TOWN OF SEVASTOPOL Door County, Wisconsin BOARD OF SUPERVISORS' MEETING MINUTES Monday, May 16, 2005 - Meeting Room behind Sevastopol Schools 4550 STH 57, Sturgeon Bay, Wisconsin Call to Order: Chairman Leo Zipperer called the meeting to order at 7:00 p.m. Establish Quorum/Roll Call: Roll call was taken. Chairman Leo Zipperer, Supervisors Tom Girman, Jo Ann Schley, John Staveness, Dan Woelfel and Clerk/Treasurer Linda Wait were in attendance. Door County Sheriff's Department-Deputy Report: None. Citizen Concerns: Bob Stracka reported that the DNR has granted the funds for the Clark Lake watershed study to begin this summer through December 2007. The DNR will also be conducting a fishery survey. Bob expressed his thanks to the Board for getting the study in motion and will keep us informed as to the progress. A copy of the agreements will be placed on file with the Clerk. Pat Miller hoped that, despite the proposal to repeal Smart Growth, the Town would continue development of a plan. Presentation of Agenda/Properly Noticed: The Clerk stated that the amended agenda was properly noticed. Motion by Girman and seconded by Woelfel to adopt the agenda. Motion carried. Correspondence: 1) From the Door County Planning Department, updated pages of the Door County Zoning Ordinance relating to adding Town Halls/Community Centers (Town of Union only) as permitted use in Natural Area. 2) From Door County Planning Department, notice of informal site-plan review meeting to be held on Tuesday, June 14th at 5:15 p.m., Door County Courthouse. Fred Pesch has applied to establish a farm implement sales and service facility at 5396 County T, to be located in an existing building. 3) Notice of public hearing for Zoning Text Amendment regarding exempt certain public utility facilities from setback requirements. 4) Notice of Timber Cutting - Schrank and Schmidt. 5) From Department of Revenue, notice of removal of personal property assessment-NEA, Inc. 6) From the Door County Department of Community Programs, a copy of the 2004 Annual Report outlining programs and services, and notice of Public Participation meeting to be held August 10, 2005 at 6:30 p.m., in County Board room. 7) From Bay-Lake Regional Planning Commission, request to complete survey to help identify and prioritize local issues. 8) Independent Inspections, Ltd. - Building recaps for February and March 2005. 9) Door County Planning Department - Construction permits for February and March 2005. By consensus, all correspondence was accepted and will be placed on file, without any item being referred to a specific committee for further review or action. Minutes: Motion by Staveness and seconded by Woelfel to approve the minutes of the April 18, 2005 Board of Supervisors' meeting. Motion carried. Clerk/Treasurer Monthly Reports: Motion by Girman and seconded by Staveness to accept the treasurer's report for April 2005 and place on file. Motion carried. Vouchers/Bills/Claims: Motion by Schley and seconded by Woelfel to approve the vouchers, bills and claims for the month of April 2005. Motion carried. Committee/Board Minutes: The Dam, Park and Rec Committee minutes of April 4, 2005 and the minutes of the Planning & Zoning Committee minutes of January 19, 2005 were accepted and placed on file. Special Report: 7:15 p.m. Doug Jorns reported on the snowmobile trail system maintained in our area by the Door Pioneer Trailblazers Snowmobile Club. Door County Parks Director George Pinney had reminded club members that they should obtain the permission of municipalities for using roads not plowed during the winter season. These roads include Strand, Old Highway and East Martin in our Town. Zipperer suggested that Doug present a sample ordinance for review by the Town. Oral Committee Reports: Schley reported that due to lack of a quorum, the Sevastopol Planning & Zoning Committee did not conduct a meeting this evening Pending Business: 1) Sturgeon Bay Fire Department. The April 2005 Fire Report was received and reviewed. There were 11 calls in April. Staveness reported on the "Mock Disaster Drill" held at Sevastopol High School on Friday, May 13th, and gave thanks to the following for their participation: C&W Auto, Sturgeon Bay Fire Department, Eagle 3 Helicopter, SADD teachers and students, Linda Schultz and Huehns Funeral. 2) Smart Growth. Schley reported that Committee members will be appointed soon, with an initial meeting to be called shortly thereafter. 3) Building Permits-Enforcement and Fee Schedule. Zipperer reported that he had met with Building Inspector Brett Guilette and contact will be made in the three instances of non-compliance which involve unfinished projects. 4) Newsletter. Woelfel reported that we continue to receive compliments on our first issue. A letter of thanks was forwarded to Dave Woelfel, owner of Lone Wolf Graphics, for their able assistance in this venture. 5) Municipal Taxpayers Commission. The minutes of February 17 and April 28 MTC meetings will be placed on file. Woelfel attended the April 28 meeting which included a presentation by Lane Kendig and discussion on important issues facing Door County (aging population, affordable housing, better paying jobs). Woelfel said that MTC hoped to host an event to expand knowledge and interest to the other communities in Door County. There is an informational meeting scheduled for May 25th in Sister Bay. Girman suggested we look at the comprehensive plans recently completed by other municipalities in Door County. The next MTC meeting is scheduled for June 23rd in Baileys Harbor. 6) Door County Outdoor and Refuse Burning and Fireworks Ordinance. Zipperer said this matter was coming before the Administrative Committee on Tuesday, May 17th. There was some discussion on reducing from 300 to 100' the setback on outdoor wood furnaces from adjoining property. New Business: 1) Revaluation (RFP) for Year 2006. Zipperer reported that the last revaluation was conducted in 1998 at a cost of approximately $107,098. We have received one bid from Associated Appraisal Consultants, Inc. for the 2006 revaluation for a cost of $117,400 which is within the budgeted amounts. Motion by Woelfel and seconded by Schley to accept the proposal of Associated Appraisal Consultants, Inc. to conduct the 2006 revaluation. Motion carried. 2) Road Work Authorization 2005. Zipperer reported on the roads identified during the road inspection tour conducted on Saturday, May 14th, and areas that needed work. (See minutes of Road Inspection Tour attached.) These items will be submitted to the Door County Highway Department for cost estimates and then reviewed by the Board. Motion by Woelfel and seconded by Schley that the paving work be given to the Door County Highway Department, with final determination for roadwork selection based upon the costs. Motion carried. Resolutions: 02-2005 TB Committee Appointments. 03-2005 TB 2004 Budget Allocation/Use 04-2005 TB Administrative Costs. At the request of the Chairman and because the Board members did not have an adequate opportunity to review the proposed resolutions, motion by Schley and seconded by Girman to table these resolutions to the next regular Board of Supervisors' meeting to be held on June 20, 2005. Motion carried. Announcements: The Fire/Rescue Services Committee will meet on Thursday, May 19th at 6:30 p.m. The Door County Highway Commission will host a fish boil on Tuesday, May 24th at noon. The Door County Unit of Wisconsin Towns Association is scheduled to meet on Thursday, June 16th at 7:00 p.m. in Egg Harbor. The next regular Board of Supervisors' meeting will be held on Monday, June 20th at 7:00 p.m. Agenda Items for Next Meeting: Mike Standish and Jim Bunning, from Bay Shore Property Owners Association will address the Board. Long Range Capital Expenditure Plan Volunteers to serve on Property/Maintenance and other Committees still welcome.
