Call to Order:  The meeting was called to order by Chairman, Leo W. Zipperer, at 7:01 p.m.


Pledge of Allegiance:  The Chairman asked all to rise and join in the Pledge of Allegiance.


Roll Call/Quorum:In addition to Zipperer, the following Board members were in attendance and constitute a quorum:  Supervisors Tony Haen, Chuck Tice, Dan Woelfel and John Staveness.


Meet ‘n Greet: Following introduction of the Board and in attendance:  Clerk/Treasurer Amy Flok, Brett Temme Safebuilt Building Official, Greg Coulthurst- Door County Soil & Water Conservationist, and Dan Van Bellinger.


Public Participation:  none


Adopt the Agenda:  Motion by Tice and second by Haen to adopt the agenda, as noticed.  Motion carried.


Approval of Minutes:  Town Board Meeting– 7/18//2016 Motion by Staveness and second by                                            Woelfel.  Motion carried.


Pending Business – Discussion/action:


            A.  Clark Lake Dam screens/gates/grates ect. (DNR approval) Woelfel stated that the topic was discussed at the Park and Rec meeting. Currently he’s working with DNR on the “fish fingers.”  Woelfel is also working with engineer, from Green Bay, on a boat lift to crank gates up and down.


            B.  Haberli Road parking agreement/grant (SWCD participation)—Tice reported that he has started clearing the property for the parking lot.  We did get the commitment letter for the project from the Door County Planning Department.  Currently, waiting on an engineering study and approval, Greg Coulthurst has been in contact with the DNR.  Progress has been slow because of the lack of volunteers to assist with the clean up.


            C.  Van Bellinger information request—correspondence continues between Attorney, Randy Nesbit and Attorney, Ken Calewarts, to come to terms on the property issue.  On the table is the town doing an appraisal of the property, allowing Van Bellinger to get an appraisal of the property, and then having a 3rdappraisal done to see if they can come to an agreement on a price of the parcel if sale of the property in question.


9.  New Business – Discussion/action


            A.  Clark Lake Beach concerns:  Within the past month, we have placed new “no parking” signs at Clark Lake Beach.  Haen stated the signs really seem to be working.   Property owners around the beach are still concerned about the time the beach closes.  The sign at the beach states “dusk” but dusk depends on the season.  Haen will work on the possible change in hours and bring this item back next month.



            B.  Water level complaints-Clark Lake/suggestions:  Some Clark Lake property owners are upset about the low water levels.  Woelfel has received complaints daily.  The Town of Sevastopol has been in compliance with the lake level guidelines of the DNR.   Mark Weise, who is the President of Clark Lake Association, has been involved in checking lake levels on a daily basis and Mark has made the lake owners aware that we are within the guidelines.


            C.  All-way Stop- Bark/S. Cave Point, Whitefish Bay Roads & Whitefish Bay Park—These areas are of concern because no one stops at that stop sign.  Zipperer suggested possible rumble strips to alert them of the sign.  Woelfel stated that part of the intersection is blocked by the tree limbs.  The owner is ok with the trimming of the tree.  Zipperer will look into this matter more and bring it back next month.


            D.  SafeBuilt ‘commercial inspection’ & contract- Brett Temme spoke on SafeBuilt’s behalf.  Brett stated that SafeBuilt was offering commercial plan review on the larger scale.  Everything has to be adopted by the municipality.  The contract we received was inaccurate.  Brett would like to reword the contract, highlight the changes, include the fees, and bring the contract back next month.



            .  Just Fix It/Transportation Spending—WI DOT—resolution 01-2016TB- We are agreeing with the movement of the WI Towns Group.  It should include a level of bonding and the user fees.  Woelfel makes a motion to approve, second by Tice. Motion carried unanimously.

Financial Reports:  Motion by Tice and second by Haen to approve the financial reports for July 2016, including fund balances, budget versus YTD and transaction list.  Motion carried.


Oral Committee/Commission Reports & Minutes-review accepted and placed on file.

            Tice reported that tourism has increased 7.7% from last year at this time


Licenses & Permits

            Door County zoning permits & Safebuilt building/inspection permits – July 2016 accepted and placed on final file.


Approval of Vouchers / Bills / Claims:  Motion by Tice and second by Woelfel to approve the vouchers, bills and claims for the period July 19, 2016 through August 22, 2016.  Motion carried.



            Zipperer will be attending the Planning Committee Meeting, August 30, 2016

            Linda Wait’s “in appreciation”/open house Sept 21, 2016 5 p.m.-8 p.m.—Town Hall

            (light lunch/beverages and a lot of ‘Thank You Linda’ for 15 years as Clerk/Treasurer)
