on
the agenda.
Presentation of Agenda/Properly Noticed:
On information provided by the Clerk that the agenda was properly
noticed, motion by Haen and seconded by Schley to adopt the agenda.
Motion carried.
CORRESPONDENCE:
1) Wisconsin Department of Administration – The final estimate of the
January 1, 2002
population for the Town of Sevastopol is 2,733.
2) WTA – Received a copy of Guide to Preparing the Intergovernmental
Cooperation
Element of a Local Comprehensive Plan, which is on file with the
Clerk.
3) Bay-Lake Regional Planning Commission – Newsletter for Fall/Winter
2002.
4) DNR Wisconsin Wellhead Protection News with Source Water
Assessment Update.
Correspondence will be accepted and placed on file.
Minutes:
Motion by Olsen and seconded by Schley to approve the minutes of the
September 23, 2002 Board of Supervisors’ meeting, with the following
corrections: page 1, Public Participation, and page 3, Cherry Road
speed limit motion. Motion carried.
Clerk/Treasurer Financial Reports:
Motion by Worrick and seconded by Olsen to accept the September 2002
treasurer’s report. Motion carried. Wait also reported receipt of
quarterly payment for General Transportation Aids and estimate of 2003
GTA and Payments for Municipal Services, refund from Rural after
adjustment on Workers Comp insurance and receipt of cable franchise
fees for Jan-June 2002.
Oral Committee Reports: None.
Committee/Board Minutes:
Motion by Olsen and seconded by Haen to approve the
Sevastopol Dam, Park & Rec Committee minutes of September 11, 2002.
Motion carried.
CONTINUED/PENDING BUSINESS:
1) Sturgeon Bay Fire Department. Acknowledged receipt of the
September 2002 fire report.
2) STS – Whitefish Bay Feasibility Study. Zipperer reported that
the study has come to an end and we are expecting a final report from
Terry Peterson.
3) P.E.G. Channels – City of Sturgeon Bay. The “letter of
understanding” has been forwarded to the City and apparently it has
been accepted.
4) Municipal Taxpayer Commission. We have been provided with the
minutes of 9/12/02, 9/16/02 and 10/10/02 meetings. Worrick, as
Chairman of the Board of NWTC, attended the October 10 meeting and
provided good information. The next meeting is scheduled for November
14 at Liberty Grove.
5) L.R.I.P. Zipperer received a letter from John Kolodziej
indicating we are in line to receive our LRIP grant of $24,500.
6) Road Work 2002. Apple Road remains under construction. There
has been some work done on the bridge at Whitefish Bay Creek and the
roadbed should be accomplished yet this fall. There have been two
meetings with Papke, the engineers and WPS regarding Timber Ridge
Road. The ditches, guardrails and culverts are not in place and it
will remain a private road until all conditions are met.
7) Driveway Permit Application. Discussion on finalizing the
driveway permit application. There is no fee for the application;
however the matter of charging an administrative fee for paperwork
will be laid over to the November meeting.
8) Madonna Starr/Associated Appraisal Response. After reviewing
information provided by the Town attorney and Associated Appraisal,
motion by Schley and seconded by Haen to deny Madonna Starr’s request
for $200. Motion carried unanimously.
NEW BUSINESS:
Door County Planning Department – Construction Permits. The building
permits for August-September 2002 were accepted and placed on file.
Independent Inspections Ltd. – Town Building Permits. The building
permits and recap for September 2002 were accepted and placed on
file.
Town Zoning/Planning Committee Recommendations. The Door County BOA
voted to grant the setback variance submitted by Leigh Gignilleat.
Sevastopol High School. Letter dated 10/1/02 from Sevastopol High
School requesting funding for communication-based projects for
Sevastopol School District. Motion by Worrick and seconded by Haen to
table the matter pending upcoming budget hearing. Motion carried
unanimously.
Chapman – Request for Community Access Cable Committee. There was
discussion on the purpose and scope of such a committee, Town and
school involvement, and the letter of agreement with the City of
Sturgeon Bay. Motion by Worrick and seconded by Haen to secure the
creation of an ad hoc Community Access Cable Committee to be appointed
by the Town Chairman; the actions of this committee will sunset upon
the expiration of our “letter of agreement” with the City in 2003.
Motion carried (Haen, Worrick, Zipperer-aye; Olsen and Schley-nay).
Town Line Road/Stonewood Land Division. It was subsequently learned
that Sevastopol takes responsibility for .76 miles of Town Line Road
west of Hwy 42 in exchange for the Town of Egg Harbor taking over
another section of the road. It would be the responsibility of the
land developer to repair any damage to the road.
Door County Highway Department-Snow Removal Agreement. The snow
removal agreements are in the possession of Supervisor Haen.

ANNOUNCEMENTS:
General Election – Tuesday, November 5, 2002
Municipal Taxpayer Commission – Thursday, November 14, 2002 – 9:00
a.m./Liberty Grove.
Budget Hearing/Special Meeting - Following discussion, motion by
Worrick to combine the Budget Hearing with the Special Meeting, to be
held on Monday, November 18, 2002 beginning at 7:00 p.m. Seconded by
Olsen. Motion carried unanimously.
ADJOURN:
Motion by Haen and seconded by Olsen to adjourn. Motion carried
unanimously. Adjourned at 8:40 p.m.
