TOWN BOARD MEETING MINUTES
Sevastopol Schools Modular Building Meeting Room

March 18, 2002
Call to Order:
Vice-Chairman Olsen called the meeting to order at 7:00 p.m.
Establish Quorum/Roll Call:
Roll call was taken: Supervisors Don Haen, Tom Olsen, Jo Ann Schley,
Gerald Worrick and Clerk/Treasurer Linda Wait were in attendance.
Chairman Zipperer was excused.
Public Participation:
Richard Shappell asked if there was any consideration to
contributing to the Northern Door fund regarding NWTC. It will be
placed on next month’s agenda.
Laddie Chapman asked if anyone had an opportunity to speak
with Charter Cable regarding the PEG channels. (See continued/pending
business below.)
Josie Bochek asked if agendas would be published in the
Advocate. There will be no change.
Presentation of Agenda/Properly Noticed:
The agenda has been properly noticed. Motion by Worrick and seconded
by Schley to adopt the agenda as presented. Carried.
CORRESPONDENCE:
Annual Governor’s Conference on Emergency Management -
Invitation from Governor Scott McCallum.
Shared Revenue - Request from Representative Bies for copy of
Town budgets and response.
Bay-Lake Regional Planning Commission - Request to complete
2002 Comprehensive Economic Development Strategy Project Inventory.
Perch Stocking - Update from John Sawyer on contracts and
cost for stocking 22,000 fingerling yellow perch in Clark Lake.
City of Sturgeon Bay Fire Department - February 2002 Fire
Report with locations.
Managed Forest Law - Order for withdrawal of designated
lands from Managed Forest Law by Frank Jilot, et al.
WI Department of Revenue - Notice of state aid Payments for
Municipal Services - $1,349.
NWTC - Notice of appointment vacancies to Northeast
Wisconsin Technical Collect District Board.
WI DNR – Notice of application for Urban Nonpoint Source and
Storm Water Grants.
Smart Growth – Dane County Towns Association urges towns to
eliminate Smart Growth mandates and grants.
Bay-Lake Regional Harbor Council/UW Sea Grant Institute –
“Living With the Lake” management and planning workshop.

Brown County WTA – Correspondence regarding Governor’s
proposed Budget Repair Bill.
Correspondence accepted and will be placed on file.
Minutes:
Motion by Haen and seconded by Worrick to approve the minutes of the
February 18, 2002 regular meeting of the Board of Supervisors and
place on file. Motion carried.
Clerk/Treasurer Financial Reports:
It was recommended by our auditor that we maintain only designated
funds in the account established for that purpose and that interest
earned on our Designated Funds money market account should be
transferred to our general checking account. Motion by Schley and
seconded by Haen to accept the February 2002 treasurer’s report.
Motion carried.
Oral Committee Reports: None.
Committee/Board Minutes:
The minutes of the Sevastopol Dam, Park and Rec Committee
meeting of February 13, 2002 were accepted and will be placed on
file.
CONTINUED/PENDING BUSINESS:
1.) Fire Protection. Worrick and Zipperer met with the City of
Sturgeon Bay Finance Committee on February 26, 2002 to discuss the
fire protection contract. The City was responsive and willing to
address our major concern--the cost of protection based upon total
valuation of land and improvements. It was left that we will research
the issue and contact them for further discussion.
2.) STS – Whitefish Bay Feasibility Study. Letters were sent out to
approximately 25 citizens inviting their input at an
information-gathering meeting to be held on Tuesday, March 26, 2002
with Terry Peterson from STS Consultants. Olsen also suggested that
we publish a notice in the newspaper inviting anyone with an interest
in the Whitefish Bay dock/launch facility.
3.) Door County Highway Department. John Kolodziej responded to
Zipperer’s request for a breakdown and summary of road work by the
Department in 2001. Haen gave an explanation of recent snowplowing
charges.
4.) Charter Communications. Letter forwarded to Sturgeon Bay Common
Council regarding Town’s franchise agreement with Charter. Schley has
offered to meet with oversight Committee to discuss the situation.
5.) Denise Braun – Request for Conditional Use Permit. Letter sent
to Resource Planning Committee advising that Town Board did not
support Braun’s request for a text change amendment to allow golf
driving ranges in Heartland.
6.) Superior Services – Curbside Collection. Letter from Ben
Short/Superior Services offering trash/recycling collection services.
NEW BUSINESS:
First Responders. Following discussion, offer was made to allow
First Responder group to store emergency supplies/kits in the Town
hall cabinets. They are also in the process of drafting by-laws for
the group. Discussion on Town control of donated funds and insurance
coverage and liability issues. Olsen will check with Attorney Nesbitt
for recommendation.
Zoning & Planning Committee Recommendations. None.
Door County Planning Department – Construction Permits. The building
permits for January-February 2002 were accepted and placed on file.
Independent Inspections Ltd. – Town Building Permits. The building
permits and recap for February 2002 were accepted and placed on file.
Clark Lake Water Levels. Correspondence from Ronald Fassbender/DNR
requesting Town to take immediate steps to lower the water level of
Clarks Lake to established range. Bruce Richardson mentioned that
Whitefish Bay Creek level appears higher than the lake level. Olsen
will follow up with Ron Fassbender.

2.) Annual Meeting – Tuesday, April 9, 2002 – 7:30 p.m…..bring your
ideas.
3.) Next Board meeting – April 22, 2002 – 7:00 p.m.
