Call to Order. The meeting was called to order by Chairman, Dan Woelfel at 7:00 p.m.
Pledge of Allegiance. The Chairman asked all to rise and join in the Pledge of Allegiance.
Roll Call/Quorum. In addition to Woelfel, the following Board members were in attendance and constitute a quorum: Supervisor John Staveness, Supervisor Linda Wait, Supervisor Chuck Tice, and Supervisor Tony Haen
Meet ‘n Greet. Following introduction of the Board and in attendance: Amy Flok/Clerk-Treasurer, Laddie Chapman/Video Voice of Door County, John Denil, John Mory/Door County Century Ride, Bob Starr and Carol Boudreau/Door County Humane Society, Aaron LeClair/Door County Emergency Services.
John Denil had concerns regarding the Sturgeon Bay Fire Department possibly expanding their coverage area. Woelfel stated that at this point we don’t see it as an issue.
John Mory spoke about the Door County Century Ride and came to address any concerns. Woelfel spoke on the bikers monopolizing a large portion of the roads. Mory stated there would be more people patrolling the area.
Adopt the Agenda. Motion by Tice and second by Staveness to adopt the agenda. Motion carried.
Approval of Minutes: Board of Supervisors’ Meeting – 7/24/2017. Motion by Tice and second by Haen to approve the Board of Supervisors’ Meeting minutes from 7/24/2017. Motion carried.
Report from Aaron LeClair – Deputy Director of Emergency Services- LeClair spoke regarding a 911 call on the Clark Lake area last month. The call came in on July 4th, which is historically a very busy day for the Emergency Services Department. They had their regular duty crews plus additional trucks and personnel on duty. The call came in at 11:45 a.m. about a possible drowning on Clark Lake. When the call came in it was dispatched with Clark Lake Road instead of Clark Lake Court in error. At 11:56 a.m. all responding unit were updated to the Clark Lake Court address which pushed the call to Jacksonport. The Jacksonport E.M.R’s were paged at 12:00 p.m. and the first medical unit arrived at 12:05 p.m. On average the response time to that part of the county is over 20 minutes.
Report from the Door County Humane Society (7:15 p.m.) Bob Starr, President and Carol Boudreau, Executive Director- Bob Starr and Carol Boudreau spoke on behalf of the Door County Humane Society. Starr reported the highest numbers of animals brought to the Human Society are from the Town of Sevastopol. Starr has been on the Door County Humane Society Board for 2 years and since Carol Boudreau was hired they have reduced their budget from $600,000 to $500,000. They rely on the municipalities in Door County to help with funding and would like the Town of Sevastopol to consider that during budget time.
Clark Lake Dam – Haen was at the dam last night and the level was 9.25. Everything is flowing well and we have had no complaints on water level.
Haberli Road Parking Lot– Tice reported the parking lot is in. We are waiting on signs to be placed on the road to indicate where the parking lot is located. The Town will be submitting an invoice to Greg Coulthurst and then the grant will get paid. This project did come in under budget.
Capital Plan –Woelfel explained there will be a special meeting on September 9that 8 a.m. Board members should be gathering numbers for items that they would like added to the Capital Improvement Plan.
Zoning Update – Woelfel reported that the Gundrums withdrew their petition for a conditional use permit. In speaking with Mariah Goode, Door County Planning and Zoning, she cleared up a few misconceptions in regards to rejecting a decision that has been made. In the case of zoning, if the RPC disagrees with our recommendation, we can appeal their recommendation; it then gets heard at the County Board level for a decision. In order to do this, the town would need to do a resolution and send it in within 10 days of the hearing. Citizens also can appeal if they are an adjoining property owner and boarders 50% of the property. Woelfel would like a mailing sent to all adjoining property owners within 300 feet of the property regarding any zoning changes. Woelfel also stated it’s anticipated the Gundrums will reapply for a conditional use permit sometime in the future.
Road Work Update – Woelfel gave an update on the 2017 road work. Jorns Road was shouldered and it should be paved within 10 days. On Whitefish Bay Road the County has created a ditch on the side of the road to channel water towards County HH; it will be pulverized and repaved within a week. The County is also working on Country View Road. Woelfel referenced two pictures included in the packet of Bluff Road. In the process of re-grading the road, Northeast Asphalt inadvertently increased the height on the inside of the curve. Northeast Asphalt is going to grade off the slope to reduce the shoulder, fill the gravel back into the ditch-line, and put some topsoil on it with the grass matting to correct this error.

Ordinances/Resolutions. Tice stated the resolution in the packet is to set up a designated fund to put money that is donated for the eradication of phragmites and eventually other invasive species. Since this was not an action item, none was taken and this will be updated and brought back next month.
Financial Reports July 2017 – Wait makes a motion to accept the financial reports for July 2017 and second by Tice. Motion carried unanimously.
Treasurer’s Report. Flok reported that the Town has received our 2ndhalf of the tax settlement today and any interim transfers that were made from any account were credited back. We also received our portion of the room tax revenues for June. There is now a separate category on the budget for Phragmites Donations. The interest on our mortgage for the town hall is due by the end of the month, and a wire transfer will be made by the end of this week.
Approval of Vouchers/Bills/Claims – July 25, 2017- August 21, 2017. Motion by Staveness to accept the financial reports, second by Tice. Motion carried unanimously.

County Board Report – District 14 Supervisor, Linda Wait- Wait reported that the next County Board meeting is tomorrow at 9 a.m. Departments are currently working on 2018 budget numbers. The County has a new K-9 unit and his name is Gent. Deputy Tassoul is Gent’s handler and they are currently in intense training. The new senior center/EMS building had some unexpected expenditures for audio and visual equipment.
