BOARD OF SUPERVISORS' MEETING – MINUTES
Date: Monday, July 20, 2015 – 7:00 p.m.
Location: Sevastopol Town Hall Meeting/Community Room
4528 State Highway 57 (Institute), Sturgeon Bay, Wisconsin
Call to Order. Chairman Leo W. Zipperer called the meeting to order at 7:00 p.m.
Pledge of Allegiance. The Chairman asked all to rise and join in the Pledge of Allegiance.
Roll Call/Quorum. The following Board members were introduced and constitute a quorum: Supervisor Tony Haen, Supervisor Chuck Tice, Supervisor Dan Woelfel, Supervisor John Staveness and Chairman Zipperer.
Meet ‘n Greet – Public Participation. The following persons were in attendance: Clerk/Treasurer Linda Wait, cable program director Laddie Chapman, State Rep. Joel Kitchens, Bob Kufrin/Clark Lake Advancement Association, Jacksonport Town Chairman Randy Halstead, Paul Schumacher, Lawrie Kull, Joseph Graboyes, Daniel Van Bellinger, Betty Van Bellinger, Kristin Mitchell and Dale Mitchell.
There were some concerns on mowing; the cutting is underway. The Chairman indicated that anyone wishing to speak to a non-agenda item may do so at this time.
Agenda/proper notice/adopt. Motion by Tice and second by Haen to adopt the agenda, as noticed. Motion carried.
Approval of Minutes. Motion by Woelfel and second by Tice to approve the following minutes: Board of Supervisors 6/22/2015, Board of Review 6/22/2015 and Special Board 7/7/2015. Motion carried.
Financial Reports. Motion by Staveness and second by Tice to accept the financial reports for June 2015, including fund balances, budget versus actual YTD and transaction list by date. Motion carried.
Oral Committee Reports & Committee/Commission Minutes. The Plan Commission draft minutes of 6/22/2015 and the Door County Tourism Zone Commission/Committee minutes of 5/21/2015 were accepted to be placed on file.
Haen reported that Ryan Brungraber has agreed to an appointment on the Sevastopol Parks & Recreation Board.
Licenses & Permits Issued. The following permits were accepted to be placed on file: St. Peter & Paul temporary Class B license for annual fish boil on August 2, Door County zoning permits for June 2015 and Independent Inspections, Ltd. billing recap for June 2015.
A. Update on Highway 42-57 construction/detour. In follow up to last month, Zipperer reminded residents that the Bayview Bridge and the 42/57 corridor to Egg Harbor Road will be closed during the reconstruction period beginning March 2016 with completion scheduled for July 3, 2016. A temporary route through Sturgeon Bay and connection from Old Highway Road back to 42/57 will bring travelers just north of the construction zone. Motorists will be able to cross 42/57 at County T and Utah intersections.
B. 2015 meeting schedule. Due to conflict, the September meeting date has been changed to Monday, September 28, 2015 beginning at 6:00 p.m.
C. Update on 2015 Road Work. As a result of the special board meeting held on July 7, 2015, the Door County Highway Department was awarded the following projects:

Zipperer reported there have been some incidents of street sign and post theft; with credit to the Door County Sheriff’s Department, those responsible were apprehended. He also clarified that parking is now allowed along the east side of Schauer Road at Cave Point County Park and that the County will be adding a parking lot in 2016 just beyond the restrooms on the west side to correct the situation.
D. Municipal legal services. Matter will be brought back if conflict arises. Tice will contact Vande Castle to advise that the matter is on hold.
E. Door County zoning update on shoreland and communication towers. Kitchens clarified that the shoreland zoning requirements remained in the budget, with more options and broader control than first thought and counties can continue to be more restrictive if they chose to do so.
With regard to the zoning text amendments to regulate communication towers, a public hearing has been set for Thursday, August 6, 2015, beginning at 3:00 .m.
New Business Items:
A. Clark Lake Dam– access to and control of structure. There have been reports of unauthorized access to the dam structure and gates being left open, resulting in the town having an uninsured risk from public safety and liability standpoints. The dam is owned by the town and maintained under a permit from the Wis DNR.
Access to the structure is by recorded easement and Daniel and Betty Van Bellinger are the current owners of the parcel. In a letter dated July 9, 2015, from town attorney Randy Nesbitt and shared with town board members, Mr. and Mrs. Van Bellinger were advised of the problems, that the locks for access to the dam will be changed and that keys will be maintained only by town officials.
Van Bellingers request a key for access to the gates in order to cross over to their property on the other side of the dam. Likewise, they report that on occasions their driveway gate has been left open by someone with access to the dam, trees have been trimmed on their property and a trailer moved from the location last left.
Zipperer responded that the request for a key to the lock to allow access will be addressed by the Sevastopol Parks & Recreation Board. Haen said that group will meet in August. Van Bellinger will receive notice of the date and time to hear their concerns.
B. Chapin offer to sell parcels in Valmy. Chapin and realtor Betty Tipler submitted a proposal to the town for purchase of three lots in Valmy Addition No. 1 with frontage on Whitefish Bay Road for $70,000. Following discussion on potential use for a park or a satellite fire station and the rather high asking price, motion by Tice and second by Woelfel to refuse the offer. Motion carried, unanimously.
C. Advertising signage. Door County Planning Department provided a reminder that the majority of advertising signs require permits. Other issues include signs in public right-of-ways, flags with wording, sandwich board signs and off-premise advertising signs on the 42/57 scenic byway route. Contact the planning department for further information before proceeding with signage.
D. Outdoor wood-fired furnaces. A reminder that Door County has an ordinance regarding outdoor burning and that permits are required for outdoor wood-fired furnaces; in Sevastopol, such permits require authorization of the Sturgeon Bay Fire Chief.
Approval of Vouchers / Bills / Claims. Motion by Staveness and second by Haen to approve the vouchers, bills and claims for the period June 23, 2015 through July 20, 2015. Motion carried.
Resolutions & Ordinances:
•Resolution No. 03R-2015 TB “Board, Commission and Committee Appointments 2015-2017.” Anyone interested in serving on a committee, please contact the Chairman or the clerk. Resolution and appointments will come forth next month.
Correspondence. The following correspondence was accepted to be placed on file:

•Wis Department of Safety & Professional Services – requirements for use and occupancy of repurposed
•2015 Summary of Assessment - $716,213,900 (compared with $718,079,500 for 2014)
•Robert William Stracka – obituary notice with memorial service scheduled for Tuesday, August 18th
at 11:00 a.m. – Stella Maris Parish in Jacksonport. Zipperer extended appreciation to the Stracka family
for the time and effort Bob gave to the town, even as he was dealing with health problems. He will be
