BOARD OF SUPERVISORS' MEETING – MINUTES
Date: Monday, December 15th2014 - 7:00 p.m.
Location: Sevastopol Town Hall Meeting/Community Room
4528 State Highway 57 (Institute), Sturgeon Bay, Wisconsin
Call to Order. Town Board Chairman Leo W. Zipperer called the meeting to order at 7:00 p.m.
Pledge of Allegiance. The Chairman asked all to rise and join in the Pledge of Allegiance.
Roll Call/Quorum. In addition to Zipperer, the following Board members were introduced and constitute a quorum: Richard Weidman, Chuck Tice, Dan Woelfel and John Staveness.
Meet ‘n Greet – Public Participation. Also present: cable TV program director Laddie Chapman, clerk/treasurer Linda Wait, Independent Inspections Ltd. building inspector Brett Temme and Door County Sheriff Deputy Brad Shortreed.
Agenda/proper notice/adopt. Motion by Tice and second by Woelfel to approve the agenda, as noticed. Motion carried.
Approval of Minutes. Motion by Tice and second by Staveness to approve the Board of Supervisors’ meeting minutes of November 17, 2014. Motion carried.
Financial Reports – November 2014. The financial reports for November 2014, including fund balances, budget and actual YTD and transaction list, were accepted to be placed on file.
Oral Committee Reports & Committee Minutes
Tice reported that some changes in our room tax collection ordinance may be forthcoming to help with the permitting and collection process.
The following minutes were accepted to be placed on file: Property Management Committee of 10/14/2014 and Door County Tourism Zone minutes of 10/16/2014 and 11/7/2014.
Licenses & Permits. Independent Inspections, Ltd billing recap for November 2014 was accepted to be placed on file.
Pending Business – Discussion/action:
A. Schauer Road – project recap. The reconstruction of Schauer Road within Sevastopol is now complete. The multi-government project was initiated in 2010, divided into two sections for a total of 1.113 miles at a cost of $217,732. A thank you was extended to the following financial contributors: Wisconsin DNR-$74,645, Wisconsin LRIP-$19,572, Door County Parks-$46,000and the Town of Sevastopol-$77,515.
B. Street lighting – locations & replacement of fixtures. Information provided by Wait indicates 27 street lighting fixtures with WPS and 9 high pressure sodium fixtures with Sturgeon Bay Utilities throughout the Town. SBU Supervisor Jason Bieri provided samples of LED fixtures and indicated that lights costs could be reduced up to 50% using LED bulbs. He suggested that as fixtures and bulbs need replacing, the Town might consider upgrading to the LED fixtures. Deputy Shortreed commented that lighted intersections do help with safety issues for nighttime events.
C. 2015 meeting schedule. February meeting rescheduled to the 23rd; final version will be brought back next meeting.
New Business Items – Discussion/action:
A. Independent Inspections, Ltd. – renewal contract for building inspection services. Building inspector Brett Temme reported that there are no changes in the terms of the renewal contract nor change in the fee schedule from the current contract. Motion by Tice and second by Staveness to approve the Agreement for Services for the period 2/1/2015 through 1/31/2016. Motion carried.
B. Cable program director and videographer agreements – renewal of services. Following discussion, motion by Weidman and second by Staveness to approve the Extension of Independent Contractor Agreement for the period 1/1/2015 through 12/31/2015 at a rate of $567 per month. Motion carried. Weidman will call a meeting of the PEG-Cable Channel Committee to discuss renewal of the videographer’s agreement for 2015 and bring back to the Board for approval.
C. Clerk/treasurer employment agreement – renewal. Motion by Woelfel and second by Staveness to approve the conditions of employment for the clerk/treasurer for the period 1/1/2015 – 12/31/2015, including hours, time off and compensation. Motion carried.
D. Schenck SC – engagement letter for 2014 audit & financial statements. Motion by Woelfel and second by Tice to approve the letter of understanding for audit and financial services for the year ended December 21, 2014. Motion carried.
E. Appointment of Board of Canvassers for term January 1, 2015 – December 31, 2016. Wait has renewed appointments to the municipal board of canvass for the 2-year term ending 12/31/2016 and will notify said appointees.
F. Implements of husbandry (IoH) and agricultural commercial motor vehicles (Ag CMV) – policy. Motion by Tice and second by Woelfel to adopt the policy governing IoH and Ag CMV operations on roads within the Town of Sevastopol effective 1/15/2015. The policy will abide with Wisconsin Act 377 and sets forth single axle weight limits of 23,000 pounds and gross weight on 5 or more axles at 92,000 pounds. Applicants wishing to exceed weight table limits will use a “no fee permit application” on forms as established by the Wisconsin Department of Transportation. Motion carried.
G. Brigham property on East Town Line Road – driveway. Attorney Darryl Deets, on behalf of Brigham, requests replacement of a driveway which was removed from his property on East Town Line Road, westerly of West Shore Drive. Zipperer said the driveway had been removed due to water backup and had been installed without a permit and without a culvert. Attorney Deets also proposed a sale of the property to the Town. Following discussion, motion by Weidman and second by Staveness to deny the request for reinstatement of the driveway. Motion carried, unanimously. Zipperer will pen a response to Attorney Deets.
Approval of Vouchers / Bills / Claims. Motion by Weidman and second by Tice to approve the vouchers, bills and claims for the period 11/18/2014 through 12/15/2014. Motion carried.
Correspondence. The following correspondence was accepted to be placed on file:

? Charter Communications – broadcast TV surcharge increase from $5 to $5.24
? Charter Communications – franchise fee receipts of $7,784.26
