Board of Supervisors' Meeting January 2017
Feb 21, 2017

Call to Order:  The meeting was called to order by Vice Chairman, Dan Woelfel at 7:00 p.m.

 

Pledge of Allegiance:  The Vice Chairman asked all to rise and join in the Pledge of Allegiance.

 

Roll Call to establish a quorum:  In addition to Woelfel, the following Board members were in attendance and constitute a quorum:  Supervisors Tony Haen, Chuck Tice, and John Staveness.

 

Meet ‘n Greet:  Following introduction of the Board and in attendance:  Amy Flok/Clerk Treasurer, Linda Wait/ County Board District 14, Laddie Chapman/Video Voice of Door County, and Hugh Daubner.

 

Public Participation: none

 

Adopt the Agenda:  Motion by Tice and second by Staveness to adopt the agenda.  Motion carried.

 

Approval of Minutes:  Motion by Staveness and second by Haen to approve the Board of Supervisors’ Meeting Minutes of 12/19/2016.  Motion carried.

 

 

Pending Business:

                    Haberli Road Parking Lot– Tice reported there are 2 different projects going on at the Haberli Road Parking Lot site.  In regards to the Haberli Road Parking Lot project, we are making progress in the grant process.  The other project was by DNR order to remove all trees and woody vegetation from the town’s landfill site.  As of today that project is 90 percent complete.  The project will be complete by this weekend.

 

 

                    Clark Lake Level Dam– Haen reported he went down at the dam today and the lake level was 8.39.  Haen had mounted a mailbox at the dam to keep track of the water levels.  The level will be recorded at least once a week.  Currently, the water was free flowing and there is no ice on the dam.

 

                    Door Artisan Cheese Company/Reserve Liquor License– Woelfel provided an update stating Mike Brennenstuhl contacted us early last week and told us he is no longer going to pursue our reserve liquor license.  It is our understanding that Mike approached the Town of Jacksonport and their Plan Commission will make a recommendation to sell one of their reserve liquor licenses.

 

                    VanBellinger Status– Woelfel has received a request made by the Attorney’s to do a deposition, which is a preliminary step before it goes to trial.  We anticipate the deposition to happen on February 3rd.  The insurance company would represent the town.

 

New Business

                    Hugh Daubner Retirement– Woelfel reported we received a letter from Hugh Daubner stating he wishes to retire from the Dam Master position as of December 31, 2016.  Hugh has been the Dam Master for Clark Lake for over a decade where his primary job was to adjust the boards and check the levels of the lake.  The Town of Sevastopol thanks Hugh for all the years of service.

 

 

Ordinances

          01-2017 - Private Roads and Driveways– item will be brought back.

 

Resolution

          01-2017 TB – Amendment of 2017 Budget for the Town of Sevastopol  - Tice makes a motion to adopt resolution 01-2017 TB, the Amendment to the 2017 Budget for the Town of Sevastopol and second by Staveness.  Motion carried.

         

Financial Reports.  Motion by Staveness and second by Tice to accept the financial reports for December 2016, including fund balances, budget versus actual YTD and transaction list by date.  Motion carried.

 

Approval of Vouchers/Bills/Claims:   Motion by Staveness and second by Tice to approve the vouchers, bill and claims for the period December 20, 2016 through January 16, 2017.  Motion carried, unanimously.

 

Oral Committee/Commission Reports & Minutes:  Tice stated the Tourism Zone Commission sent out a listing of all rentable properties.  Tourism is doing well even with it being the “shoulder season”.  Tice gets monthly report of the properties every month if anyone has any questions on the properties.

 

 

County Board Report – District 14 Supervisor, Linda Wait:  Wait reported the Michigan Street Bridge will reopen on Jan 20th.  The Door County Highway Department is going to finish in the black in 2016.  The county has contracted with R. W. Management Service to provide an interim Emergency Services Director, as Dan Williams is retiring.  The bids have come in for the EMS/Senior Center below what was anticipated.  Digital Ortho-photography an aerial flyover photography of the county will be done in the spring.  The next County Board meeting is Tuesday, January 24th.
