TOWN BOARD MEETING MINUTES
Sevastopol Schools Modular Building Meeting Room

August 27, 2001
Call to Order:
Chairman Zipperer called the meeting to order at 7:03 p.m.
Presentation of Agenda/Properly Noticed:
The agenda had been properly noticed. Motion by Worrick and seconded
by Schley to adopt the agenda as presented. Motion carried.
Establish Quorum/Roll Call:
Roll call was taken: Supervisors Don Haen, Tom Olsen, Jo Ann Schley
and Gerald Worrick, Chairman Leo Zipperer and Clerk/Treasurer Linda
Wait were in attendance.
New Business:
7:05 p.m. Northeast Asphalt – Roadwork 2001 – Jeff Reesman.
On behalf of Northeast Asphalt, Jeff Reesman explained the error, on
their part, in re-surfacing Bechtel Road to the north, rather than the
south, of Whitefish Bay Road. Northeast is requesting the Town to
consider cost-sharing for some portion of that work. Discussion
followed. Motion by Worrick and seconded by Haen to lay the matter
over to the September Board meeting. Carried.
7:15 p.m. Cherryland Brewing Ltd. – Application for Alcohol
Beverage License. Tom Alberts, president of Cherryland Brewing Ltd.,
explained their application for a wholesale beer license to operate
from leased space at 5600 Gordon Road (Flanigan property). They will
be moving from the City of Sturgeon Bay and using the warehouse space
for wholesale beer, wine and liquor distribution. Wholesale wine and
liquor licenses are regulated by the State of Wisconsin. Motion by
Worrick and seconded by Olsen to accept and approve the wholesale beer
license application of Cherryland Brewing Ltd. Motion carried.
7:24 p.m. Zoning Administrator II Kay Miller of the Door
County Planning Department answered several questions pertinent to our
Town, including Timber Ridge and the certified survey map process,
Bark Road, setback requirements and assessor’s plat, Everett Roberts’
request for setback variance, ordinances on fencing in quarry and
residential areas, Struck request for variance for car wash, and
storage buildings. Kay explained her Department’s willingness to work
with the public to understand the County’s zoning rules and
regulations to avoid the issuance of violations.

Minutes:
Motion by Schley and seconded by Haen to approve the minutes of the
July 23, 2001 regular meeting of the Board of Supervisors and place on
file. Motion carried.
Clerk/Treasurer Financial Report:
The bills and financial reports for the month of July 2001 were
reviewed. Haen moved and Schley seconded to approve the vouchers and
bills for the month of July 2001. Motion carried.
Sevastopol Pioneer Wrestling Club will be granted a
temporary Class “B” beer license for the Labor Day softball tournament
to be held August 31-September 3, 2001.
2000 Tax Settlement/Managed Forest Lands Taxes in the amount
of $145,208.48 received from County of Door.
Rural Mutual Insurance refund of $216 for adjustment to
worker compensation exposure.
The voter history list with corrections was delivered to
Door County Clerk’s office on August 9, 2001. Because of
redistricting, we will have just three wards and those voters from
previous Ward 4 will be moved to Ward 1. Ward 1 will consist of that
area east of Highway 42 (Supervisor Charlie Jarman); Ward 2 will
consist of that area within the Sturgeon Bay School District and Ward
3 those areas west of Highway 42, excluding Ward 2 (Supervisor
Zipperer).
Oral Committee Reports: None.
Committee/Board Minutes:
Tom Olsen presented the Planning and Zoning Committee
meeting minutes of April 23, 2001. The minutes were accepted without
objection and placed on file.
Don Haen presented the Sevastopol Dam, Park and Rec
Committee meeting minutes of June 6, 2001. The minutes were accepted
without objection and placed on file.
Continued/Pending Business:
Walker & Peterson Roads Status:
Schley reported that the road had been heavily oiled and Haen reported
that topsoil for the corners had been delivered to the site and that
an overlay would be done soon.
Website Status: Wait reported that she met with Dustin Overbeck on
July 31, 2001 and he hopes to have a draft “web page” in time for the
September Board meeting. Dustin was paid a retainer of $400.
Vision, Encroachment and R.O.W: Will be carried over to next
meeting.
Paserware Status: Wait reported that the Paserware program and local
road information has been downloaded to our computer and we can
proceed with the inspection, evaluation and rating of the Town roads.
The Board will attempt to schedule a date in advance of the September
Board meeting.
Whitefish Bay Dock – Feasibility Study Contract – STS Consultants,
Ltd. STS has submitted a proposal and fee estimate of $23,300. The
Town can make application to the DNR and request a 50% cost-sharing.
A $25,000 feasibility study has been in our previous budgets. Olsen
moved and Haen seconded to approve the feasibility study with STS
Consultants, Ltd., including application to the DNR for cost-sharing.
Motion carried.
New Business:
Planning and Zoning Committee Recommendations: None.
Door County Planning Construction Permits: Permits for July 2001 were
accepted and placed on file.
Independent Inspections Ltd. Town Building Permits: The building
permits for July 2001 were accepted and placed on file.
Wisconsin Department of Commerce Permit – Flanigan Distributing Inc.:
Flanigan’s submittal for addition to warehouse/storage buildings has
been conditionally approved by the Wisconsin DOC .
Farmland Preservation – Notification of Transfer: Door County
April-June 2001 notifications of transfer, relinquishment and
miscellaneous files for:
Roger & June Meikle to Alan Meikle – 78.38 acres.
Greg & Mary Ellen Smith to Michael & Mary McHugh – 20
acres.
Michael & Mary McHugh relinquishment – 20 acres.
George & Margaret Evenson – 194.52 acres (69 acres to self)
Todd Meikle – no information.
Donald Rudolph – 120 acres – no information.
State of Wisconsin/DOT - .12 acres – no information.
Wisconsin Department of Revenue – Equalized Value 2001: Notification
of County and taxation district of its equalized value on August 15 of
each year, including equalization, apportionment, assessment/sales
ratio and sales summary reports. Olson pointed out the substantial
increase in personal property from 2000 to 2001.
Accu-Vote Equipment Service Agreement (ESA): Discussion on
advantages, if any, of entering into a service/repairs/loaner
agreement for the two voting machines at a cost of $260 per machine
per year. Matter will be carried over to September meeting.
Assessor’s Plat: Bark Road west to Glidden and north to Whitefish Bay
Road. Correspondence from Senior Zoning Administrator David
Sautebin/Door County Planning Department asking that the Town consider
ordering an Assessor’s Plat for this area and to respond to the
Resource Planning Committee with its determination. Zipperer spoke
with John Baudhuin, surveyor, and Baudhuin indicated there would be
approximately 45 parcels involved with an estimated cost of $425 per
lot. The Town can set the assessor’s plat into operation, identify
and contact the property owners, and schedule the appropriate
hearing/meeting dates. (Baudhuin correspondence dated 8/21/01 placed
on file.) In the alternative, the Resource Planning Committee could
initiate the process at the County level or the matter referred to the
circuit court. Further discussion. Motion by Schley and seconded by
Olsen to begin the procedure for an Assessor’s Plat in accordance with
requirements. Zipperer will ask that parcel owners be identified and
advised. Motion carried.
Liquor License Renewals:
Tim’s V-Bar. Suzanne Moore has acquired a Wisconsin
seller’s permit and has paid the license renewal fees. Motion by Haen
and seconded by Schley to approve the issuance of Class “B” beer and
liquor license to Tim’s V-Bar. Motion carried.
Valmy Happy Hour. We have received written confirmation of
new well and safe water test, a valid Wisconsin seller’s permit and
payment of outstanding liquor invoices to Flanigan. Motion by Schley
and seconded by Haen to renew and issue the Class “B” beer and liquor
license to Valmy Happy Hour. Motion carried.
Public Participation:
Laddie Chapman asked the cost of the recent dredging at
Whitefish Bay dock. Zipperer replied that the estimate was $4,240 and
we had budgeted $7,000; however the day after dredging there was a
northeasterly blow.
Pat Miller thanked the Chairman for the “Town Stuff”
newsletter and felt it would be important for the Town citizens to see
it as well.
Tom Jung complimented the Town on the cleanliness and
appearance of the Town Park facilities which were utilized by Glidden
Drive Associates for their summer picnic a few weeks ago.
Doug Jorns asked about the status of the turn around on
Mathew Road. Zipperer replied that he was awaiting a survey from
Baudhuin Inc. to see how much more property would be required for the
cul de sac. He was also consulting with John Kolodziej of the Door
County Highway Department.
Sonya Jorns expressed concerns about the Town-adopted
building ordinance (adopted December 1999) and its amendment.
Zipperer replied that it was based on formats used by other towns,
with input from Attorney Nesbitt and building inspectors. Zipperer
asked that Sonya put her concerns in writing and to highlight those
portions of the building ordinance which she would like addressed by
the Board.
Pat Miller prepared a memo to the Board as a result of her
conversations with Phil Keiller of the UW Sea Grant Institute
regarding the dredging at Whitefish Bay ramp/dock.
