October 17th Board of Supervisor's Meeting

Call to Order:  The meeting was called to order by the Chairman Leo Zipperer at 7:01 p.m.

 

Pledge of Allegiance:  The Chairman asked all to rise and join in the Pledge of Allegiance.

 

Roll Call/Quorum:In addition to Zipperer, the following Board members were in attendance and constitute a quorum:  Supervisors Tony Haen, Chuck Tice, Dan Woelfel and John Staveness.

 

 

Meet ‘n Greet:  Following introduction of the Board and also in attendance:  Amy Flok/Clerk Treasurer, Laddie Chapman/Video Voice of Door County, Brett Temme/Safebuilt Building Official, Michael Brennenstuhl and Corey Liker/Door Artisan Cheese Company, Randy Halstead/Town of Jacksonport, Linda Wait/County Board District 14, Margaret Wahlen, Nancy Goldberg, Chuck Birringer, Mark Weise/Clark Lake Advancement Association (CLAA), and Jerry Schomberg/Glidden Drive Association.

 

Public Participation: none

 

Adopt the Agenda:  Motion by Tice and second by Haen to adopt the agenda, as noticed.  Motion carried.

 

 

Approval of Minutes:   Motion by Woelfel and second by Staveness to approve the Town Board Meeting minutes of 8/22/2016.  Motion carried.

 

Pending Business:

 

Haberli Road Parking Lot/DunesLake –Tice referenced the map of Dunes Lake in the packet before and after dredging.  Motion by Tice and second by Woelfel to pay the $550 invoice to the DNR.  This would be a portion of the Town’s original $1,000 pledge toward the project.  Motion carried, unanimously.

 

Clark Lake Level/Dam- Woelfel reported the level is currently a little above 9 feet with all the boards out, and pursuant to the DNR orders, we have until December 1stto reduce that level down to 8.5 feet.  Woelfel met with Randy Halstead at the dam last weekend to show how it operates.  Estimates were obtained on engineering costs of grates/gates, ranging from $1,000 to $1,500, with another $3,000 to $5,000 to do the construction.

 

Mark Weise stated that CLAA members have been monitoring the water level for a year and believed that there were only 35 days where levels were at or below DNR specifications.  The CLAA suggested the hiring of a maintenance person to aggressively clean the grates 3 times a week.  Haen explained that we do not have funds in the budget to accommodate their suggestion.  This item will be brought back.

 

Door County Shoreland Ordinance– This stand-alone ordinance was recently  approved by the Door County Board of Supervisors.  It is a stand-alone ordinance, pulled from the Door County Comprehensive Zoning Ordinance, to mirror recent changes to Wisconsin statues.

 

Ordinance Enforcement- In progress.  Will bring item back.

 

VanBellinger status- No further progress at this time.

 

New Business:

 

          Proposed 2017 Budget.  Woelfel reported it is a work in progress, with the 2017       budget hearing scheduled for November 28thbeginning at 6:00 p.m.  Chuck Birringer wanted to know if any further consideration was given to the Friends   of Whitefish Dunes Park.  Woelfel stated that at this point, the mill rate for 2017           could be less than 2016.

 

Reserve Liquor License Transfer Request- Egg Harbor Town:  Michael Brennenstuhl. CEO of Door Artisan Cheese Company, presented a power point on his new cheese factory/wine bar/restaurant which is under construction on Highway 42 in the Town of Egg Harbor, just north of the Village.    The Town of Egg Harbor does not have any Class B intoxicating liquor licenses available and with recent alcohol license regulation changes, a contiguous municipality may sell/transfer an available reserved Class B license to the neighboring municipality.  This item will be brought back next month.

 

Tax Bill Insert December 2016. It was suggested that a reference to phragmites control be included, along with road and side setbacks, and standards for subdivision roads.

 

 

 

 

 

Ordinances:

 

           2016-01-Private Roads and Driveway Standards- Item will be brought back.

 

           2016-02-Noxious Weeds/Phragmites- Margaret Wahlen spoke about what Jacksonport has accomplished on phragmites control and brought in samples of the plant.  Jacksonport is charging property owners $20 to treat the phragmites and has developed a permission form to allow spraying on the property.  This item will be brought back next month, along with a sample of the letter and permission slip.

 

           2016-03-Town Road Speed Limits –Staveness reported that we need 7 posts,   three (3) 25 mph signs and four (4) 35 mph signs.

 

           2016-04-Parking/Standing/Loading Zones- Haen is thinking of adding the usage of cones when loading and unloading machinery or trucks to the ordinance.

 

           2016-05-SafeBuilt Inspection Services/Building Code/Contract.  There was some discussion on whether the $400 occupancy bond should continue on new construction or major remodeling.  Woelfel will work with building inspector Brett Temme and bring the matter back.

 

           2016-06-Clark Lake Beach Regulations- Haen suggested that Clark Lake beach hours would be 7:00 a.m. to 9:00 p.m.  Matter will be brought back.

 

Financial Reports:  Motion by Staveness and second by Tice to approve the financial reports for September 2016, including fund balances, budget versus YTD and transaction list.  Motion carried.

 

Approval of Vouchers/Bills/Claims:  Motion by Tice and second by Haen to approve the vouchers, bills and claims for the period September 20, 2016 through October 17, 2016.  Motion carried.

 

Oral Committee/Commission Reports & Minutes. Haen reported the park is completely shut down and everything is drained.  The final event will be the Turkey Trot on November 5th.  Connor Haen will continue working into the fall, cutting grass once a week and water sealing the bleachers.

         

County Board Report.  Linda Wait reported there will be reorganization in some of the land record offices and department changes at the Government Center.  On November 11th,the Door County Veterans Department will team up with the Gibraltar School District to pay tribute to the veterans.  Door County highway work is almost complete and the Door County Sheriff’s Department is exploring getting a K-9/canine unit.   The next County Board meeting is set for October 25that 9:00 a.m.
