BOARD OF SUPERVISORS’ MEETING

Monday, August 20, 2018 – 7:00 p.m.

4528 State Highway 57, (Institute), Sturgeon Bay, Wisconsin

 

Call to Order.  The meeting was called to order by Chairman, Dan Woelfel at 7:05 p.m.

 

Pledge of Allegiance.  The Chairman asked all to rise and join in the Pledge of Allegiance.

 

Roll Call to establish quorum.  In addition to Woelfel, the following Board members were in attendance and constitute a quorum:  Supervisor John Staveness, Supervisor Linda Wait, Supervisor Jim Nellen, and Supervisor Tony Haen.

 

Meet ‘n Greet.  Following introduction of the Board and in attendance:  Amy Flok/Clerk-Treasurer, Laddie Chapman/Video Voice of Door County, Andrew Ripp, Carolyn Ripp, Gary Londo, and John Denil.

 

Public Participation

Gary Londo expressed concern about the weeds in the park with the upcoming Class Tournaments in 2 weeks.  Haen replied he will look into alternative resources to fix the issue since the town’s tractor is being fixed.

 

John Denil doesn’t think the corner of Whitefish Bay Road and Highway 57 is safe for bicyclists.  Woelfel said he would reach out to Brian Troutman to see if they can add to the signage to warn cyclists of the intersection.

 

Staveness is concerned about the yield sign that is put up at the intersection of Bark Road and Whitefish Bay Road.  He doesn’t think that it’s working and that it needs a resolution for it to be permanent.  Wait agrees with Staveness since Whitefish Bay Road is a primary road and Bark is a secondary road.  Woelfel will check to see if a resolution is needed to keep the yield sign at this intersection.

 

Adopt the Agenda.  Motion by Haen and second by Wait to adopt the agenda.  Motion carried unanimously.

 

Approval of Minutes:  Board of Supervisors’ Meeting – July 23, 2018.  Motion by Staveness and second by Nellen to approve the Board of Supervisors’ Meeting Minutes from July 23, 2018.  Motion carried unanimously.

 

Pending Business:

            Road Work Update.  Woelfel reported the roads awarded to the County will not be done until September or October.  They have taken care of the road repairs.  We missed the cut off on the chip seal on Apple Road but the County will go out and repair the broken edges of the road this year.  Wait commented that the northern edge of County B (Bay Shore Drive) is done and will be striped.  Mathey Road in the Town of Sturgeon Bay was updated with some crack filling.  Wait suggested we take a look at costs for crack filling for the 2019 budget.

 

            Town of Sevastopol’s Rules of Order.  Woelfel went through the rules of order.  Supervisors’ offered suggestion to make additional updates.  This item will be brought back with a resolution next month.

 

New Business:

            The Hitching Post Bar & Grill LLC – Andrew and Carolyn Ripp

                  (Veronica Ripp- Agent) – 4849 Glidden Drive

                  Alcohol Beverage Retail License – Class B

Motion by Staveness second by Nellen to approve the Class B liquor license for the Hitching Post Bar and Grill LLC.  Motion carried.

 

            Century Ride Application.  Woelfel spoke regarding the Century Ride application.  They are not asking for any road closures.

 

            Budget Requests 2019 – Committee Meetings before Budget Workshop- October 22nd                             at 5:00 p.m.  Woelfel stated we will be meeting in October to work on the 2019 budget. Any committee meetings should take place before this so we can have an accurate budget.  We will also look at a Capital Plan update later this year. 

 

Ordinances/Resolutions.  None

 

Financial Reports August 2018.  Motion by Wait and second by Staveness to accept the financial reports for July 2018.  Motion carried unanimously.

            Treasurer’s Report.  Flok reported that we have received our second half of taxes from the County.  Town Park Concession income is up considerably versus last year.  The Town’s Money Market account at Associated Bank has gone dormant, so Flok recommended we move it to the Local Government Investment Pool to get a better rate.

 

Approval of Vouchers/Bills/Claims – July 24, 2018 through August 20, 2018.  Motion by Haen to accept the vouchers, bills, and claims for July 24, 3018 through August 20, 2018, second by Nellen.  Motion carried.

 

Oral Committee/Commission Reports & Minutes.  Haen reported on the Clark Lake dam.  All the boards are in and we are at 9.0.  In the Town Park, we are gearing up for the class tournaments on September 1stand 2nd.  Woelfel installed the buoys at the mouth of the dam.  Woelfel agreed with Haen that our park employees are doing great!

 

Nellen reported on the franchise fees that we receive from Charter.  Currently we receive 5% of their gross revenues on video services/cable.  There has been talk that they would like to eliminate those fees altogether which would affect us since that is how our PEG Channel is funded.   Nellen is in favor of joining the WTA’s lobbying group to aid us in issues like this.

 

Nellen also spoke about the room tax issues with Airbnb and V.R.B.O (Vacation Rental Online Booking).  Door County Room Tax Commission contacts each individual who rents their property on Airbnb or V.R.B.O. and reminds them they need to pay the 5.5% directly to the room tax commission.  The problem is that there are 4,700 units available for rental.  Roughly over ¾ of those are commercial units.  We have ¼ that are residential with the majority going to market with Airbnb or VRBO, which takes time and effort for the Door County Room Tax Commission to identify those places.  If they remit the 5.5% tax to the State of Wisconsin, there is no way to tell to which jurisdiction it should be allocated.  For now we are covered, but this may be an issue in the future.

 

County Board Report – District 14 Supervisor, Linda Wait.  Wait went to Cave Point this past weekend and commented on how many people were down there and how clean the park was.  For the County, the 2019 budget and the long term capital improvement planning is what all departments are looking at.  The protected status of employees versus general status of employees will appear on the agenda on Tuesday.  Anyone that falls into a dangerous and perilous employment is considered protected.
