TOWN OF SEVASTOPOL Door County, Wisconsin BOARD OF SUPERVISORS’ MEETING MINUTES Monday, December 15, 2003 Town Meeting Room behind Sevastopol Schools 4550 STH 57, Sturgeon Bay, Wisconsin Call to Order: Chairman Zipperer called the meeting to order at 7:00 p.m. Establish Quorum/Roll Call: Roll call was taken. Chairman Leo Zipperer, Supervisors Tom Girman, Tom Olsen, Jo Ann Schley and Clerk/Treasurer Linda Wait were in attendance. Supervisor Worrick was excused. Public Participation: None. Presentation of Agenda/Properly Noticed: The Clerk stated that the agenda was properly noticed. Motion by Olsen and seconded by Girman to adopt the agenda. Motion carried. Correspondence: 1) On November 24, 2003, Chairman Zipperer forwarded a letter to Highway Commission John Kolodziej requesting an inspection and assistance regarding the hazardous situation just north of the junction of CTH T on STH 57 at the entrance to Kerscher’s Foodland due to the lack of a passing lane. This concern will be reviewed with Department of Transportation personnel and brought back to us. 2) Thank you note received from Bill Schuster/Door County Soil & Water Conservation Department for $500 contribution to assist with beach contamination source identification project. 3) Notice from Department of Natural Resources designating Managed Forest Land (MFL) for James E. Anderson, Jr. 4) Notice from Charter Communications of new rates for “hospitality” accounts (bars, restaurants) effective February 1, 2004. The correspondence will be accepted and placed on file, without referral to specific committee. Minutes: Motion by Schley and seconded by Olsen to approve the minutes of the November 24, 2003 Board of Supervisors’ meeting and place on file. Motion carried. Clerk/Treasurer Monthly Reports: The treasurer’s report for November 2003 was accepted and will be placed on file. Motion by Girman and seconded by Olsen that gift certificates of $25 be provided to Bill and Betty Kiehnau and Paul Wickmann for their assistance in mailing out the real estate tax bills. Motion carried. Oral Committee Reports: Ad Hoc Cable Committee: Girman provided a brief update on Channel 19. The letter of understanding has been approved by the City of Sturgeon Bay, with a few additions, and we are awaiting the final draft for signature. Girman also reported that iPool Corporation is scheduled to make its presentation on ultra high broadband to the County Board on December 23rd. Committee/Board Minutes: None. Continued/Pending Business: Sturgeon Bay Fire Department. Acknowledged receipt of the November 2003 Fire Report (no calls this month). Municipal Taxpayer Commission. Zipperer reported on the last meeting held November 20, 2003 and will pass out to the Board a report from Paul Burton. The next meeting is scheduled for January 15, 2004 in Ephraim. Development – Request for Town Road Name (unnamed road in Holiday Acres). Olsen is still waiting to hear from neighbors and will report next month. Clark Lake - Dam Operation. On December 3, the Dam, Park and Rec Committee met with Town of Jacksonport supervisors. Paul Schumacher of the Clark Lake Advancement Association was invited to make a presentation at that time, and it was decided to leave “as is.” There followed some discussion on liability issues if persons other than town employees were to assist with the dam, whether damage was caused by ground frost and/or lake levels, and the ecology of the lake itself. The dam will be monitored closely to assure compliance with the DNR order on levels. New Business: 1) Door County Planning Department – Construction Permits. The construction permits for November 2003 were accepted and placed on file. 2) Independent Inspections Ltd. – Town Building Permits. The building permits and recap for November 2003 were accepted and placed on file. 3) Town Zoning/Planning Committee Recommendations. None. 4) Door County Zoning Ordinance. Supervisors were provided with updated pages of the Door County Zoning Ordinance effecting airstrips and landing fields, after-the-fact variances, Board of Adjustment and off-premise parking. 5) Amendments to Zoning Map for Town – Wagner. The Door County Board of Supervisors has amended the zoning district for the Chris and Stacy Wagner parcel located on STH 57 from Prime Agricultural (PA) to Countryside (CS). 6) Associated Appraisal Consultants, Inc. The agreement for maintenance services provided by Associated automatically renews annually, unless noticed by July 25 of the preceding assessment year. An updated contract has been presented for the year 2004. Motion by Schley and seconded by Girman to renew the contract for services with Associated Appraisal Consultants. Motion carried unanimously. 7) Notice of Foreclosure Tax Liens. We have been provided with Notice of commencement of proceeding in rem to foreclose on tax liens by Door County involving two properties in the Town of Sevastopol: Laddie E. Chapman, et al. (tract on Glidden Drive) and Thomas Wruck and Sherry L. Wruck (Bay Shore Inn Condominium unit). There is no action required on our part nor need to refer to any specific committee. Resolutions: Resolution No. 07-03TB. At the annual meeting held on April 8, 2003, a motion was made and approved on a voice vote (46-aye, 1-nay) that the combined position of Clerk/Treasurer shall be by appointment at a level of compensation to be set by the Town Board. Motion to approve Resolution No. 07-03TB by Schley and seconded by Girman. Motion by Schley and seconded by Zipperer to set annual salary at $19,500. There followed discussion on the salary increase. Zipperer withdraws second to motion. Schley amends motion to annual salary of $18,500 effective January 1, 2004. Seconded by Zipperer. Motion carried unanimously. Special Reports/Announcements by Chairman: Next Board of Supervisors’ Meeting – Monday, January 19, 2004 at 7 pm Nelson Lane/Bloomquist. Zipperer had an opportunity to speak with Eric Strutz and son-in-law Jim LaRose regarding Ron Bloomquist’s request for an easement and reiterated Attorney Nesbitt’s advice that the Town has no authority in this situation. Real Estate Tax Statements. The tax bills were mailed out with our informational sheet and committee appointments for 2003-2004. Town Park Flag. Harry Kohls volunteered to pick up the cost of our new U.S. flag at the Park. Thanks, Harry! Our Wisconsin flag has been repaired and ready to fly.
