BOARD OF SUPERVISORS’ MEETING
DECEMBER 18, 2017
Call to Order. The meeting was called to order by Chairman, Dan Woelfel at 7:00 p.m.
Pledge of Allegiance. The Chairman asked all to rise and join in the Pledge of Allegiance.
Roll Call/Quorum. In addition to Woelfel, the following Board members were in attendance and constitute a quorum: Supervisor John Staveness, Supervisor Linda Wait, Supervisor Chuck Tice, and Supervisor Tony Haen.
Meet ‘n Greet. Following introduction of the Board and in attendance: Amy Flok/Clerk-Treasurer, Laddie Chapman/Video Voice of Door County, Don Maass, Judy Maass, Stacie Denil, Derek Denil, Kim Denil, John Denil, Gary Londo, Joe Graboyes and Gwenn Graboyes.
Public Participation. Kim Denil expressed concern about the Town and untruths being said by Chairman Daniel Woelfel, Fire Chief Tim Dietman, and Supervisor Chuck Tice. She doesn’t feel that they, personally or professionally, are being treated fairly.
Adopt Agenda. Motion by Tice and second by Haen to adopt the agenda. Motion carried.
Approval of Minutes: Board of Supervisors’ Meeting - November 27, 2017. Motion by Staveness and second by Tice to approve the Board of Supervisors’ Meeting minutes from November 27, 2017. Motion carried unanimously.
Town Hall Well Update- Tice gave an update. The well has been drilled and is cased 220 feet deep with a total depth of 310 feet. Everything is working correctly, we just need to flush the water through the system to get it cleared out.
Property Management Update- Tice reported there is not an update right now. The building at Moore’s machine shop on Highway 42/57, has been torn down and cleaned up.
Meeting Schedule 2018- Haen made a suggestion that we tentatively schedule the December meeting, and finalize when we know Sevastopol’s concert schedule.
LRIP/TRIP Application Update-Wait met on December 14th for the LRIP/TRIP application. Total funding to Door County was $108,000, 9 municipalities applied, and 7 were considered. Sevastopol will be receiving $20,000 to repair Nelson Lane.
Updated Committee Appointments- Woelfel updated the committee appointments and added Wait to the Costal Byways Council. Tice would Like to see the Sturgeon Bay Visitors Center added to the list of appointments. We will bring these items back next month.
Don and Judy Maass Retirement- Woelfel congratulated Don and Judy Maass on their retirement. Don and Judy have been our maintenance and cleaning people at the town hall for 8 years now and always have done a fantastic job. Judy Maass then introduced Stacie Denil, who will taking over the job of cleaning and maintenance at the town hall.
Clerk/Treasurer – Contract Renewal- Woelfel spoke about the contract renewal for Clerk/Treasurer, Amy Flok. We will be updating the schedule to reflect being open on Tuesday mornings. The contract was signed by the board at the end of the meeting.
SafeBuilt Contract – Auto Renewal 1/31/2018- The Town of Sevastopol’s contract with SafeBuilt will auto renew on January 31, 2018.
Snow Plowing/Pretreating designated priority areas. Woelfel reported that he spoke with Thad Ash from the Door County Highway Department. The only “priority” areas are Whitefish Bay Road, between Highway 42 and 57 and Clark Lake Road between Highway 42 and 57. Dunn Road is also sometimes a priority because of the hill. The County plows the state roads, then the county roads and then the town roads. There was a suggestion from a resident that we pretreat the roads with a salt solution. Pretreating would prevent the snow from packing down giving the county more time to get out and clear. Right now the County plows when we receive 2 inches of snow. Gwenn Graboyes would like South Lake Road plowed more often than what it has been.
Resolution No. 06-2017 TB “Appointment of Election Officials” Motion by Woelfel and second by Wait to approve Resolution No. 06-2017 TB “Appointment of Election Officials” per the list attached for the term 2018-2019. Motion carried.
Financial Reports November 2017. Motion made by Tice to accept the financial reports for November 2017, second by Haen. Motion carried unanimously.
Treasurer’s Report. Flok reported that we received the County’s portion of the Whitefish Bay Bridge project. Our residents are busy paying their taxes and we have received some deposits from the County Treasurer. We have not received the bill from Euclide for the well drilling. The tentative date for our audit is February 22, 2018.
Approval of Vouchers/Bills/Claims – November 28, 2017 through December 18, 2017. Motion by Tice to accept the vouchers, bills, and claims for November 28, 2017 through December 18, 2017, second by Haen. Motion carried.
Oral Committee/Commission Reports & Minutes. Haen reported that the water level at the dam at Clark Lake on December 15thwas 8.5. Haen put a board in and over the weekend the level rose to 8.6. Haen also has a meeting scheduled on Friday, December 22, 2017 with the superintendent regarding the use of the Town Park. Wait also updated the board that the Plan Commission was notified by Baylakes Regional Planning. The Town of Sevastopol’s grant application will be heard in Madison in early January and Baylakes Regional Planning will be attending on our behalf. Tice urged the Board to read the Tourism Zone Commission minutes. It was an Executive Committee Meeting explaining the new collection process and Air B&B.
Licenses & Permits
Door County Zoning & SafeBuilt Building/Inspection Permits – November 2017. Placed on file.
County Board Reports – District 14 Supervisor, Linda Wait. Wait reported that the next County Board meeting is tomorrow at 10 a.m. The new Door County Community/Senior Center has a tentative open house scheduled for January 18th, 2018 from 4 p.m. to 6 p.m. The John Miles County Park has a draft plan to bring some new items to the park grounds which will allow the park to be used more often. The Floodplain Zoning Ordinance is on the County Board’s agenda for tomorrow which the Zoning Department has been working on.
