JANUARY 15, 2018 AT 7:00 P.M.


Call to Order.  The meeting was called to order by Chairman, Dan Woelfel at 7:00 p.m.


Pledge of Allegiance.  The Chairman asked all to rise and join in the Pledge of Allegiance.


Roll Call/Quorum.  In addition to Woelfel, the following Board members were in attendance and constitute a quorum:  Supervisor John Staveness, Supervisor Linda Wait, Supervisor Chuck Tice, and Supervisor Tony Haen.


Meet ‘n Greet.  Following introduction of the Board and in attendance:  Amy Flok/Clerk-Treasurer, Laddie Chapman/Video Voice of Door County, Gary Londo, Jim Nellen, Jean Tice, Kim Denil, Dale Vogel, and John Denil.


Public Participation.  None


Adopt Agenda.  Motion by Tice and second by Haen to adopt the agenda.  Motion carried unanimously.


Approval of Minutes:  Board of Supervisors’ Meeting – December 18, 2017.  Motion by Staveness and second by Tice to approve the Board of Supervisors’ Meeting minutes from December 18, 2017.  Motion carried unanimously.


Pending Business

            Updated Committee Appointments.  Woelfel updated the board about adding Sturgeon Bay Visitors Center as a separate committee.


            Newsletter.  Wait mentioned we are looking for topics of interest for the newsletter to her community column.  Wait and Flok will be getting together later this month to put together some topics and bring those back to the board next month with some suggestions.


            Gundrum – Winery/Farm Market Update.  Woelfel updated everyone that the Gundrum’s conditional use permit was approved by the Board of Adjustment.  Some of the conditions that were placed on the permit were hours of operation, driveway access would be off of County Road P, down-focused outdoor lighting, and no heated cooked or prepared food.  They will break ground in spring 2018.


            Door County Planning - Floodplain Meeting January 15, 2018.   Woelfel attended the Land Use meeting on the Floodplain.  FEMA is mandating changes in the problem areas in Door County.  We have about 120 properties in the entire county.  We have people affected in the Bay Shore/Little Harbor area.   FEMA will supply the county with new floodplain maps in 18 to 24 months.  For more questions go to the Door County Land Use website or portal.

            Door County Planning/Public Hearing Processes – Meeting February 27, 2018.   Woelfel stated there is a meeting coming up on February 27th, to talk about changes to the conditional use permits and the public hearing process.   Wait will be attending and will report back to the board.


            Muskat Property.  Woelfel reported on the Muskat property located across from the Mill Supper Club.  The Door County Sanitarian sent a letter to the property owner regarding the code violations and that they have until April 6thto bring their property up to code.  Further action will be pursued if there is no response to the letter.


New Business

            Resolution 01-2018TB – Policy and Procedure Amendment revision to Resolution 07-2004TB – “Unexpected Town Supervisor Vacancy”.  Tice makes a motion to approve Resolution 01-2018TB, Policy and Procedure Amendment revision to Resolution 07-2004TB “Unexpected Town Supervisor Vacancy”, second by Haen.


            WTA 2018 District Meeting/Board of Review Certification Training – Feb. 23, 2018.  Woelfel updated the board that the Wisconsin Town’s Association is holding a meeting at the MARC in De Pere on February 23rd.  They will be doing Board of Review certification training.  Wait and Woelfel plan to attend.


            Draw for Ballot Order – April 3, 2018 Election – Town Board Supervisor.  Clerk Flok placed the candidates in a bowl.  Laddie Chapman chose the order of Kim Denil, John Staveness, and Jim Nellen.  This is the order of how the names will appear on the Spring Ballot.


Ordinances/Resolutions.  None


Financial Reports December 2017.  Motion by Wait to accept the financial reports for December 2017, second by Tice.  Motion carried unanimously.


            Treasurer’s Report.  Flok reported that we have sent out our January settlement checks along with the W-2’s and 1099’s.  The Town has paid the City of Sturgeon Bay for the first quarter of fire protection.  We also received a deposit for our first quarter General Transportation Aids.


Approval of Vouchers/Bills/Claims – December 19, 2017 through January 15, 2018.  Motion by Staveness to accept the vouchers, bills, and claims for December 19, 2017 through January 15, 2018, second by Tice.  Motion carried.


Oral Committee/Commission Reports & Minutes.  Tice recapped the Air B & B problem in regards to the collection and disbursement of the funds.  Representative Joel Kitchens is asking his committee to come up with ideas, and then will try to make some corrections to the bill.  The next Door County Tourism Zone Committee meeting is this Thursday.


Licenses & Permits

            Door County Zoning & SafeBuilt Building/Inspection Permits – December 2017.  Placed on file.


County Board – District 14 Supervisor, Linda Wait.  On January 18thfrom 4 p.m. to 6 p.m. there is an open house at Door County Community Center/Emergency Medical Services building. The County is getting a new phone system.  The next County Board meeting January 24that 9 a.m.
