TOWN OF SEVASTOPOL Door County, Wisconsin BOARD OF SUPERVISORS’ MEETING MINUTES Monday, October 20, 2003 Town Meeting Room behind Sevastopol Schools 4550 STH 57, Sturgeon Bay, Wisconsin Call to Order: Chairman Zipperer called the meeting to order at 7:01 p.m. Newly appointed Supervisor Tom Girman was introduced and welcomed. Establish Quorum/Roll Call: Roll call was taken. Chairman Leo Zipperer, Supervisors Tom Girman, Tom Olsen, Jo Ann Schley and Clerk/Treasurer Linda Wait were in attendance. Supervisor Jerry Worrick was absent. Public Participation: Pat Miller urged the Board to join Door Property Owners, Inc. in its effort to determine the cause of beach contamination. Zipperer responded that it is on the agenda for this evening as correspondence received. Presentation of Agenda/Properly Noticed: The Clerk stated that the agenda was properly noticed. Motion by Schley and seconded by Zipperer to approve the agenda. Motion carried. Correspondence: 1)Thank you from Clark Lake Advancement Association for supporting the yellow perch project 2)Clark Lake Advancement Association – Operation of Clark Lake Dam 3)American Planning Association-Wisconsin Chapter – Resolution supporting Smart Growth (will be referred to Planning & Zoning Committee) 4)Door County Green Fund – application information & materials 5)Zoning Text Amendment re: After-The-Fact Variances 6)Zoning Text Amendment re: Board of Adjustment Procedures 7)Door County Zoning Ordinance – updated pages 8)Titan Building Development – proposal for building inspection (unsolicited) 9)UW-Extension – Town Plan Commissioner Training Workshops 10)HSE – Invitation to Public Informational Meeting – CTH “B” 11)Door Property Owners, Inc. – Beach Contamination-Source Identification Project (will be referred to Budget Hearing 11/17/03) Zipperer also read a letter he received from the Door County Soil & Water Conservation Dept. advising of an invasive species study team and meeting on 11/6/03 at 9:30 a.m. Motion by Olsen and seconded by Girman to refer Items 3 and 11 as indicated above and to place correspondence on file. Motion carried. Minutes: Motion by Schley and seconded by Olsen to approve the minutes of the September 15, 2003 Board of Supervisors’ meeting and place on file. Motion carried. Motion by Olsen and seconded by Schley to approve the minutes of the Special Meeting held on October 9, 2003 regarding the supervisor vacancy/appointment and place on file. Motion carried. Clerk/Treasurer Monthly Reports: Motion by Olsen and seconded by Girman to approve vouchers and to accept the treasurer’s report for September 2003 and place on file. Motion carried. Oral Committee Reports: Girman gave a brief update on the Cable Committee/Channel 19 progress. Equipment has been purchased and students at Sevastopol are developing a website for use with Channel 19. A letter of understanding was forwarded to the City of Sturgeon Bay proposing an annual fee for access to their PEG channel broadcast material. Committee/Board Minutes: None. Continued/Pending Business: Sturgeon Bay Fire Department. Acknowledged receipt of the September 2003 Fire Reports. Municipal Taxpayer Commission. Minutes of the August 28, 2003 meeting held on Washington Island were available. The next meeting is scheduled for October 30 at Gibraltar. Road Work 2003. Majority of the pavement marking and striping has been completed for certain Town roads. A stop sign has been installed on South Cave Point Drive at Whitefish Bay Road. Development – Request for Town Road Name. Attorney Nesbitt confirmed that the Town is the owner of an unnamed road in Holiday Acres, the road having been conveyed by deed dated and recorded in July 1970. The Town accepted all of those roads in a resolution from 1970. Olsen will check with former owners for name suggestions. Town of Sturgeon Bay-intergovernmental Smart Growth application. The Town of Sturgeon Bay advised that it will not be taking any action until January 2004. Zipperer suggested we may learn more after the November 13 Town Plan Commissioner Training workshop. New Business: 1) Door County Planning Department – Construction Permits. The construction permits for September 2003 were accepted and placed on file. 2) Independent Inspections Ltd. – Town Building Permits. The building permits and recap for September 2003 were accepted and placed on file. 3) Town Zoning/Planning Committee Recommendations. Olsen reported the Committee reviewed a request from Chris and Stacey Wagner for a zoning change from prime ag to countryside for the purpose of conducting a furniture refinishing business at their property located at 4679 Hwy 57. The Committee approved the change as the property is contiguous to countryside and expansion from that area would be sensible. Motion by Olsen and seconded by Schley to approve the petition of Chris and Stacey Wagner for a zoning map amendment from prime ag to countryside. Motion carried. There was also discussion on those allowed to voice an opinion in site plan review hearings. Neighbors are allowed input, but the Town is not. Motion by Olsen and seconded by Girman to approve the Zoning Text Amendment concerning site plan review, with stipulation that Town recommendation be allowed. Motion carried. Olsen will notify Door County Planning and Zoning Department of recommendations. Special Reports/Announcements by Chairman: Workshop for Town Plan Commissioner Training – Thursday – November 13 – 7:30 pm at Baileys Harbor Town Hall Budget Hearing – Monday, November 17 – 7 pm Special Meeting – Monday, November 17 – 7:30 pm – Adopt Tax Levy Next Board of Supervisors’ Meeting – Monday, November 24 at 7 pm WTA Tri-County Unit Meeting – Thursday,Oct 30 at 7:30 pm – Slovan Inn Turkey Trot sponsored by Sevastopol School, Sat, November 8 Exotic species – DNR will post signs at the Town launches Clark Lake Dam – we are awaiting a history of the dam from the Town of Jacksonport and will then review Clark Lake Advancement Association’s request re operation of the dam Nelson Lane – although a portion was abandoned several years ago, one of the property owners is challenging the abandonment and asserting a land-lock situation. Road Certification 2004 and WISLR reports – Changes made by the Wisconsin Department of Transportation to the Town Plat Record for purposes of certifying mileage and delays in pavement rating submissions were not appreciated.
