BOARD OF SUPERVISORS’ MEETING
Tuesday, April 17, 2018 at 7:00 p.m.
4528 State Highway 57 (Institute), Sturgeon Bay, Wisconsin
Call or Order. The meeting was called to order by Chairman, Dan Woelfel at 8:20 p.m.
Roll Call/Quorum. In addition to Woelfel, the following Board members were in attendance and constitute a quorum: Supervisor John Staveness, Supervisor Linda Wait, Chairman Dan Woelfel, Supervisor Jim Nellen, and Supervisor Tony Haen.
Meet ‘n Greet. Following introduction of the Board and in attendance: Amy Flok/Clerk-Treasurer, Laddie Chapman/Video Voice of Door County, John Mory/Door County Century Ride, Karen Brauer/Sevastopol School Board, Gary Londo, Arlyn Londo, Jean Tice, Mariellen Haen, Chuck Tice, and Joan Nellen.
Karen Brauer updated the Board on Sevastopol school activities. The weather is affecting spring athletics in a negative way. Another edition of the Pioneer Times has come out. The academic luncheon is scheduled for next Wednesday, which is where we honor our current and new National Honor Society students. Prom is 28th of April at the Log Den with an after party at the Egg Harbor Fun Park. Graduation is June 3rdwith the last day of school being June 7th. Sevastopol School is sending 4 Destination Imagination teams to world championship in Knoxville, Tennessee.
John Mory, director of the Door County Century Ride spoke about the Century Ride that is taking place on September 9, 2018. There are no changes to the course route. Staveness said the biggest complaint is the riders do not ride single file and take up the majority of the road. John Mory said he would stress to the riders the importance of riding single file.
Adopt the Agenda/on evidence of proper notice. Motion by Haen and second by Staveness to adopt the agenda. Motion carried unanimously.
Approval of Minutes – Board of Supervisors’ Meeting – February 19, 2018. Motion by Wait and second by Nellen to approve the Board of Supervisors’ Meeting minutes from February 19, 2018. Motion carried unanimously.
Conditional Use Permit Process Changes. Wait reported on the Door County Land Use is holding public education sessions. The main change in the Conditional Use Permits per Act 67 is the conditional use permit must be approved if substantial evidence supports the request. The town will still receive the 28 day notice and provide input, but the Resource Planning Committee will have to abide by this Act.
Newsletter. Wait updated the Board that we are hoping to have a newsletter in mailboxes by the middle of June. We had an outline of Clerks corner, road right of ways, introduction of James Nellen, YouTube and the Channel 986, traveling back, and the Plan Commission public hearings. Anyone interested in submitting an article or subject please let us know.
Zoning BOA and RPC – Update. Woelfel stated Andrew Pfeffer was approved for his conditional use permit. Also the reconfiguration of the estate lots for Kurth, Wise, and Petersilka was also approved. Next RPC meeting is May 3rdand they will be addressing road side stands and farm markets.
Vice Chairman Selection. Haen nominates Staveness for Vice Chairman of the board, second by Wait. Motion carried unanimously
Urban Towns Membership. Woelfel attended a meeting with the Wisconsin Town’s Association and would like the Board to consider a membership with the Urban Towns Association. This is the group that does all the lobbying on our behalf. We would pay $650 per year, since we would pay 25 cents per person. This item will be brought back.
Whitefish Bay Dunes State Park Boat Ramp. Woelfel explained this is something that was proposed to the DNR by citizens and Supervisor Chuck Tice. As a town we support access to the lake and will send a letter to the DNR stating that.
Rural Mutual Insurance – Data Breach Coverage. Woelfel reported that data breach coverage has been added to our policy. Currently we have coverage of $10,000 for $39. Nellen spoke about the liability concerns. Woelfel will get more information and bring this item back next month.
Road Work 2018
Set date/time for 2018 road tour and inspection. The date for the 2018 Road Tour will be Saturday, May 19that 8:00 a.m.
Town Hall driveway lighting. Woelfel stated we have gotten some complaints that the driveway lighting to the Town Hall isn’t bright enough from the road. Harvs Electric provided us some ideas on lighting along with estimates. One option would be to install 2 light fixtures on either side of the driveway. Other option would be another light pole moved over to the area. Staveness and Wait don’t believe option one is tall enough to light the driveway. The Board is in favor of adding light to the entrance of the driveway. Woelfel will look into the cost of adding another light pole and this item will be brought back.
Institute & Valmy Athletic Club – Seasonal 2018 Class B/Beer License. Wait moves to approve renewing the alcohol and beverage license, a Class B – Beer only seasonal license for the period May 1stthrough October 31stfor the Institute and Valmy Athletic Club, subject to agent and appointment of agent paperwork is on file, and any and all invoices have been paid, second by Staveness. Motion carried unanimously.
July Board of Supervisors’ Meeting/Clerk Training. Woelfel stated since Clerk/Treasurer, Amy Flok will be attending Municipal Clerk/Treasurer schooling, we will move the July 16thmeeting to July 23rd.
Committee assignments. Woelfel reported that there has been some updates made to the committee assignments. Jim Nellen will become Chairman of the PEG/Cable Channel and was also added to the Property Management Committee. Jay Hubner was also added to the Plan Commission. Chuck Tice is an alternate for the BOR. Jim Nellen is also assuming Chuck Tice’s role on the Door County Costal Byways.
Resolution No. 01-2018TB - Amended Resolution No. 06-2017 TB “Appointment of Election Officials”. Woelfel makes a motion to approve Amended Resolution No. 06-2017 TB “Appointment of Election Officials, second by Wait. Motion carried.
Financial Reports February and March 2018. Motion by Haen to accept the financial reports for February and March 2018, second by Nellen. Motion carried unanimously.
Treasurer Report. Flok reported the Town did receive payment from Sevastopol School for the use of the ball field and park facilities. We have collected $625 in Special Assessment fees so far this year. On March 30th, we received our General Transportation Aids. We have used 42% of our budget in snow removal through February 20, 2018.
Approval of Vouchers/Bills/Claims – February 20, 2018 through April 17, 2018. Motion by Staveness to accept the vouchers, bill, and claims for February 20, 2018 through April 17, 2018, second by Haen. Motion carried.
Oral Committee/Commission Reports & Minutes. Plan commission meeting minutes from October 24th. Placed on file.
County Board Report – District 14 Supervisor, Linda Wait. Door County Board of Supervisors met this morning for its organizational meeting with orientation. Door County has also had some reorganization of committees. County Board Supervisors were invited to an update on N.W.T.C. and all the classes, certificates, and degrees they offer.
