TOWN BOARD MEETING MINUTES
Sevastopol Schools Modular Building Meeting Room
4550 STH 42, Sturgeon Bay, Wisconsin
DECEMBER 17, 2001

Call to Order:
Chairman Zipperer called the meeting to order at 7:00 p.m.

Establish Quorum/Roll Call:
Roll call was taken:  Supervisors Don Haen, Tom Olsen, Jo Ann Schley
and Gerald Worrick (arrived at 7:08), Chairman Zipperer and
Clerk/Treasurer Linda Wait were in attendance.

Public Participation:
  Laddie Chapman asked if past studies on the Whitefish Bay
boat launch were available.

Presentation of Agenda/Properly Noticed:
The agenda has been properly noticed.  Motion by Schley and seconded
by Olsen to adopt the agenda as presented.  Motion carried.

Correspondence:
 Request from Clark Lake Association to participate in
additional stocking of yellow perch in Clark Lake.  Chairman Zipperer
responded that the Town has budgeted $1,868 for participation in
2002.
 Town of Sevastopol – information sheet included with real
estate tax bills.
 Letter to Door County Planning Department indicating the Town
would not pursue an assessor’s plat in the Bark Road/Whitefish Bay
subdivision.
  Response from City of Sturgeon Bay Fire Department on
dispatching of ladder truck to fire calls.
  Door County Planning Department – assignment of road names.
 Charter Communications – activation of new telecommunications
network.
 Department of Natural Resources – denial of petition for
designation of managed forest lands – Werner Saknits.
 Foundation Systems Research & Development Institute of Japan
– development of peninsular areas.
 Insurance Services Office, Inc. – request to complete
questionnaire regarding Independent Inspections.
 Wisconsin State Assembly – voter reform.
Motion by Haen and seconded by Schley to accept the correspondence and
place on file.  Motion carried.

Minutes:
Motion by Olsen and seconded by Haen to approve the minutes of the
November 26, 2001 regular meeting of the Board of Supervisors and
place on file.  Motion carried.

Clerk/Treasurer Financial Reports:
 The bills and financial reports for the month of November
2001 were reviewed and the following balances were reported:  Baylake
Moneymarket-$204,560.33; Baylake Designated Funds
Moneymarket-$122,782.07; Associated Moneymarket-$59,856.30; Baylake
CD-$114,923.97; Baylake Breakwall CD-$10,000.00; and Baylake
Checking-$45,207.72.
 Received mill rate worksheet, estimated lottery credit and
estimated major state aids (school levy tax credits) notices.

Oral Committee Reports:  None.

Committee/Board Minutes:
 The minutes of the Dam, Park and Rec Committee meeting of
November 14, 2001 were accepted and will be placed on file.
 The minutes of the Planning and Zoning Committee meeting of
October 22, 2001 were accepted and will be placed on file.

CONTINUED/PENDING BUSINESS:

Walker/Peterson Road Status:
Attorney Ronald Metzler, on behalf of DeGroot Inc., presented the
proposal and application for payment.  Attorney Metzler explained
quantities and costs, estimated versus actual.  Discussion followed. 
The information will be presented to Attorney Nesbitt for review with
Steve Parent of Baudhuin Incorporated.  

Whitefish Bay Dock Feasibility Study Funding:
Jeff Pagels of the Department of Natural Resources denied the grant
request to the Wisconsin Waterways Commission to study the Whitefish
Bay boat launch.  Discussion followed on the funds already invested
and the decision at the annual meeting to go forward with the
feasibility study, the need for a launch on Lake Michigan and the
affect of low water levels.  Motion by Haen and seconded by Olsen to
spend $23,300 on the feasibility study.  Carried (Worrick-nay).

Bosman Parcel Donation:
Attorney Nesbitt’s correspondence and further research indicates that
there is a dispute as to actual ownership of the property, and indeed,
its existence.  Motion by Worrick and seconded by Schley to not accept
the donation of this property until such time as the legalities have
been sorted out.  Motion carried.

Fire Protection Service:
Zipperer wrote a letter to City Administrator Jay Krauss with the
request to renegotiate the terms of our fire protection services
agreement and what process to follow for such a review.   It is
anticipated that any negotiated changes would not be effective until
the year 2003.

NEW BUSINESS:

Zoning & Planning Committee Recommendations:   None.

NWTC – Door County Towns Association Tax Levy Concerns:  No one was
available to be present this evening.

Door County Planning Department – Construction Permits:
The building permits for October/November 2001 were accepted and
placed on file.

Independent Inspections Ltd. – Town Building Permits:
The building permits and recap for November 2001 were accepted and
placed on file.

Wisconsin Department of Commerce/Commercial Inspection – Town &
Country Citgo:
Notification that plans and related documents for the car wash have
been placed on file.

Rural Mutual Insurance – Commercial Umbrella Policy:
Renewal billing for period 1/1/02-1/1/03; no change in coverage or
premium.

Resolutions:  None.

Ordinances:  None.

Special Report:  Whitefish Bay Plat Discussion/Door County Planning
Department.  
No one from the Planning Department was available this evening.  The
matter will be continued.

Announcements:
  The Town meeting schedule for 2002 was distributed. 
Discussion on rescheduling Board of Review to August 19, 2002 from 4-6
p.m., with regular meeting to follow, subject to availability of
Associated Appraisal.

Motion by Worrick and seconded by Olsen to adjourn.  Motion carried. 
Adjourned at 8:20 p.m.
