Date:                      Monday, October 27, 2014 - 7:00 p.m.

                              4528 State Highway 57 (Institute), Sturgeon Bay, Wisconsin

 Call to Order. Chairman Leo W. Zipperer called the meeting to order at 7:00 p.m.

 Pledge of Allegiance.  The Chairman asked all to rise and join in the Pledge of Allegiance; Don Freix did not participate.

 Roll Call/Quorum.  In addition to Zipperer, the following Board members were introduced and constitute a quorum:  Supervisor John Staveness, Supervisor Chuck Tice, Supervisor Dan Woelfel and Supervisor Dick Weidman.

 Meet ‘n Greet – Public Participation.  Also present: clerk/treasurer Linda Wait, Tim Klemm, Christina Klemm, Lydia Klemm, Don Freix, Dean Hoegger, Dale Konkol, Armando Zeledon, Tom Pollock and cable program director Laddie Chapman.  Freix questioned the agenda sequence as to public participation and Zipperer clarified it allows public comment on items that may not be on the agenda.

          Wait extended a thank you to 911 Lawn Care/Randy & Linda Schultz for their contribution of mulch to the town park.

 Agenda/proper notice/adopt.  Motion by Tice and second by Woelfel to approve the agenda, as noticed.  Motion carried.

 Approval of Minutes.  Motion by Woelfel and second by Staveness to approve the Board of Supervisors’ meeting minutes of September 22, 2014, with spelling correction of “Hoegger.”  Motion carried.

 New Business– discussion/action:

 1)Hitching Post Café & Pub, Inc. – application for combination Class B (beer & liquor) alcohol

beverage license at 4849 Glidden Drive.  Wait reported that all paper work was in order, notice has been published, fire inspection complete and that the pro-rated license fees have been paid.  Tim Klemm indicated that the current holder of the license, McClellan Holdings, LLC, would participate in the surrender of their license.  The Hitching Post will be open every day, except Tuesdays, serving breakfast, lunch and dinner.

          Motion by Woelfel and second by Staveness to approve the granting of a combination class B alcohol beverage license to the Hitching Post Café & Pub, Inc., for the period ending June 30, 2015, conditioned upon the surrender of the McClellan license.  Motion carried, unanimously.

 Financial Reports September 2014.  Pending clarification on account balances and transfers, the financial reports will lay over to next month.

 Oral Committee Reports & Committee Minutes.  The following meeting minutes were accepted to be placed on file:  Park & Recreation Board of 6/11/2014, Property Management Committee of  9/9/2014 and 10/2/2014, Door County Tourism Zone Commission of 8/21/2014 and 9/18/2014.

 Licenses & Permits.  Independent Inspections, Ltd. billing recap for building permits and Door County zoning permits issued September 2014 were accepted to be placed on file.  A temporary Class B (picnic) license was issued to Door Devils Motorcycle Club for their Halloween party on October 25-26, 2014.

 Pending Business– status/discussion/action:

 1)Implements of Husbandry (ag vehicles).   Zipperer said there will be a presentation at Kewaunee County fairgrounds on November 4thand 5th.  He is also aware that Door County Highway Commission John Kolodziej plans to sponsor an explanation of IoH requirements and obligations of the towns.   Perhaps a meeting and discussion with other Door County town boards might be in order.  The matter will continue as an agenda items as more information is gathered.

 2)2015 Budget proposal.  As a result of the budget work session held on October 22nd, the proposed 2015 budget has been published and posted.  It is also available on the town’s website.  The budget hearing and special town elector meeting to approve the levy will be held on Monday, November 17th, beginning at 6:00 p.m.

 Resolutions & Ordinances– discussion action:

Ordinance No. 2014-01 “Ordinance Prohibiting Application of Liquid Animal Manures and Agricultural Wastewater Using Spray Irrigation Systems.”  The matter has been discussed by the Property Management Committee and has been an agenda item for several months.  There was some discussion on differentiating between vegetable and/or fruit processing waste versus agricultural waste.   Exceptions might be addressed with a permit process.

          Motion by Tice and second by Weidman to adopt Ordinance No. 2014-01 prohibiting the application of liquid manure and agricultural wastewater using spray irrigation systems.  Motion carried, unanimously, by roll call vote (Staveness, Weidman, Tice, Zipperer, Woelfel-aye).


Resolution No. 03-2014-TB “Resolution Authorizing Appointment of Special Registration Deputies”.   Wait explained that qualified electors may be appointed to serve as registration deputies, as needed, during certain busy election terms.  The deputies would be appointed on a case-by-case basis to conduct voter registration only.  Motion by Staveness and second by Tice to approve Resolution No. 03-2014-TB.  Motion carried, unanimously.

 Approval of Vouchers, Bills & Claims.  Motion by Tice and second by Weidman to approve the vouchers, bills and claims for the period 9/23/2014 through 10/27/2014.  Motion carried.

 Correspondence.  The following correspondence was accepted to be placed on file:

? Door County Humane Society – thank you for donation of $1,500

? Wis Department of Administration – final estimate of 1/1/2014 population at 2,662

? Door County Highway Department 2015-2017 proposed capital improvement projects, to include County B/Bay Shore Drive, County T/Glidden Drive, County HH/Cherry & Reynolds Roads

? Sevastopol School District – 2014 tax levy of $3,299,813

? Northeast Wisconsin Technical College – 2014 tax levy of $565,115.44

? Brown County Citizens for Responsible Wind Energy – news release on Shirley Wind turbines

? American Transmission Co. – projects in Northeast Wisconsin

? Wis Great Lakes Chronicle 2014 – feature on Egg Harbor beach & marina improvements


? Public test for fall election – Wednesday, October 29th– 9:00 a.m.

? Turkey Trotat Sevastopol town park – Saturday, November 1st– 9:30 a.m.

? General Election– Tuesday, November 4th– polls open 7:00 a.m. – 8:00 p.m.

? Sevastopol Historical Society “Salute to Veterans” - Sunday, November 9th– 1:00 p.m.

? Door County Coastal Byway Council – Wednesday, November 12th– 8:30 a.m.

? 2015 Budget Hearing/Special/Board meetings– Monday, November 17th– 6:00 p.m.

? Per request, Wait provided an explanation of “absentee” voting and “early” voting.  Wisconsin offers absentee (absent on election day) voting, by mail or in person, in which the ballot is secured in an envelope, kept in safekeeping and processed on election day by election officials.  Some states refer to it as early voting, in which the ballot is cast in person and perhaps inserted directly into a tabulator for processing on election day.  There is really no difference.

 Items for Next Agenda.  Items may be addressed to the Chairman or clerk.

 Adjourn.  Motion by Woelfel and second by Staveness to adjourn.  Motion carried and the meeting adjourned at 7:48 p.m.
