TOWN BOARD MEETING MINUTES
Sevastopol Schools Modular Building Meeting Room

FEBRUARY 18, 2002
Call to Order:
Chairman Zipperer called the meeting to order at 7:00 p.m.
Establish Quorum/Roll Call:
Roll call was taken: Supervisors Don Haen, Tom Olsen, Jo Ann Schley
(arrived at 7:32 p.m.), Gerald Worrick (arrived at 7:05 p.m.),
Chairman Leo W. Zipperer and Clerk/Treasurer Linda Wait were in
attendance.
Public Participation:
Laddie Chapman asked if the Charter Communications/public
access channels will be restored.
Pat Miller mentioned the Northern Door Towns banding
together on NWTC concerns and asked about a fire protection utility.
(Worrick arrived at 7:05)
Presentation of Agenda/Properly Noticed:
The agenda has been properly noticed. Motion by Haen and seconded by
Olsen to adopt the agenda as presented. Carried.
CORRESPONDENCE:
Notice to Foreclose. Notice of commencement of proceeding
in rem to foreclose tax liens for 1998 by Door County – 4 properties
in the Town of Sevastopol: Chapman, Wruck, Lenhardt and Wensing.
WI Department of Commerce. Safety and Buildings Division
notice of telephone number correction re fire safety service.
Sturgeon Bay Fire Department. Town activity report for
January 2002.
Workers’ Compensation. Notice of 3.1% rate increase from
Rural Insurance Company in worker compensation benefits and premiums.
WI DNR – PILT. Payment in lieu of tax 2001 - $52.44 on
1.89 acres.
Farmland Preservation. County quarterly notification – Ed &
Debra Staats, 69 acres.
Editor, Door County Advocate. Request from Editor Mike Shaw
for complete monthly agenda.
Charter Communications. Notice of new channel and channel
relocations.
Correspondence accepted and will be placed on file.
Minutes:
Motion by Worrick and seconded by Olsen to approve the minutes of the
January 21, 2002 regular meeting of the Board of Supervisors and place
on file. Motion carried.
Clerk/Treasurer Financial Reports:
Motion by Haen and seconded by Olsen to accept the January 2002
treasurer’s report. Motion carried.
Oral Committee Reports: None.
Committee/Board Minutes:
The minutes of the Sevastopol Dam, Park and Rec Committee
meeting of January 9, 2002 were accepted and will be placed on file.
CONTINUED/PENDING BUSINESS:
Door County Board of Adjustment Decisions:
Thelma S. Markham. Denied the petition for grant of
variance for minimum lot size.
Alan Meikle. Conditionally granted the petition for grant
of variance from centerline setback.
Margaret Dreutzer. Granted the petition for grant of
variance to reconfigure four conforming lots.
STS Consultants: Terry Peterson of STS provided updated proposal for
Whitefish Bay dock/ramp feasibility study. Contract for feasibility
study has been entered into at $24,2000 cost as had been previously
approved. STS was also provided with list of Town residents to
interview relative to the history and the future of the dock/launch
area at Whitefish Bay Town Park.
Fire Protection: The Finance/Building/Purchasing Committee of the
City of Sturgeon Bay has scheduled a discussion on fire protection
services for February 26, 2002 at 6:30 p.m. Zipperer and Worrick will
attend.
NEW BUSINESS:
Zoning & Planning Committee Recommendations: None.
Shared Revenue. Correspondence from Representative Gary Bies
regarding Governor’s proposal to reduce shared revenue/loss of
$74,006. No action taken.
Door County Planning Department – Construction Permits. The building
permits for January 2002 were accepted and placed on file.
Independent Inspections Ltd. – Town Building Permits. The building
permits and recap for January 2002 were accepted and placed on file.
Door County Planning Department. Receipt of updated/replacement pages
for Door County Zoning Ordinance.
Charles and Carolyn Hansen. (Schley arrived 7:32) Motion by Worrick
and seconded by Olsen to approve the refund of $612.40 to the Hansens
for overassessment for the tax year 2000 due to palpable error.
Motion carried.
Denise M. Braun. Request for Door County conditional use permit and
County zoning text amendment to allow golf driving range in Heartland
3.5 zoning district and recommendation from Board. Discussion
followed. Motion by Olsen and seconded by Schley that we not support
a request for a change in the text amendment for a golf driving range
in Heartland. Motion carried.
Zoning Text Amendment – Road Setback Measurements. County Ordinance
No. 02-02 to amend setbacks on state and federal roads, county roads
and town roads as recommended by Resource Planning Committee. Motion
by Worrick and seconded by Olsen to approve the amendatory zoning
ordinance. Motion carried.
SPECIAL REPORT: 7:45 p.m. – Superior Services. Ben Short of Superior
Services presented information on proposed curbside collection and
hauling of trash and recycling for the entire municipality.
Discussion and questions followed. Matter will be placed on annual
meeting agenda.
Charter Communications – PEG Channels. Correspondence from Charter
Communications explaining City of Sturgeon Bay’s
public-government-education (PEG) channels which have recently been
separated out from adjoining franchise areas. Discussion on
contacting and negotiating with the City and that we maintain Town’s
right to a PEG channel. Schley volunteered to represent Town at the
meeting. Motion by Olsen and seconded by Worrick to table the matter.
Motion carried. Chairman to forward a letter to Mayor and Council
requesting such meeting.
ANNOUNCEMENTS:
1.) Wisconsin Towns Association “Capitol Day” – February 27, 2002 in
Madison.
2.) Board of Review “training” at District Meetings in Mishicot
(3/2/02) and Shawano
(3/23/02) and later on ETN.
3. W. T. A. Annual Convention – LaCrosse, October 13-16, 2002.
4. Annual Meeting – Rescheduled to Tuesday, April 9, 2002 at 7:30
p.m.
