BOARD OF SUPERVISORS' MEETING – MINUTES
Date: Monday, August 17, 2015
Location: Sevastopol Town Hall
4528 State Highway 57 (Institute), Sturgeon Bay, Wisconsin
Call to Order. Chairman Leo W. Zipperer called the meeting to order at 7:00 p.m.
Pledge of Allegiance. The Chairman asked all to rise and join in the Pledge of Allegiance.
Roll Call/Quorum. The following Board members were introduced and constitute a quorum: Supervisor Tony Haen, Supervisor Chuck Tice, Supervisor Dan Woelfel, Supervisor John Staveness and Chairman Zipperer.
Meet ‘n Greet – Public Participation. The following persons were also in attendance: Clerk/Treasurer Linda Wait, Jerry Voelker, Betty Van Bellinger, Richard Weidman and cable program director Laddie Chapman.
Agenda/proper notice/adopt. Motion by Tice and second by Staveness to adopt the agenda, as noticed. Motion carried.
Approval of Minutes. Motion by Haen and second by Tice to approve the Board of Supervisors’ meeting minutes of 7/20/2015. Motion carried.
Financial Reports. Motion by Woelfel and second by Tice to approve the financial reports for July 2015, including fund balances, budget versus actual YTD and transaction list. Motion carried.
Oral Committee Reports & Committee/Commission Minutes. Door County Tourism Zone Commission/Committee minutes of 6/18/2015 were accepted to be placed on file.
Licenses & Permits. The following permits were accepted to be placed on file: temporary Class B retailer license for Sevastopol Alumni Benefit softball tournament September 4-6; Door County zoning permits issued and Independent Inspections, Ltd. billing recap for July 2015.
A. Update on 2015 road work. Zipperer reported that all road construction projects have been completed, with some shouldering yet to be accomplished. Most of the tree, brush and stump issues have been addressed, with a few remaining. Zipperer also reported that a speed reduction along WD/Clark Lake Road has been recommended at the County level and the speed limit will be reduced to 45 mph starting at Nelson Lane and heading easterly toward the park.
B. Clark Lake shoreland damage claim. Upon the recommendation of Rural Mutual Insurance to disallow the property damage claim of Steve Koch at 5550 Butts Road, motion by Staveness and second by Woelfel to deny the Koch claim. Motion carried, unanimously.
C. Clark Lake/Dam and operation concerns. Zipperer said the matter is here as a continuing item in that Clark Lake Advancement Association President Bob Kufrin did come forward with several proposals on the operation of the dam. Any further concerns are to be referred to the Sevastopol Parks & Recreation Board.
D. Burning of unapproved materials and clean-up. Zipperer reported that the Wisconsin Department of Health has issued a clean-up of the illegal burn at the Roger Pfister property on Dunn Road, with the remains to be properly disposed of by August 15, 2015 – status report not available.
Continuing Business Items:
A. Legal services provided/review. The matter is on hold for now and will be addressed in the future.
B. Muskat property. Zipperer reported that clean-up costs could be substantial. There was discussion on contacting the owners in an effort to determine location and size of a known fuel storage tank on the property.
Approval of Vouchers / Bills / Claims. Motion by Tice and second by Haen to approve the vouchers, bills and claims for the period July 21, 2015 through August 17, 2015. Motion carried.
Ordinances and Resolutions:
• Road & Driveway Standards. Several towns are in the process of re-visiting the standards employed for town roads, private roads and driveways. Perhaps a revision in unison with those municipalities would make for uniform standards.
• Public Nuisance. Tice indicated that the County had set an August 31st deadline on one nuisance violation. The situation will be addressed after that date.
• Resolution No. 04-2015 TB “Board, Commission and Committee Appointments 2015-2017.” An updated resolution will be presented next month with the appointment of Ryan Brungraber to Parks & Rec and the deletion of Victoria Cerinich from the Plan Commission.
Correspondence. The following correspondence was accepted to be placed on file:
•Public Service Commission of Wisconsin – notice of fiscal year 2016 broadband expansion grants
•Door County Soil & Water Conservation Dept – confirmation of Brauer non-appeal to establish nonmetallic
•Door County Plat Book – available for $25. Clerk will order for each of the supervisors.
•State electrical code – uniform for commercial buildings; would not affect Door County
•Mi-Tech/Net-Lec utility construction notification of dark fiber from Whitefish Bay Road to Sevastopol
•Door County Tourism Zone Commission – Thursday, August 20th – 9:00 a.m. Sevastopol town hall
•Sevastopol School District Annual Mtg & Budget Hearing – Tuesday, August 25th – 6:30 p.m. at school
•Sevastopol School classes resume Tuesday, September 1st
•Labor Day softball games – September 5th & 6th at Institute town park
•Town Board of Supervisors’ meeting – Monday, September 28 – 6:00 p.m. town hall
•Zipperer announced that it is anticipated the County will cover the cost of new voting equipment for all municipalities.
