TOWN OF SEVASTOPOL Door County, Wisconsin BOARD OF SUPERVISORS' MEETING MINUTES Monday, January 20, 2003 Town Meeting Room behind Sevastopol Schools 4550 STH 57, Sturgeon Bay, Wisconsin Call to Order: Chairman Zipperer called the meeting to order at 7:02 p.m. Establish Quorum/Roll Call: Roll call was taken. Chairman Leo Zipperer, Supervisors Don Haen, Tom Olsen, Jo Ann Schley, Gerald Worrick and Clerk/Treasurer Linda Wait were in attendance. Public Participation: -- Peter Stoffel asked if there were any ordinances with regard to the spreading of manure. Chairman Zipperer responded that it was controlled by the Soil & Water Department and the Department of Natural Resources. -- Bruce Richardson asked about the zone of contribution as it affects the Town of Sevastopol. Supervisor Schley responded that Sturgeon Bay Utilities and the Soil & Water Department are involved and Supervisor Olsen has requested a public hearing with an explanation to residents. Presentation of Agenda/Properly Noticed: On information provided by the Clerk that the agenda was properly noticed, motion by Olsen and seconded by Schley to adopt the agenda. Motion carried. Correspondence: 1) WTA will be holding 2003 District Meetings and any officers wishing to attend should notify the clerk for reservations. 2) UW Extension Door County Legislative Day update with list of suggested items. Next step is to discuss, clarify, add, combine and finalize the agenda. 3) Wis DNR Whitefish Dunes State Park ¡V Letter from Kent Harrison with his concerns regarding the change in speed limit on North Cave Point Drive. 4) Wis DOT Reminder that DOT staff will soon initiate removal of non-permitted signs and posts within the R/O/W on the state highway system. 5) Wis DOT - Notice that George McLeod, District 3 Director, will be retiring the end of February. 6) Door County Planning Dept. Ken Pollock provided a list of additions and changes on address assignments this past year. 7) Door County Planning Dept. Courtesy copy of the Rock Ledge Land Division (plat on file). 8) Door County Planning Dept. A summary of tasks to be accomplished as part of the "Plan for Planning" for updating the Door County Development Plan. Our cooperation and participation is invited. 9) Door County Amendatory Zoning Ordinances regarding Storage of Junk in Wetlands, Golf Course Accessory Buildings and Seasonal Campsites. 10) Charter Communications Notice of price changes for service and fees for Town of Sevastopol effective 2/15/03. Correspondence was accepted and placed on file. (deviation from order) Special Report: 7:19 p.m. Ad Hoc Community Access Cable Committee Tom Girman, as Chairman of this Committee, provided a written report and also orally summarized the Ad Hoc Community Access Cable Committee's duties, options, budget and recommendations. The options available are (1) accept a direct feed from the City of Sturgeon Bay, or (2) create, develop and administer a Sevastopol PEG channel, with technical assistance and equipment from the Sevastopol School District and students when available and appropriate. After considering various factors, (program content, features, future expansion, overall benefit, cost and implementation) and after analyzing relevant information, the Committee recommends Option 2, the establishment of a Sevastopol Community Access PEG channel. Questions, answers and discussion followed, with the suggestion that the Committee now be reduced to three members. The Committee members were complimented by the Chairman and the Supervisors, and Barbara Bunning also commended the Board and Sevastopol Schools for their work on this project. Minutes: Motion by Olsen and seconded by Haen to approve the minutes of the December 16, 2002 Board of Supervisors' meeting. Motion carried. Clerk/Treasurer Monthly Reports: Motion by Schley and seconded by Haen to accept the December 2002 treasurer's report. Motion carried. Oral Committee Reports: Olsen reported that the Planning & Zoning (Smart Growth) Committee met on January 13 and will be collecting a number of items for future meetings. Committee/Board Minutes: Motion by Schley and seconded by Haen to accept and place on file the Dam, Park and Rec Committee minutes of December 11, 2002 and the Ad Hoc Community Cable Access Committee minutes of December 3 and December 19, 2002. Motion carried. Continued/Pending Business: 1) Sturgeon Bay Fire Department. Acknowledged receipt of the December 2002 fire report. 2) Municipal Taxpayer Commission. We received minutes of the December 12, 2002 meeting and also resolutions from the Village of Sister Bay and the Town of Gibraltar requesting the Wisconsin Legislature to review the taxing authority of the Wisconsin technical college system. There was discussion on an additional contribution to MTC for 2003, without action or decision. 3) Roadwork 2002. Roadwork has been completed but we are awaiting 2002 final end-of-year costs. 4) Community Access Cable Committee. Motion by Worrick and seconded by Schley to accept the report from the Ad Hoc Community Access Cable Committee and enter into an intergovernmental agreement with the Sevastopol School District and with Charter Communications to create, develop and administer a Sevastopol PEG channel (Option 2 of report). Motion carried. New Business: Door County Planning Department Construction Permits. The building permits for November/December 2002 were accepted and placed on file. Independent Inspections Ltd. Town Building Permits. The building permits and recap for December 2002 were accepted and placed on file. Town Zoning/Planning Committee Recommendations. Olsen advised that the Committee will be considering and making recommendations as to Gigstead request for zoning change on West Jorns Lane and Steve Laubenstein request for zoning change on Hwy 42-57. RESOLUTIONS: None. ORDINANCES: None. SPECIAL REPORTS by Chairman: --- Looks like Timber Ridge is official Town road, having been inspected by Highway Superintendent Aaron Daubner. The private road sign will be removed and a stop sign will be added. --- The ice is pushing the Clark Lake Ramp around a bit and the lake level today is 8.52 inches. --- Beverage license -- questions were forwarded to the Town attorney for research and response. A meeting with the license holders will follow in the future. --- Via Door County Planning and building inspectors, we will remind contractors and others that a Driveway Permit is necessary (no fee). --- At the last WTA Unit meeting in Maplewood, Bob Burke of UW-Extension provided handout Comprehensive Planning & Smart Growth Law FAQs (frequently asked questions). Copies distributed to Board members. --- Received 9 responses to suggestions on name clarification for Old OR, Co OR, County OR, Old Co. Trk OR. Bluff Drive seems to be the popular choice.
