TOWN OF SEVASTOPOL Door County, Wisconsin BOARD OF SUPERVISORS’ MEETING MINUTES Monday, October 24, 2005 - Meeting Room, Modular Building at Sevastopol Schools 4550 STH 57, Sturgeon Bay, Wisconsin Call to Order: Chairman Leo Zipperer called the meeting to order at 7:00 p.m. Pledge of Allegiance: Chairman asked all to rise and join in reciting the Pledge of Allegiance. Establish Quorum/Roll Call: Roll call was taken. Chairman Leo Zipperer, Supervisors Tom Girman, Jo Ann Schley, John Staveness, Dan Woelfel and Clerk/Treasurer Linda Wait were in attendance. Door County Sheriff’s Department – Deputy Report: None. Citizen Concerns: Girman reminded citizens that permits are being issued for burn barrels, on an annual basis expiring January 31st of the following year. Permits can be obtained from any of the Supervisors or fire marshals, along with a copy of the pertinent sections from the Door County Burn Ordinance. Notice was recently published in the Advocate; there is no fee and holders of the burn barrel permit are not required to notify the Fire Department. Carl Scholz expressed concern that we budget for property acquisition for future needs. Zipperer responded that designated funds for property/building needs are included in the proposed budget. Pat Miller asked about the meeting schedule for 2006 and if Open Book and Board of Review could be scheduled for Friday to better accommodate residents. Zipperer responded that we will attempt to avoid Town meetings falling on the same night as School Board and will look at a Friday and/or Saturday schedule for Open Book and Board of Review, due to the complete revaluation which will take place in 2006. Presentation of Agenda/Properly Noticed: The Clerk stated that the agenda was properly noticed. Motion by Schley and seconded by Staveness to adopt the agenda. Motion carried. Correspondence: 1) With regard to the Zahn petition for zoning amendment, the Door County Resource Planning Committee will require the petitioner (Zahn) to incur the cost of the wetland delineation and survey prior to submitting the matter to the County Board for final action. 2) The Door County Board of Realtors recently created a Local Government Affairs Analyst (LGAA) position and hired GBH Consulting/Mariah Goode as the LGAA. The main purpose of the LGAA is to keep the Board of Realtors informed regarding local public policy issues impacting the real estate industry. 3) Wisconsin Department of Commerce-explanation of fire dues distribution and process. Audit forms will be mailed in January of 2006. 4) UW-Extension-notice of teleconference educational series for local government officials. 5) Bay-Lake Regional Planning Commission-notice of “Misconceptions of Comprehensive Planning” mini-conference to be held October 28, 2005. 6) Bay-Lake Regional Planning Commission-Newsletter with Calendar of Events. 7) Door County Treasurer-Notice of increased fees for collection of property taxes. 8) Independent Inspections, Ltd.-Notice of building inspection reports available to municipality, including non-compliant and expired permits. 9) Independent Inspections, Ltd.-Billing recap for building permits issued September 2005. 10) Door County Planning Department-Zoning permits issued August-September 2005. 11) Sturgeon Bay Fire Department-September 2005 Fire Report. By consensus, all correspondence was accepted and will be placed on file, without any item being referred to a specific committee for further review or action. Minutes: Motion by Staveness and seconded by Woelfel to approve the minutes of Board of Supervisors held on September 26, 2005. Motion carried. Clerk/Treasurer Monthly Reports/Vouchers/Bills Claims: Motion by Woelfel and seconded by Schley to accept the treasurer’s report for September 2005. Motion carried. Vouchers/Bills/Claims: Motion by Woelfel and seconded by Girman to approve vouchers, bills and claims for September 2005. Motion carried. Oral Committee Reports: PEG – Cable Channel Committee. Girman indicated that the franchise agreement as drafted by Brilliant Cities has been submitted to the Town attorney for review and comment. With regard to the purchase of additional equipment for improved sound and video quality, Camera Corner of Green Bay has been asked to submit a proposal. Committee Minutes: The Dam, Park and Rec Committee minutes of September 13, 2005 and the Comprehensive Plan Committee minutes of August 24, 2005 were accepted and placed on file. Pending Business: 1) Municipal Taxpayer Commission. Zipperer reported that there was no meeting in October and the future of MTC is uncertain at this point. 2) Road Work 2005. Due to finances, Haberli (from South Brauer to Ploor) and Whitefish Bay (from 42 east ½ mile) will not be completed this year. Also, as this is a contract renewal year for the Door County Highway Department, any settlement will be retro-active and may result in additional charges for us. 3) Brilliant Cities. Jaime Forest’s letter of October 14, 2005 included information as to the October status of municipal franchise agreements throughout Door County. (See Girman oral committee report, above.) 4) Newsletter. Woelfel expanded and refined his list of suggested newsletter articles for the next edition and made assignments accordingly. Articles should be submitted by the end of November. Ideas, comments and suggestions are always welcome. 5) Residential Curbside Trash/Recycling Collection. Woelfel submitted a draft “survey” that might be sent out to households in the Town. Zipperer reported on the cost proposals received from Going Garbage, Onyx and Waste Management, with prices ranging from $9.10 to $14.99 per month. Discussion followed on collection, methods of payment, how to solicit input (survey versus referendum) and the effect of placing a special charge on the budget. Zipperer also invited comments and input from those present. Motion by Woelfel and seconded by Girman to table the matter indefinitely. Motion carried. 6) Comprehensive Planning. Schley had sent a letter to various planning consultants to help determine their availability, costs and willingness to assist our Town with a planning process. Those responses will be discussed at the next meeting of the Comprehensive Plan Committee to be held on Wednesday, October 26th. New Business: Snow Removal Policy 2005/2006. Zipperer reported that the Door County Highway Department will now only provide snow plowing on private driveways on a regular basis, and will no longer be done on a “when called” basis. Property owners will continue to have the option of having their driveway sanded on a “regular” or “when called” basis. The drop charge will be increased from $20 to $30 and owners will be charged for labor, equipment and materials. Sonya Jorns has agreed to continue as our “go to” person for snow removal agreements and may be reached at 746-2511 or at 743-5900. Authorize Summary of Proposed 2006 Budget for Public Hearing. The proposed budget submitted as a result of the Work Session held on October 4, 2005 was reviewed and discussed, with each revenue and expenditure item being addressed. The proposed budget is $911,300 with a general property tax of $502,854, expected revenues of $308,446 and $100,000 of unreserved funds to be applied. The tax levy will be set at the Special Hearing to be held on Monday, November 14th. Motion by Schley and seconded by Zipperer to apply $75,000 rather than $100,000 of unreserved funds to the proposed 2006 budget. Following discussion, motion defeated (Schley, Zipperer-aye; Girman, Staveness, Woelfel-nay). Motion by Girman and seconded by Woelfel to apply $83,000 of unreserved funds to the proposed 2006 budget. Motion carried (Girman, Staveness, Woelfel-aye; Schley, Zipperer-nay).
