TOWN OF SEVASTOPOL Door County, Wisconsin BOARD OF SUPERVISORS' MEETING MINUTES Monday, March 15, 2004 Town Meeting Room behind Sevastopol Schools 4550 STH 57, Sturgeon Bay, Wisconsin Call to Order: Vice Chairman Tom Olsen called the meeting to order at 7:01 p.m. Establish Quorum/Roll Call: Roll call was taken. Supervisors Tom Girman, Tom Olsen, Jo Ann Schley, Jerry Worrick and Clerk/Treasurer Linda Wait were in attendance. Chairman Leo Zipperer was excused. Citizen Concerns: George Pinney, Door County Parks Director, presented a rough drawing and brief summary on proposals to expand the safe boating facilities at the Olde Stone Quarry County Park located at 4879 Bay Shore Drive/County B. The proposals would expand the harbor and shore fishing capacity, increase launch lanes to 6, provide for additional vehicle-trailer parking (including parking area on east side of Bay Shore Drive). With State and Federal funding, the County will not need to contribute to the cost. There will be a public information meeting on Wednesday, April 7th. Presentation of Agenda/Properly Noticed: The Clerk stated that the agenda was properly noticed. Motion by Schley and seconded by Worrick to adopt the agenda. Motion carried. Correspondence: 1) Department of Natural Resources-Managed Forest Law Transfer Order for 49.77 open acres, from Steven W. Schaefer to Nature Conservancy of Wisconsin. 2) Thank you from Barbara Bunning/Bay Shore Property Owners Association for taping and airing of Town Board meetings on Channel 19. 3) Letter from Charter Communications explaining additional franchise fees due Town for the period 2000-2003 and check in the amount of $453.77. 4) Notice from Charter Communications to implement price adjustment for basis service, from $14.19 to $16.23. 5) Notice of "Collaborate Wisconsin-The Future of State and Local Government" to be held on March 30, 2004, St. Norbert College, Green Bay. 6) Notice of Northeast Wisconsin Technical College District Board Appointment Vacancies (one member to represent Brown/Outagamie, one member to represent Door County, and one member to represent Oconto County). Appointments will be made effective July 1, 2004. 7) Wisconsin Towns Association Legislative Alert- SB87 to modify current annexation laws and AB551 to allow Town approval of county development/comprehensive plan. 8) From Ken Pollock, Door County Addressing Specialist, notice of road name sign maintenance and location clarification (road, lane, directional and compass designation). 9) Zoning Text Amendment re: Tree Island/Parking Requirements and Campgrounds in Recreational Commercial Zoning District. Minutes: Motion by Girman and seconded by Schley to approve the minutes of the February 16, 2004 Board of Supervisors' meeting and place on file. Motion carried. Clerk/Treasurer Monthly Reports: The treasurer's report for February 2004 was accepted and will be placed on file. Motion by Worrick and seconded by Girman to approve the treasurer's report and vouchers. Motion carried. Oral Committee Reports: None. Committee/Board Minutes: Motion by Schley and seconded by Olsen to accept the Sevastopol Dam, Park & Rec Committee minutes of February 9, 2004. Motion carried. There was discussion on the compensation and coverage issue for those assisting with the Clark Lake Dam. The Clerk will check with our Rural Insurance agent, Del Herrbold, on coverage. Continued/Pending Business: 1) Town Planning & Zoning Committee: (i) Petition for amendment to detailed zoning map Town of Sevastopol from Estate (ES) to Small Estate (SE)-140 acres on West Jorns Lane. In response to the Door County Planning Department's February 24, 2004 request for additional information and answers, Olsen had submitted his letter dated March 6, 2004. Olsen stated the matter would come before the next Resource Planning Committee in March for consideration and decision. (ii) Hansen-petition for zoning ordinance variance to encroach into setback from town road. This public hearing will be held on March 23, 2004 at 6:30 by the Door County Board of Adjustment. 2) Municipal Taxpayer Commission. Acknowledged receipt of the February 12, 2004 minutes and agenda for March 12, 2004 meeting at Ephraim Administration Building. New Business: 1) Door County Planning Department - Construction Permits. The construction permits for February 2004 were accepted and placed on file. 2) Independent Inspections Ltd. - Town Building Permits. The building permits and recap for February 2004 were accepted and placed on file. 3) Alcohol Beverage License Application: Pat Welsing/Welsing's Foodland. Acknowledged receipt of original alcohol beverage license application from Pat Welsing d/b/a Welsing's Foodland (purchaser of Kersher's Foodland), 4436 Whitefish Bay Road, and proper notice through publication. Motion by Schley and seconded by Girman to approve the granting of Class A (beer and liquor) license for the period April 1, 2004 ending June 30, 2004. Motion carried. Special Reports/Announcements by Vice Chairman: Spring Election-Tuesday, April 6, 2004, polls open 8 am to 8 pm. Annual Meeting-Tuesday, April 13, 2004 beginning at 7:30 pm Next Board of Supervisors' Meeting, Monday, April 19, 2004 at 7:00 pm Agenda Items for Next Meeting : Olde Stone Quarry Park Adjourn: Motion by Worrick and seconded by Girman to adjourn.
