TOWN OF SEVASTOPOL Door County, Wisconsin BOARD OF SUPERVISORS’ MEETING MINUTES Monday, August 22, 2005 - Meeting Room, Modular Building at Sevastopol Schools 4550 STH 57, Sturgeon Bay, Wisconsin Call to Order: Chairman Leo Zipperer called the meeting to order at 7:00 p.m. For the benefit of those not here last month, the Chairman pointed out the new flag, stand and staff with plaque which is posted in recognition of former Supervisor Don Haen. He also noted the reconfiguration of the meeting room and the addition of the conference table and chairs from the surplus auction at the Door County Highway Department. We also acquired approximately 190 feet of galvanized pipe for use in placing road signs. Pledge of Allegiance: Chairman asked that all please rise to recite the Pledge of Allegiance. Establish Quorum/Roll Call: Roll call was taken. Chairman Leo Zipperer, Supervisors Tom Girman, Jo Ann Schley, John Staveness, Dan Woelfel and Clerk/Treasurer Linda Wait were in attendance. Door County Sheriff’s Department – Deputy Report: The initial “Meet the Deputy” format was instituted in 2004; however no one has made an appearance since December 2004. The Sheriff’s Department will be contacted to see if they wish to continue being included on our monthly agenda. Citizen Concerns: Charlie Jarman indicated he was recently appointed to the Board of the Door County Property Owners and expressed his concurrence with the decisions of the Planning and Zoning Committee earlier this evening and hopes we can focus on changing process for reviewing requests. Presentation of Agenda/Properly Noticed: The Clerk stated that the agenda was properly noticed. Motion by Staveness and seconded by Schley to adopt the agenda. Motion carried. Correspondence: 1) Updated pages of the Door County Zoning Ordinance as relates to exempting pad-mounted utility installations from setback requirements. 2) Notice of Wisconsin Motorcycle Memorial formal dedication on Saturday, August 27th, 2005. The memorial is located at 4758 Mathey Road. 3) Charter Communications a review of their services and investment in Door County. 4) Door County Soil & Water Conservation Department notice to Joseph Parent of suspension of Nonmetallic Mining Reclamation Permit for Schmock Pit. 5) Emergency Management of Door County – notice of First Responder Equipment Grant Availability. 6) Wisconsin Department of Administration 2006 Wisconsin Comprehensive Grant Program and informational workshops. 7) Construction permits 7/1/05 – 7/26/05 from Door County Planning Department. 8) July 2005 Billing Recap from Independent Inspections, Ltd., Building Permits. 9) Sturgeon Bay Fire Department July 2005 Report. The correspondence was accepted and placed on file, without referral to a specific committee for further review or action. Minutes: Motion by Woelfel and seconded by Schley to approve the minutes of the July 18, 2005 Board of Supervisors’ meeting. Motion carried. Clerk/Treasurer Monthly Reports/Vouchers/Bills Claims: Motion by Schley and seconded by Girman to accept the treasurer’s report and approve vouchers, bills and claims for July 2005. Motion carried. Oral Committee Reports: None. Committee/Board Minutes: The Dam, Park and Rec Committee minutes of July 17, 2005 and the Fire/Rescue Services Committee minutes of May 19, 2005 were accepted and placed on file. Pending Business: 1) Municipal Taxpayer Commission. Zipperer read an email received from Charlie Most, indicating that our effort to put some minimal restraint on the WTCS’s ability to use the property levy as a slush fund was vetoed out of the Biennium Budget by Governor Doyle. The group will be meeting soon to discuss the future course of action. 2) Road Work 2005/Street Signs. Most of the roadwork has been accomplished. Haberli (from South Brauer to Ploor) and Whitefish Bay (from 42 East ˝ mile) are on hold for now. The Town employees are in the process of replacing street signs. 3) Long Range Capital Expenditures/Five Year Plan. No comments have been received during the past month. This item will be included in the September agenda and in the October budget work session. Woelfel mentioned the possibility of grant funds for the Whitefish Bay launch/ramp. 4) NWTC – First Quarter Payment 2006. Girman felt the issue should be pursued and see what the MTC group intends to do. 5) Burning Permits. Zipperer said the Sturgeon Bay Fire Chief encouraged the issuance of a one-time burn barrel permit so that we can maintain records of those permit holders. Girman said the matter will be submitted at the next Fire/Rescue Services Committee meeting with the suggestion that only Supervisors issue the annual permits. He said that complaints will be investigated and notice will be provided to the public. New Business: [deviation from order] 5) Board of Adjustment/Resource Planning Committee Recommendations: b) Gail Zahn, et al. – Petition for Zoning Amendment. The Sevastopol Planning & Zoning Committee recommended approval by the Town Board of the Zahns’ petition for re-zoning of 8.47 acres from Countryside (CS) to Commercial Center (CC). This property is located at 5590 Gordon Road, bordered by Highway 42/57 and Old Highway Road. Motion by Schley and seconded by Girman to recommend approval of the Zahns’ petition to the Resource Planning Committee. Motion carried. a) Thomas & Ruth Hansen-Application for Conditional Use Permit. The Hansens propose an addition (2-story) to an existing main residence at 5433 Bay Shore Drive. They recently received approval from the Door County Board of Adjustment on their request for a variance as to setback. Motion by Staveness and seconded by Woelfel to recommend approval of the Hansens’ petition to the Resource Planning Committee. Motion carried. 3) Sesquicentennial Celebration 2009. Having contributed to the Sevastopol High School 75th anniversary celebration, Cheryl Pfister will explore ideas for the Town of Sevastopol to celebrate its 150th anniversary. This could include a history book and other special events. We could start soliciting input in the next issue of our newsletter. 1) Brilliant Cities. Alan King of Brilliant Cities submitted correspondence and a preliminary draft Cable Television Franchise Agreement. After review and discussion, motion by Schley and seconded by Staveness to refer this matter to the PEG-Cable Channel Committee. Motion carried. 2) Water Rescue Agreement with Jacksonport. The Town of Jacksonport Fire Chief has asked for a review of the current Contract for Water Rescue Operations which was put in place in 2001. The matter will be brought back next month. 4) “Entering Town of Sevastopol” Signage. Some of the adjacent towns have signs in place on County highways indicating boundaries and entrance. To be posted on all town and county roads, approximately 22 signs would be needed. The matter will be brought back at budget time. 6) Population Statistics. The Wisconsin Department of Administration preliminary estimate of the January 1, 2005 population for the Town of Sevastopol is 2,798. This represents a change of 131 persons (4.91%) since the 2000 census. 7) County Equalization Report. The Wisconsin Department of Revenue provided the 2005 County Equalization Report, Apportionment Report, Assessment/Sales Ratio Analysis and Sales Summary Report. The 2005 equalized value for Sevastopol is $597,435,300, compared with $553,771,500 in 2004. Resolutions: 05-2005TB Memo of Understanding (MOU)– Statewide Voter Registration System (SVRS). The MOU is entered into with the County of Door to provide efficient and cost-effective implementation of the SVRS and compliance with the Help America Vote Act of 2002. Motion by Schley and seconded by Woelfel to approve Resolution 05-2005TB. Motion carried.
