BOARD OF SUPERVISORS’ MEETING
FEBRUARY 19, 2018 AT 7:00 P.M.
Call to Order. The meeting was called to order by Chairman, Dan Woelfel at 7:00 p.m.
Pledge of Allegiance. The Chairman asked all to rise and join in the Pledge of Allegiance.
Roll Call/Quorum. In addition to Woelfel, the following Board members were in attendance and constitute a quorum: Supervisor John Staveness, Supervisor Linda Wait, Supervisor Chuck Tice, and Supervisor Tony Haen.
Meet ‘n Greet. Following introduction of the Board and in attendance: Amy Flok/Clerk-Treasurer, Laddie Chapman/Video Voice of Door County, John Denil, Austin Hildebrand/Door Stop LLC, Robert Starr, Steve Laubenstein/Grandma Tommy’s, Mariellen Haen, Andrew Pfeffer, Mason Fuller, Laurel Wise, Stephen Wise, Rhonda Brusky, and Kelly Brusky
Public Participation. None.
Adopt Agenda. Motion by Tice and second by Haen to adopt the agenda. Motion carried unanimously.
Approval of Minutes: Board of Supervisors’ Meeting – January 15, 2018. Motion by Staveness and second by Tice to approve the Board of Supervisors’ Meeting minutes from January 15, 2018. Motion carried unanimously.
Pending Business –
Newsletter Update. Wait referenced a draft of what the front of the newsletter might look like. The suggestion was to use the date of June 2018, with 8 pages in color print. Wait received quotes from 2 vendors and suggested that we use Vendor B to do the printing and Vendor A to do the mailing. The Board agreed. If anyone is interested in submitting an article, contact the Clerk.
Interest Rate Comparisons. Wait updated the Board on the interest rates on our local bank versus our Local Government Investment Pool. Just in rough calculations, and current interest rates, if we parked $300,000 with the LGIP it would pay us double our current return. The Board agreed to move the funds.

Conditional Use Permit- establishment of an “automotive sales and service lot”
Staveness reported the conditional use permit for Andrew Pfeffer and Mason Fuller was heard by the Plan Commission on February 13th. They plan on using the existing structure and are currently working with the building inspector and the fire chief to make sure everything is up to code. The Plan Commission recommended to the Board approval of the conditional use permit. The conditions that were attached were hours of service and to comply with Door County’s ordinance on lighting and signage. Staveness makes a motion to recommend approval to the RPC from the town, second by Tice. Motion carried unanimously.

Grant of Variance- minimum lot area of 5 acres for lots in the Estate zoning district
Staveness reported there are three property owners on Trillium Lane that want a grant of variance. Currently, the property is zoned Small Estates, in which you are to own 5 acres. There was an error with the initial survey which cause an overlap of 19.79 feet in total for all three parcels. In order to make the property lines correct, each lot needs to be changed to 4.90 acres. Robert Starr spoke on behalf of the Kurth residents. Starr indicated the Kurth’s wanted to sell their property but the legal descriptions and the survey don’t match which is why they are asking for a grant of variance. Staveness makes a motion to the Board of Adjustment for approval, second by Tice. Motion carried unanimously.
Door Stop LLC (Austin Hildebrand) - 5581 Gordon Road
Alcohol Beverage Retail License – Class A. Wait makes a motion to approve the original Alcohol and Beverage license to Door Stop LLC for the period February 20th through June 30th, 2018 conditioned upon the concurrent surrender of the current license, back ground check, inspections, and compliance with the agent requirements, second by Tice. Motion carried.
Grandma Tommy’s LLC (Steve Laubenstein) – 4020 State Highway 42/57
Alcohol Beverage Retail License – Class B. Staveness makes a motion to approve the Class B, second by Tice. Motion carried unanimously.
Authorization for payment of March 2018 vouchers/bill/claims in lieu of Board meeting. Motion by Wait to approve payment of bills incurred between now and April 17th, second by Haen. Motion carried unanimously.
Ordinances/Resolution. Tice reminded the board that the Town should post/advertise in accordance with §60.0407(1) (4)that we have a noxious weed ordinance before May 15th.
Financial Reports January 2018. Motion by Tice to accept the financial reports for January 2018, second by Haen. Motion carried unanimously.
Treasurer’s Report–Flok reported that the checks have been mailed for the February settlements. The principle payment of $100,000 will be made by March 1st. We have also a payment in lieu of taxes from the DNR which was over our budgeted amount.
Approval of Vouchers/Bills/Claims – January 16, 2018 – February 19, 2018. Motion by Tice to accept the vouchers, bills, and claims for January 16, 2018 through February 19, 2018, second by Staveness. Motion carried.
Oral Committee/Commission Reports & Minutes. Haen gave an update on the Park employee applications. He will be interviewing two candidates this week, but we are still open to accepting applications until the end of February. Haen also gave an update on the dam level. The level is where it’s supposed to be. Wait has been in contact with Brandon from Baylakes Regional Planning and he willbe coming to the Annual Town Meeting on April 17th.

County Board Report – District 14 Supervisor, Linda Wait. Wait reported that the next County Board is Tuesday, February 27that 10:00 a.m. Congratulations Aaron LeClair who is now the Director of Emergency Services. At the Door County Unit meeting, John Kolodziej updated everyone that the priority project for the Highway Department is going to be a stretch on Glidden Drive. There is also more reorganization in progress at the County level.
